Brief Job Description:

The Texas HIV Medication Program Manager manages the Texas HIV Medication Program, focusing on daily operations and strategic planning for delivering medications and support services to individuals living with HIV.

Responsibilities include setting program goals; coordinating complex activities; developing policies; overseeing grant applications; preparing legislative bill analyses; interpreting federal laws; collaborating with stakeholders; staffing; program data analysis; budget forecasting; representing the program at meetings and workgroups; and ensuring alignment with the Unit Director on program needs and decisions.

 

Essential Job Functions (EJFs):

 

EFJ 1: Manages delivery of federal and state-funded HIV medication services; ensures compliance with guidelines; investigates complaints; develops policies; coordinates audits; and represents the program in strategic planning and workgroups. (25%)

 

EJF 2: Plans, assigns, and oversees staff duties; conducts evaluations; manages hiring and training; supports staff development; and makes disciplinary recommendations to the Unit Director. (20%)

 

EJF 3: Develops and monitors strategic plans and budgets for HIV medication services; oversees funding allocations and operational plans; tracks program performance and goal achievement. (15%)

 

EJF 4: Develops and evaluates budget requests, creates expenditure plans, and monitors program expenses to comply with funding requirements. (15%)

 

EJF 5: Builds partnerships to improve care for persons with HIV and oversees related special projects. Coordinates quarterly committee meetings, develops impact studies, and submits formulary recommendations. Participates in disaster response, recovery, and continuity operations as needed. (25%)

 

Knowledge, Skills and Abilities (KSAs):

Knowledge of HIV services programs; local, state, and national laws, rules, regulations, and policies relevant to HIV services; principles and practices of public administration and organizational management; and strategic planning for healthcare programs.

 

Skill in managing HIV clinical care and psychosocial support programs; building consensus; and managing and executing complex multi-faceted projects.

 

Ability to direct and organize program activities to meet goals and objectives; establish program goals and objectives that support broader strategic plans; create policies, procedures, rules, and standards to guide program operations; and plan, assign, and oversee the work of others.

 

Registrations, Licensure Requirements or Certifications:

Initial Screening Criteria:

 

1. At least five years of experience in the management or leadership of a program in areas including clinical services, case management, eligibility determination, and medications.

 

2. Graduation from an accredited four-year college or university with major course work in social work, business administration, public health, nursing, pharmacy, or another related field is required. Master’s degree preferred.
