Brief Job Description
Under the direct supervision of the Nurse IV, Director of Nursing and the medical supervision of the Regional Medical Director, performs general nursing duties for the Texas Department of State Health Service (DSHS) - Public Health Region (PHR) I. Responsibilities include, but are not limited to, providing public health nursing services to HIV/STD, Tuberculosis, Immunizations, Preparedness and Response/Epidemiology, and Community Health Improvement program clients.
Safe operation of either a state-owned vehicle or personal vehicle is required to conduct state business, and an acceptable driving record must be maintained in accordance with DSHS Policy OS-3901, Fleet Operations and Management & Procedures and standards developed by the Texas Department of Public Safety.
Essential Job Functions
Attends work on a regular and predictable schedule in accordance with agency leave policy and performs other duties as assigned.
EJF 1 (35%) Performs public health nursing duties for the HIV/STD program, including but not limited to:
1. Testing and screening services, appropriate nurse exams, and treats patients with human immunodeficiency virus (HIV) and sexually transmitted diseases/sexually transmitted infections (STD/STI)
2. Interpretation of laboratory tests.
3. Functions as a liaison and consultant to healthcare providers regarding HIV and STD/STI.
4. Provides education on HIV and STD/STI prevention and available services.
EJF 2 (30%) Performs public health nursing duties for the Immunization program, including but not limited to:
1. Assists with review and update of regional standing delegation orders (SDO) for immunizations and immunization emergency responses, and updates on an annual and as needed basis.
2. Ensures PHR-1 staff employee immunization records are complete and up-to-date.
3. Plans, develops, implements, and monitors standardizing PHR-I clinics with appropriate safety materials for Immunizations, STD/HIV, and TB programs.
4. Assists with maintaining and establishing point of replenishment levels for regional central supply rooms
5. Provides immunizations as per PHR-1 SDO
EJF 3 (20%) Performs comprehensive tuberculosis (TB) nurse case management services:
1. Identifies persons who have clinically active Mycobacterium TB
2. Tests, screens, performs appropriate nurse evaluations, exams, and treats patients with latent TB, suspected TB, and active TB
3. Case manages persons who have or who are suspected of having TB disease,
4. Identifies and manages persons infected with Mycobacterium TB
5. Collects and analyzes data
6. Provides training and education
EJF 4 (10%) Performs public health nursing duties for Preparedness and Response/Epidemiology, and Community Health Improvement programs, including but not limited to:
1. Maintains ability and skills to perform duties associated with Preparedness and Response/Epidemiology.
2. Maintains ability and skills to perform population-based services associated with Community Health Improvement.
3. Attends and participates in all nursing and other associated trainings required by PHR I to maintain ability and skills associated with public health nursing
(5%) Performs other duties as assigned. Duties may include: Preparedness and Response/Epidemiology activities to include training in POD (Point of Dispensing), RSS (Receiving, Staging, Storage), and ROC (Regional Operations Center) functions; Participation in local, regional, and statewide exercises. Responding in regional emergency situations as needed; and other duties assigned include but are not limited to actively participating and/or serving in a supporting role to meet the agency’s obligations for disaster response and/or recovery or Continuity of Operations (COOP) activation. Such participation may require an alternate shift pattern assignment and/or location

LICENSURE, CERTIFICATION, OR REGISTRATION REQUIRED
Current license to practice as a Registered Nurse by the State of Texas or state that recognizes reciprocity through the Nurse Licensure Compact.
Employee must have a valid Class C Texas driver's license, or equivalent license from another state.
