This position requires a current full unrestricted license to practice medicine in the State of Texas. As a physician leader, the Regional Medical Director (RMD) can improve people’s lives through public health. This position serves as the regional administrator for public health services provided to west Texas, Public Health Region (PHR) 9/10, which consists of 36 counties that span from the Rio Grande River to the New Mexico border. This position is located in El Paso, Texas and reports to the DSHS Deputy Commissioner for Regional and Local Health Operations (RLHO). Brief Job Description:
The RMD is responsible for coordinating activities with local public health departments, leading activities in counties without a local health department, and for the administration of regional staff and business functions. Duties include planning and directing comprehensive public health services, facilitating the delivery of essential services across PHR 9/10, providing public health services, clinical services, and medical consultations, and ensuring compliance with agency initiatives, policies, and procedures.
The RMD will supervise program managers, work with agency leadership, and with external partners across PHR 9/10. Strong interpersonal skills to sustain effective working relationships are essential for success in this position. Skills include leadership, communication, collaboration and interaction with diverse teams, adaptation to change, flexibility, professional and emotional intelligence, and conflict resolution.
Essential Job Functions (EJFs):
EJF1: Directs the activities of PHR 9/10 programs and assists local health departments and health authorities. Manages public health services in counties without a local health department and works closely with external agencies, officials, and the general public. (40%)
EJF2: Supervises the Deputy Regional Director and regional Program Managers, leads the response to public health incidents, and ensures compliance with agency strategic initiatives, policies, and procedures. (30%)
EJF3: Serves as the health authority for PHR 9/10 counties without one, oversees the regional Class D pharmacy, reviews and signs standing delegation orders for clinical programs, and provides medical authorization for prophylactic medications and medical countermeasures. Provides clinical public health services for tuberculosis, sexually transmitted infections, and immunizations. (25%)
EJF4: Other duties as assigned including but not limited to actively participating and/or serving in a supporting role to meet the agency’s obligations for disaster response. Such participation may require an alternate shift pattern assignment and/or location. (5%)
Knowledge, Skills and Abilities (KSAs):
Knowledge of modern medicine principles and practices, structures and functions of local/regional/state public health organizations and laws, and current public health social and economic trends.
Skill in public speaking, communication, and collaboration.
Ability to coordinate activities among groups and plan, coordinate, and execute responses to public health needs and queries.
Registrations, Licensure Requirements or Certifications:
- Current, full, and unrestricted license to practice medicine in the State of Texas (or ability to obtain in a timely fashion) is required.
- Board Certification in Public Health, Preventive Medicine, Infectious Disease, or other public health related discipline is preferred.
- Current Texas Driver’s License is required.
Initial Screening Criteria:
1. Doctor of Medicine Degree (M.D.) or an equivalent degree resulting from a course of education in medicine or osteopathic medicine is required.
2. Experience in organizational management and leadership (hiring, performance management, counseling, etc.).
3. Experience working in public health or with public health related activities.
4. Experience with federal, state, or local government is preferred.
Additional Information:
- A current full and unrestricted license to practice medicine in the State of Texas (or ability to obtain in a timely fashion) is required.
- Safe operation of either a state-owned vehicle or personal vehicle is required to conduct state business and an acceptable driving record must be maintained.
- This position may require travel up to 25% of the time and hours outside of 8:00am to 5:00pm M-F.
