Brief Job Description:

Under the supervision of the Immunization Program Manager, this position is responsible for public health work in compliance and protection levels in private/public schools and day care centers. Work involves conferring with local health agencies, clinical and school nurses, day-care and head-start directors, individuals and community action groups on the importance of every child in the state to be immunized against vaccine-preventable diseases in accordance with the immunization schedule. This position monitors all private/public schools and day care center reports for public health region 9/10. This position routinely deals with a wide variety of internal and external customers, including but not limited to, social service agencies, public health districts, local health departments, nurses, schools, community service groups and day care centers; educates Independent School Districts on completing annual audit reports and utilizing reminder/recall on ImmTrac2, the Texas Immunization Registry; provides technical assistance and support for the Independent School District nurses, day care and head start directors on ImmTrac2. Works under moderate supervision with limited latitude for the use of initiative and independent judgment.

Essential Job Functions (EJFs):

Attends work on a regular and predictable schedule in accordance with agency leave policy and performs other duties as assigned.

 

(50%) Quality Assurance:

Coordinates and conducts Immunization Record Audits of private/public schools, day care centers and registered homes by: receiving audit assignments from central office, developing protocols, procedures and maintaining a database. Provides guidance as necessary, interpreting basic rules, regulations and policies to follow current Immunization Requirements in Texas Elementary and Secondary schools and the Minimum State Vaccine Requirements for Texas Child-Care Facilities and Texas School entrance/attendance to complete the assessments: for other staff and for agencies being audited. Schedules appointments to conduct audits, coordinates work with other agency that perform audits to avoid duplication (Texas Department of Protective Family Services), provides technical support to local health department staff performing audit results, collects data on special forms, prepares parent letters indicating necessary immunizations based on audit results, maintains communication with customers by making telephone calls or generating correspondence, conducts follow-up audits as needed, collects report data, prepares and submits audit result reports to local government agency (Texas Department of Family and Protective Services) and central office. Develops and maintains audit line listing system to determine if facilities are non-active, closed and below state required immunization level. Prepares and submits data reports and summaries to the Immunization Section in Austin. Receive survey assignments from central office, develop protocols, procedures and maintain a database. Collects report/data from local health departments, prepares and submits result of reports/data to the Immunization Section in Austin. Educate and provide technical assistance to school districts and private schools that self-report immunization levels lower than 95% for any vaccine category and local health departments in the use of the programs that are used to collect data for the survey. Performs special inspection or investigation functions, reviews operating reports on activities investigated. Reviews and provides feedback on the Population Assessment portion of the Local Health Departments’ Quarterly Reports. Documents activities on the Public Health Region quarterly report.

(35%) Community Health Education/Outreach:

Confers with local health agencies, individuals, private/public schools, day care centers and community action groups on the importance of every child in the state to be immunized against vaccine-preventable diseases in accordance with the immunization schedule. Serves as a public resource in creating awareness of health problems and programs. Promotes the use of ImmTrac2. Conducts education classes to local health departments, private/public school nurses, personnel and day care center directors and staff on conducting immunization record audits and maintaining immunization audit records. Maintain confidentiality of client information. Disseminates information on public health and health education programs. Participates in special clinics, health fairs, surveys, coalitions, assists in educational events and promotes National Immunization Observances.

(10%) Program Support:

Assists the Texas Vaccines for Children (TVFC) Representatives as needed. Assists with the temperature monitoring of the vaccine storage units. 

(5%) Other Duties:

Other duties as assigned include but are not limited to actively participating and/or serving in a supporting role to meet the agency’s obligations for disaster response and/or recovery or Continuity of Operations (COOP) activation. Such participation may require an alternate shift pattern assignment and/or location.

 

Knowledge, Skills and Abilities (KSAs):

Knowledge of:

Health Insurance Portability and Accountability Act (HIPPA).

Training techniques.

Immunization recommendations and requirements for children, adolescents and students.

Vaccine-preventable diseases and immunizations.

School and childcare immunization requirements.

Specific Immunization program software.

 

Skill in:

The use of a personal computer, including Microsoft Office applications and web based applications specific to the program.

Skill in preparing and presenting complex oral and written information and training to a variety of audiences in a clear, effective manner.

Ability to:

Establish and maintain relationships with staff, school officials, public and private providers, stakeholders and other community groups.

Interpret laws, regulations and policies related to the program.

Registrations, Licensure Requirements or Certifications:

Must possess a vaild Class C Texas driver's license, or equivalent license from another state. 

Initial Screening Criteria:

  • 2 years of experience in customer service.
  • Experience in data entry.
  • Experience in the use of Microsoft Word, Excel, Power Point.
  • Prefer experience in providing training.
  • Ability to travel 15%.
