Brief Job Description:
The Data Analyst III within the Vaccine Data and Finance performs routine (journey-level) data analysis work as assigned by the VDF Group manager. Work involves data analysis and reporting of immunization data and refining analytical processes in support of Texas' Immunization programs which includes the Texas Vaccines for Children (TVFC) and Adult Safety Net (ASN). Plans, coordinates, and implements vaccine related finance objectives including forecasting and analysis for the TVFC and ASN programs. Evaluates program budget requests and plans purchasing requests based upon prepared budgets. Provides consultation and technical assistance to Austin office, regional offices and local health department staff on vaccine purchases. Recommends and develops processes for implementing tracking, reporting, and analysis of Texas immunization data. Manages data projects relevant to the Immunization Unit and the IIS Analytics group. Works under general supervision with limited latitude for the use of initiative and independent judgement.  

Essential Job Functions (EJFs):
Attends work on a regular and predictable schedule in accordance with agency leave policy and performs other duties as assigned.

(35%) Implements and monitors vaccine and biological forecasting and expenditure tracking for the TVFC and ASN Programs. Ensures Spend Plan projections are adjusted throughout the month to account for order fluctuations. Submits accurate Spend Plan by the monthly deadline to CDC. Oversees Spend Plan corrections at the start of each month. 

(25%) Analyzes, identifies, and interprets Texas Vaccines for Children (TVFC) and Adult Safety Net (ASN) data and trends. This includes the identification of programmatic risks originating from data quality issues including errors, anomalies, inconsistencies, and outliers identified during analysis. Suggests programmatic improvements to address gaps identified during analysis. Recommends and develops processes for implementing tracking, reporting, and analysis of Texas immunization data. Creates, streamlines, and automates vaccine data analysis reports and tools which assist in the oversight of vaccines disseminated through the TVFC and ASN programs. Provides consultative guidance and technical assistance to staff in the integration of new methods to accomplish necessary tasks using the federal and state immunization systems.

(15%) Reviews bulk vaccine orders according to state and federal guidelines. Processes orders as necessary for shipment to/from the vaccine distributor and the Pharmacy Branch. Ensures data is appropriately maintained in the federal vaccine purchasing system (VTrckS). Works with various CDC representatives regarding vaccine contracts, vaccine purchasing, and inventory issues. Works with vaccine manufacturers to ensure adequate product supply and reconciles payments to vendors. Works with the State Pharmacy to provide rabies products and emergency biologicals for outbreak control and post-exposure prophylaxis.

(10%) Communicates with other immunization stakeholders including regional and local entities as well as Center for Disease Control and Prevention (CDC) personnel to provide, exchange, or verify information, answer inquiries, address issues, or resolve problems. This may include the creation and presentation of findings. Manages data projects as assigned by the VDF manager and provides routine written and verbal status reports on projects.

(10%) Reviews and develops policies and procedures regarding data and analysis to ensure compliance with programmatic and operational goals. May develop recommendations to improve collection of data.

(5%) Other duties as assigned include but are not limited to actively participating and/or serving in a supporting role to meet the agency’s obligation for disaster response and/or recovery of Continuity of Operations (COOP) activation. Such participation may require an alternative shift pattern assignment and/or location.

Registrations, Licensure Requirements or Certifications:
None  

Initial Screening Criteria:
• Graduation from an accredited four-year college or university required, with major course in public health, epidemiology, or statistics is preferred.
• At least four years of relevant employment experience conducting database management, data and business analysis, and reporting may be substituted for the education
• Experience using software including Microsoft Word, Excel, Access, PowerPoint, Outlook, SAS, and other relevant software applications.
• Experience conducting forecasting, business analysis, or statistical analysis.
