Job Description:
The Systems Analyst V performs highly advanced analysis and development of complex business processes and system solutions in the Chief Financial Officer (CFO) division based at the DSHS Headquarters in Austin, Texas.
Primary Responsibilities:
• Provides functional analysis and support for the daily operations of the division including assisting with system development, maintenance, and enhancements.
• Analyzes user requirements and business processes, design systems, fixes and enhancements, and develops application programs to meet division needs.
• Coordinates the planning and analysis of system requirements, procedures, and programs to automate processing, improve existing systems, and to test and implement updates and/or new systems.
This position will be regularly working with division leadership and all levels of agency staff. Strong project management and interpersonal skills to start, build, and sustain relationships are essential for success in this position. These skills include communicating clearly and efficiently, collaborating, adapting to change, flexibility, interacting effectively with diverse teams, emotional intelligence, guiding and leading others, conflict resolution, creating and delivering presentations to staff, organizational skills, time management, problem-solving, and risk management.
This position participates on cross-functional teams in a spirit of cooperation and flexibility. This position is classified as a full-time position (40 hours a week). Work outside of regular hours may be required.
Essential Job Functions (EJFs):

Provides senior level analysis and support business processes, and functional requirements for CFO Division and DSHS federal partners to meet strict mandates and reporting requirements. Coordinates DSHS responses, testing, and implementation of updates, enhancements, fixes, and improvements. Serves as the main point of contact in coordinating CFO systems’ life cycle management.

Acts as a liaison for the CFO Division. Develops and identifies solutions and analyzes results for user issues in the agency’s financial system. Evaluates user business processes, application functionality, configurations, fixes, etc. and designs and implements new or revised processes and procedures to meet agency needs. Coordinates with stakeholders on technical analysis and resolution of production issues. Conducts testing and coordinates validation for upgrades and modifications to ensure consistency with business processes.

Manages CFO division’s software licenses and equipment inventory, including procurement and refresh coordination (i.e. stocking, assigning, and tracking). Coordinates the technical training and support for the division. Coordinates with stakeholders and gathers requirements, documents, and work plans to produce technical solutions to meet business needs. Writes and updates procedures and attends applicable meetings.

Enhances the CFO division reporting by leveraging business intelligence and automation. Evaluates and implements various application platforms and tools such as SharePoint, Power BI, Power Apps, Power Automate, and Dataverse to improve business outcome. Standardizes forms and presentations for effective collaboration and communication for streamlined business processes.

Performs other duties as assigned that include but are not limited to actively participating and/or serving in a supporting role to meet the agency’s obligations for disaster responses and/or recovery or Continuity of Operations Plan (COOP) activation. Such participation may require an alternate shift pattern assignment and/or location.
Knowledge, Skills and Abilities:
- Knowledge of limitations and capabilities of computer systems (including SharePoint, Power Apps, Power Automate, Dataverse), techniques used in the design of non-automated systems, information technology equipment, applicable programming languages, computer hardware and software, computer operating systems, writing program code, and automated mapping.
- Knowledge of project management methodologies, tools, and techniques.
- Skill in troubleshooting computer systems and applications, and developing and revising program code, scheduling testing, installing, and implementing programs. Skill in coordinating and solving problems.

Initital Criteria:
- Bachelor’s degree from an accredited four-year college or university in Business Administration, Computer Science, or related field.
- At least two years of relevant work experience in finance, systems analysis and design, or developing software.
- Experience with business process visualizations, process improvement, or business system analysis.
- Experience using SharePoint collaboration features (team sites, document libraries, communication sites). Experience using Microsoft Excel at an advanced or expert level.
- Experience analyzing and organizing business and technical data including writing technical documentation and developing charts, diagrams, and tables to present analyses.
- Experience managing projects that involve cross-functional teams and systems (planning, scheduling, developing, and implementing stages).
- Experience working with financial reporting and dashboard tools (including PeopleSoft, Tableau, PowerPoint.) Adobe, database, Power Apps, Power Automate, Power BI preferred.
- Experience supporting Texas statewide fiscal systems (CAPPS, HRIS, SPRS, SPA, TINS, or USAS) preferred.
