Brief Job Description:

 

Under the supervision of the Tuberculosis (TB) Program Supervisor performs complex public health work as the Coordinator for the Binational TB Program, Juntos. This position is responsible for coordinating all activities of the Juntos Program to include: program management and oversight, completion of program goals and objectives, evaluation of program activities, file management, QA/QI, education coordination, budget management, and reporting. Requires interaction with a wide variety of internal and external customers to include: health officials in Mexico, other state programs/agencies, local health departments, community-based organizations, etc. Duties are performed under general supervision with a moderate degree of latitude for the use of initiative and independent judgement.

 

Essential Job Functions (EJFs):

 

Attends work on a regular and predictable schedule in accordance with agency leave policy and performs other duties as assigned.

 

Program Management (30%):

Serves as team lead and directs the activities and assignes work to  the Juntos staff headquartered in Mexico. Coordinates with the fiduciary agency regarding the hiring and selecting of contract staff. Reviews and revives the federal budget impacting the US Bi-national regional program. Ensures testing, treatment, and case management activities in Mexico are carried out according to guidelines.  Identifies medical resources and community services in the U.S. and Mexico and ensures referrals are made for health care services. Maintains tracking systems to include, but not be limited to; contact investigations and lab tests. Coordinates the transport/import of biological specimens from Mexico and ensures permits for importation are acquired. Conducts cohort reviews, complets the Annual TB Binational report, Measures program outcomes. Monitors and manages the Juntos budget. Maintains NEDSS, the electronic data base of TB clients. Participates in the annual review of the Bi-national TB program manual. Orders, receives, and reconciles medication inventory. Translates oral and written information, English/Spanish.

Tuberculosis File Management and Quality Assurance/Quality Imporvement  Program (30%):

Ensures TB client files are maintained in an organized fashion. Follows retention schedules and insures secure document destruction. Performs along with the TB Program Supervisor in auditing of TB client files as part of the QA/QI program. Maintains files of monthly reports, i.e. temperature logs, emergency kit checklists, etc. Ensures Juntos program calendars and schedules are up to date. t

 

Education Coordination (30%):

Works with U.S. TB Program staff and and Juntos staff to assess education needs of Juntos staff, clients, community and health care providers related to TB. Procures and/or assists with development of education materials. Coordinates education efforts of the Binational TB program to ensure staff have education required to perform their assigned work, clients are well-educated about their disease process and treatment, and community and health care providers are educated about TB.

 

Other Duties (10%):

Serves as Juntos registrar and back-up to pharmacy coordinator. May be asked to assist with contact investigations and/or other regional TB program activities. Other duties assigned may include but not be limited to activity participating in a supporting role to meet the agency’s obligations for disaster response and/or recovery or Continuity of Operations activation. Such participation may require an alternate shift pattern, assignment, and/or location. Safe operation of either a state-owned vehicle or personal vehicle is required to conduct state business and an acceptable driving record must be maintained in accordance with DSHS Policy OS-3901, Fleet Operations and Management and procedures and standards developed by Texas Department of Public Safety.

Skill in:

Must be bilingual, English/Spanish.

Communicating effectively both orally and in writing (in English and Spanish)

Using diplomacy and empathy when dealing with TB clients, contacts, and the public.

Use of a personal computer and basic applications such as Microsoft Outlook, Excel, and Power Point

Registrations, Licensure Requirements or Certifications:

 

Current and valid driver’s license

Required: Customer service experience, computer literacy and experience with Microsoft applications, bilingual/Spanish speaker
