Brief Job Description:

Under the general direction of the Chronic Disease Unit Director in the Health Promotion and Chronic Disease Section within the Community Health Improvement Division, performs routine staff services and professional administrative assistance work. Work involves planning, developing, implementing and coordinating functions to assist the Unit staff with administrative and operational functions including procurement of goods and services, tracking expenditures, travel requests, and travel reimbursement. Position plans and coordinates the development of policies and procedures and is responsible for staff training, as required. Plans and coordinates communications and interacts routinely with staff, leadership, and advisory committee/council members. Writes, edits, and proofreads correspondence. Serves as backup for other professional administrative staff in the Section. Works under moderate supervision with limited latitude for the use of initiative and independent judgment.

Essential Job Functions (EJFs):

Attends work on a regular and predictable schedule in accordance with agency leave policy.

(40%) Prepares purchase requests for the Unit's programs which includes researching vendors and prices, ensuring budget coding and approvals are correct, and entering requisitions and other information into the CAPPS Financial system. Prepares travel requests and reimbursements for Unit staff as well as reimbursement for eligible advisory committee/council members. Tracks payment of invoices to the Unit’s contracted partners. Analyzes and assists programs to determine funding sources for various purchase requests. Develops, writes and implements policies and procedures for purchasing and travel, and tracks the status of Unit purchases and other requests. Maintains inventory of supplies.

(30%) Researches, develops, and provides guidance to employee inquiries regarding agency and division policies, operational processes or responsibilities. Provides training, as necessary, to ensure that staff is familiar and complies with rules, regulations, policies and procedures for the agency. Handles administrative, operational and property management functions, and records management responsibilities. Prepares documents using Microsoft Office (i.e., Word, Excel, PowerPoint, Outlook, Teams) that requires professional grammar, vocabulary, punctuation, and proofreading skills. Ensures Unit documents are managed appropriately in SharePoint and Teams.

(25%) Plans, directs and coordinates special projects, activities or events. Assists and/or leads planning activities for the Unit and advisory committees/councils. This includes assisting with scheduling and logistical planning. Produces correspondence using Word, Teams, or Outlook that requires professional grammar, vocabulary, punctuation, and proofreading skills. Responsible for monitoring all incoming phone calls to the Unit and assigning to the appropriate programs. Manages and maintains Unit schedules, coordinates meetings, and other Unit staff recognition events.

(5%) Performs other duties as assigned, including but not limited to actively participating and/or serving in a supporting role to meet the agency's obligations for disaster response and/or recovery or Continuity of Operations (COOP) activation. Such participation may require an alternate shift pattern assignment and/or location. To perform these job duties, this position may require working the extra hours needed to meet defined deadlines and support the agency’s mission critical reporting requirements.

Initial Screening Criteria:

One year of experience in office management, business administration, human resource administration or budget preparation work. Graduation from an accredited four-year college or university with major coursework in human resources, public or business administration, or a related field is preferred. Experience working with DSHS, HHS, or DFPS programs preferred.
