Radiation Operations conducts independent technical quality assurance (QA) reviews of radiation machine inspection and investigation reports to ensure completeness and accuracy. This role involves complex health physics work. It evaluates inspection reports to confirm that the registrant is operating according to 25 TAC §289 and that the inspection aligns with department policy. Notifications are sent to the registrant to identify any violations found during the inspection and the severity levels of each violation. The response from the registrant is evaluated to determine if the corrective actions are appropriate. Enforcement cases are prepared and presented in the Compliance Review Committee meeting. Each assigned compliance case is completed, and the database is updated according to department policy. This position assists with the annual radiation staff training, as needed. Radiological emergency functions are performed as assigned, including active participation in disaster response or recovery or Continuity of Operations activation, which may require an alternate shift pattern or location.

Essential Job Functions (EJFs):

Attends work on a regular and predictable schedule in accordance with agency leave policy and performs other duties as assigned.

EJF #1 (35%) - Conducts independent technical quality assurance reviews of radiation machine inspection and investigation reports to ensure they are complete and accurate. Evaluates these reports to confirm compliance with 25 TAC §289 and consistency with department policy. Ensures that reports adequately address the evaluation of radiation machine performance factors, imaging systems, and the assessment of radiation risk for workers and the public. Returns insufficient reports to the inspector for revision according to policy. Identifies violations and determines their severity levels. Communicates and coordinates with surveillance staff, other quality assurance specialists, and registration staff as needed to complete duties.

EJF #2 (35%) - Issues compliance letters and Notices of Violation to registrants who are not following 25 TAC §289. Regularly reviews open compliance actions to issue Second and Final notices according to policy. Ensures that correspondence is grammatically correct and accurately represents radiation control rules and policies. Reviews response letters to check for accuracy, completeness, and technical adequacy in addressing noncompliance issues. Advises licensees and the general public on techniques and procedures necessary to comply with 25 TAC §289. Uses MS Word, PowerPoint, Excel, and the VERSA database to complete job duties.

EJF #3 (15%) - Starts and keeps track of compliance and enforcement documents for each inspection. Determines if an inspection report with violations requires escalated enforcement action. Investigates case details, prepares recommended enforcement actions, and presents cases at Compliance Review Committee meetings and Informal Conferences. May need to testify at hearings about enforcement cases.

EJF #4 (10%) -  Stays updated on state and federal regulations for radiation control, Radiation Operation policies, and inspection procedures. Takes part in the radiation rulemaking process by providing feedback on draft and proposed rules. Suggests changes to policies and procedures to match current business practices. Helps organize staff meetings and may present information to staff. May provide technical training to inspectors and other radiation control staff on Radiation Operation policy or other radiation topics. Prepares and delivers oral and audio-visual presentations at public and professional meetings as needed. Attends radiation safety or health physics training courses assigned by the PSQA Group Manager.

EJF #5 (5%) Periodically accompanies inspections of radiation machines. Other duties include supporting disaster response or recovery efforts, which may involve drills, exercises, and actual emergencies. This participation may require working different shifts or at different locations.

Knowledge, Skills and Abilities (KSAs):
Knowledge of:
Principles and practices of highly advanced health physics and radiation control; including x-ray production, radiation detection and dosimetry, biological effects of radiation, and external dose assessment.
The function and operation of equipment used in radiation detection, including Geiger-Mueller counters, ionization chambers, scintillation detectors and personnel dosimetry devices.

The types of x-ray equipment used in medical and industrial applications.
Quality assurance practices
Inspection/investigation procedures.
Enforcement procedures.
State and federal statutes and regulations concerning radiation control and safety. 
Professional use of grammar, word choice, sentence structure, spelling and punctuation. 
Skill in:
Verbal and written communication with staff, stakeholders and the public on both technical and regulatory basis.

Initial Screening Criteria:
The applicant must meet the following criteria: Bachelor of Science degree from a U.S. accredited college/university in an academic discipline of the physical sciences, life sciences, or engineering. Four years of documented training or experience in one of the above academic disciplines may be substituted for a degree.  
Generally Preferred Criteria: In addition to meeting the required criteria, the following seven criteria are GENERALLY PREFERRED BUT NOT REQUIRED; the hiring supervisor may consider any applicant that does not meet any or all of the generally preferred criteria for this position and may give preference to an applicant that meets one or more of the generally preferred criteria.
1. Experience in health physics, radiation sciences, or work in a radiation safety program.
2. Experience writing reports and organizing, preparing, and presenting information in written or verbal format.
3. Experience using computers for such functions as data recording, word processing, spreadsheet calculations, and sending e-mail.
4. Experience with state or federal laws, regulations/rules, and directives.
5. Experience in a regulatory or quality control function requiring direct contact with the public.
6. Experience communicating with the public.
7. Experience as a license reviewer or radiation inspector.
