Brief Job Description:
This position is under the general direction of the Webmaster and is responsible for the development and coordination of high-quality web content and functionality including, but not limited to, the DSHS public website, intranet, stand-alone websites, and promotional materials.
Coordinates web development and maintenance activities in a highly complex Web Content Management System (WCMS). Web content coordination work involves producing web content, communications materials, and intuitive UX/UI plans. Provides training and support for Content Editors embedded in agency programs.
Implements web security measures and recommends new technologies. Manages systems integrated with the WCMS, such as automated website accessibility testing tools, SEO trackers, and website traffic tools. As part of agency emergency response, may be required to work extended or alternate hours during a public health emergency.
Position has extensive latitude for the use of initiative and self-management. It will be filled by a competent, responsible, hardworking person who is passionate about public service and improving the health of individuals, communities, and the state of Texas.
Essential Job Functions (EJFs):
(45%) Manages and maintains accessible websites using a highly complex Web Content Management System (WCMS). Supplements the WCMS using a variety of HTML editors, graphics software, video capturing and editing software, accessibility testing software and services, and other software to effectively meet agency needs.
Determines operational requirements for agency websites. Assures all design and development are accessible to persons with varying disabilities and follow logical UX/UI design principles. Implements website security measures for Internet and Intranet sites.
Researches and provides technical expertise on emerging technologies. Provides system requirements analysis, task and resource estimation, scheduling, and implementation.
(40%) Provides agency-wide web support and training to over one hundred agency web content editors and staff in planning, designing, and modifying websites compliance and accessibility. Provides assistance in the remediation of out-of-date and inaccurate content. Manages the implementation and maintenance of website analytics.
(10%) Assists in the development of web policies and requirements for the agency. Participates in work groups as assigned to advance web development and accessibility awareness at the agency. Responds to customer email inquiries. Assists in defining Disaster Recovery procedures for agency websites. Supervises work of contract, volunteer, and program web content editor staff as needed. Administers user accounts in the WCMS. Serves as backup to Webmaster. Performs related work as assigned.
(5%) Pursues/participates in continuing education opportunities to enhance both technical and interpersonal skills. Other duties as assigned include, but are not limited to, actively participating and/or serving in a supporting role to meet the agency’s obligations for disaster response and/or recovery or Continuity of Operations (COOP) activation. Such participation may require an alternate shift pattern assignment and/or location.

Initial Screening Criteria:
- Bachelor's degree from an accredited college or university with a major in computer science, communications, liberal arts, business or relevant field. Full-time work experience as a digital communications or web content professional (5+ years) may be considered in lieu of a degree.
- Four (4) years of full-time work experience in web content development, including HTML and CSS.
- Web content and development portfolio. Via the application, applicant must include a link to portfolio.
