Brief Job Description:

 

Under the general direction of the Vaccine Operations Unit Director, performs advanced, complex managerial work overseeing the daily operations and activities of Department of State Health Services (DSHS) Vaccine Operations Group (VOG.) Responsible for managing all the Texas Vaccines For Children (TVFC) policy and quality assurance program activities. Ensures coordination on the Immunization Section federal grant applications and budget revisions, oversees the completion of grant and legislative reporting requirements of TVFC, and provides direction in the planning, implementation, and monitoring of grant work plans activities assigned to TVFC. Plans, assigns and supervises the work of program staff. Develops employee work schedules consistent with programmatic priorities and standards and ensures accomplishment of specific and workgroup performances. May represent the Immunization Section and Vaccine Operations Unit at meetings, conferences, legislative hearings, and public committees with extensive latitude.  The VOG Manager IV should exhibit initiative and independent judgment.

 

Essential Job Functions (EJFs):

 

Attends work on a regular and predictable schedule in accordance with agency leave policy and performs other duties as assigned.

 

(40%) Works closely with the Immunization Vaccine Operations Unit Director and may act in their place. Provides day-to-day administrative and operational management of the activities of the TVFC Program. Manages VOG staff, including hiring, orientation, completion of performance evaluations, positive and disciplinary performance, work schedules, staff training and development. Identifies needed areas of change, makes recommendations to improve operations, develops plans for implementation, and oversees the implementation. Develops and establishes priorities for TVFC Program implementation. Develops guidelines, policies, policies, rules, and regulations and implements them to ensure compliance with the federal grant and State Auditor’s Office requirements. Establishes goals and objectives for quality assurance of TVFC providers. Oversees regional and local health department implementation of TVFC Program activities and provides technical support. Oversees preparation of TVFC Program budgets and progress reports as well as management and productivity reports. Develops policies and procedures for evaluating the effectiveness of the TVFC Program. Oversees investigations that result from findings during quality assurance activities and refers Medicaid fraud cases appropriately. Oversees the planning, design, and implementation of marketing strategies for the TVFC Program. Oversees programmatic responsibilities for information technology projects.  


(20%) Oversees response to internal and external inquiries and assignments. Ensures an effective process is followed in accepting, creating, clarifying, assigning, and responding to assignments. Ensures responses are accurate and timely. Provides guidance and assistance to staff on assignments as needed. Reviews and approves documents developed by the Unit to ensure professional quality and appearance, appropriate content, consistency, and responsiveness to the purpose of the document. Ensures that administrative processes are in place that, support timely and quality production of documents. Oversees development of reports, briefs, and memoranda. Responds to requests for information about agency related management concerns, such as travel, staffing and budget.

 

(20%) Using data and results of analyses identify and prioritize unmet immunization needs and measure immunization rates of health care providers in Texas Vaccines for Children (TVFC.) Coordinate’s planning and activities with the Vaccine Operations Group (VOG) to meet Texas VFC programmatic and grant requirements. Works collaboratively with the Quality Assurance and Improvement Group (QAI) manager and the Vaccine Data and Finance Group (VDF) manager and identifies areas of change, makes recommendations to improve operations, develops plans for implementation, and oversees the implementation of grant and program requirements.

 

(15%) Oversees VOU activities related to policy makers and the Legislature. Ensures accurate and effective analyses of national and state legislation and regulations (bill analyses, impact analysis, cost estimates, implementation plans, research information, briefing documents). Provides leadership on legislative initiatives and exceptional items. Ensures hearings are appropriately monitored and resource witnesses are available. Acts as a legislative resource witness as necessary. Ensures VOU legislative work is coordinated through Governmental Affairs. 

 

(5%) Other duties as assigned include, but are not limited to, actively participating and/or serving in a supporting role to meet the agency’s obligations for disaster response and/or recovery or Continuity of Operations (COOP) activation. Such participation may require an alternate shift pattern assignment and/or location

  • Ability to present technical information and to testify at hearings and public meetings; to communicate technical information effectively, in written and verbal form; to establish and maintain effective working relationships with others; to work with detailed data documents.

 

Initial Screening Criteria:

 

  • Graduation from an accredited four-year college or university required with major course work in public health, social work, nursing, community health improvement, biology, or related field. Master’s degree in public health preferred. Two years of full-time relevant work experience may substitute for education on a year-for-year basis.  
  • Experience in public health or immunization programs.
  • Experience working on large grants and reporting requirements.
  • Three years’ experience in a supervisory or team lead role
