Breif Job Description:

 

Vital Statistics Section (VSS) Security Manager reports directly to the Director of Administration and monitors compliance with processes and procedures. Provides input in the development of guidelines, procedures, and rules and monitors compliance with policies and procedures for vital records safeguarding and security.  The Security Manager is responsible for ensuring appropriate monitoring, oversight, training, and support is provided to Section staff and key VSS partners. Assists with Constituent Services activities to produce timely and accurate vital statistics and vital statistics operations through training, communications, and quality improvement efforts.

Prepares weekly management and productivity reports related to the Security program areas. Establishes program goals and objectives, develops and approves activity timelines and schedules, sets priorities and standards for achieving goals, and manages evaluation activities. Directly supervises a multidisciplinary Security staff. Acts as liaison and provides consultation and technical assistance to stakeholders, constituents, vendors and staff on ensuring the security and confidentiality of vital records and vital statistics. Works under moderate supervision, with limited latitude for the use of initiative and independent judgement. 

 Essential Job Functions (EJFs):

 

Attends work on a regular and predictable schedule in accordance with agency leave policy and performs other duties as assigned.

Manages and supervises activities of VSS Security staff. Prepares & oversees the preparation of Security productivity and management reports and studies. Establishes goals and objectives, schedules, and evaluation activities for the Vital Statistics Section and Security areas.  Assists the Branch Managers by providing input on security protocols and processes pertaining to safeguarding and securing vital records and confidential information.         

Manages and supervises direct reports under this position.  Management duties include assisting in filling vacant positions by screening, interviewing and hiring positions; prioritize, schedule, assign and monitor work; developing performance standards, completing performance evaluations, and counseling, recommending personnel or disciplinary actions and leave approvals.  Manages staff development to ensure and encourage high standard of work output.  Works on continuous process improvement in assigned work areas.  Works with Constituent Services Manager to assist in stakeholder and legislative inquiries, produce timely and accurate vital statistics and vital statistics operations through training, communications, and quality improvement efforts; performs duties as needed in the absence of the Constituent Services Manager. Serves as the backup liaison to the DSHS Governmental Affairs program regarding legislative inquiries made by State Legislature regarding constituent requests for issuing vital records or application status.

Performs other related duties, as assigned. Performs duties in the absence of the reporting to supervisor. DSHS employees are expected to support this mission either by actively participating and/or serving in a supporting role to meet the agency's obligations for disaster response and/or recovery or COOP activation. 

Knowledge, Skills and Abilities (KSAs):

 

Knowledge of: Local, state, and federal laws and regulations that affect vital statistics.

Vital Statistics relationships and dynamics.

Principles and practice of vital statistics administration and management.

Computer software and security applications.

Registrations, Licensure Requirements or Certifications: N/A

 

Initial Screening Criteria:

 

Required:

High school graduate or GED.
5 years' experience working for State of Texas agency.
2 years' experience in security business and operations.
Previous management experience preferred.
Experience preparing complex correspondence, documents or reports.
Experience directly coordinating, tracking, and responding to executive assignments.

Additional Information:

 

This position is required to be on-site and to ensure business continuity, daily attendance is key.
