Brief Job Description:

Under the general direction of the Office of Compliance and System Coordination (OCSC) Division, the Staff Services Officer V performs advanced (senior level) staff services work for the OCSC Division. Primary work involves planning, leading, directing, and/or performing complex and critical staff services work related to Division administration, human resources, training and employee engagement, purchasing, IT coordination, records and property management and business continuity. Major responsibilities are as follows. Works with the OCSC Deputy Commissioner to provide guidance and direction on management activities to carry out the mission of the Division and to support the day-to-day functioning of the Division. Leads and/or advises on assignments, special projects, policies and procedures, and personnel matters. Identifies needed areas of operational change or improvement in the Division and makes recommendations. Serves as Liaison for OCSC and interacts with appropriate areas regarding human resources, policies, procedures, assignments, and activities to achieve Division goals. Represents the Division, as needed, to internal and external organizations. Prepares reports for the OCSC. Participates in a wide variety of projects, as assigned, affecting most areas of the Division. Provides senior-level human resources support/task completion for the OCSC Deputy Commissioner. Manages calendars for OCSC Deputy Commissioner, answers calls, and coordinates and schedules meetings and conference calls. Assists with division’s budget, purchasing and maintains documentation. Provides backup assistance to the DSHS Commissioner and/or Chief Deputy Commissioner’s Executive Assistant.

 

Works under minimal supervision with extensive latitude for the use of initiative and independent judgment. Excellent communication skills and interpersonal skills are essential. Candidates must be flexible, dependable, and accountable to OCSC and adjust to changing priorities. Much of the work performed is self-appointed and requires a high degree of professional independence, initiative, diplomacy, discretion, and tact. Attends work on a regular and predictable schedule in accordance with agency leave policy and performs other duties as assigned.

 

Essential Job Functions (EJFs):

25% Prepares and oversees special projects and assignments as requested by the OCSC Deputy Commissioner. Oversees the planning, implementation, coordination, tracking of assignments using facilitation skills, project planning tools, and prepares reports for the OCSC Deputy Commissioner utilizing various software, including Word, Excel, PowerPoint and SharePoint.

25% Coordinates, develops, and executes plans related to Division administrative support functions. Manages procurement cycle for the division including entering requisitions, coordinating procured services, receiving goods, manages requests and deliveries, and tracks and maintains support files. Prepares and coordinates travel for division staff and tracks requests. Assists with new hire onboarding process and IT requests. Provides technical advice and assistance to division personnel in administrative policy and procedure matters. Serves as the IT Liaison on computer deployments and any relevant systems upgrades. Responsible for informing and coordinating record retention policies and procedures for the Division. Coordinates Division space needs, moves, IT support/Telcom support where needed. Provides back up support to other areas on the 7th floor as needed.

25% Maintains calendars, identifies scheduling conflicts, and coordinates and prioritizes appointments, meetings, and conference calls for OCSC Deputy Commissioner. Coordinates all aspects of meetings, including logistics, preparing materials and handouts in advance, and keeping files organized.

10% Assigns and manages assignments related to OCSC operations; reviews written materials and advises the Division staff on DSHS policies and procedures. Develops policies, procedures, and guidelines related to DSHS activities; and ensure compliance with applicable federal, state, and local laws, and regulations. Prepares justifications for and assists in implementing procedural or policy changes. Develops policy and procedure manuals. Monitors for compliance and periodically evaluates for revisions.

10% Provides high-level consultation, support and technical assistance to senior management and section staff for Human Resources and Personnel Issues. Provides consultation and guidance on highly sensitive and confidential personnel issues. Keeps abreast of Human Resources-related policy matters to ensure compliance with State and Federal regulations. Evaluates and implements policies and procedures to ensure compliance with agency requirements. Coordinates hiring of positions for the Division. Assists and provides guidance to OCSC regarding posting, screening, interviewing, hiring, promotions, merit increases, disciplinary actions, demotions, and transfer of employees. Serves as a contact person for human resource issues for the Division. Prepares and coordinates internal New Employee Orientation, human resources processes, and employee engagement. Performs related duties and assignments as directed by the OCSC Deputy Commissioner.

5% Serves as the COOP coordinator for the Division and ensures that Division information is up to date. Assists in the coordination and recruitment of staff to serve in response efforts. Other duties as assigned include but are not limited to serving as the Section Safety Officer and back up emergency floor coordinator.

Registrations, Licensure Requirements or Certifications:

None required. 

Initial Screening Criteria:

  1. Graduation from an accredited four-year college or university with a degree or four (4) years of related experience can substitute for a college degree.
  2. Five years’ full-time experience providing administrative, general office, or clerical support to a senior level or C-suite/C-level executive.
  3. Experience preferred using Microsoft Office at an advanced level, particularly Outlook, Word, PowerPoint, and Excel.
  4. At least three (3) years’ experience in processing financial requisitions for purchasing, preparing/posting human resources job postings, and facilitating human resources tasks is preferred.
