Brief Job Description:

Public Health and Prevent Specialist III performs a variety of tasks under the direction of the STD Epidemiology and Surveillance Group Manager related to the management of HIV/STD investigational data. This includes database maintenance, report tracking, data entry, and quality assurance. This position will aid in development of short-term, mid-term and long-term goals and objectives, and the development of standards for achieving strategic operational goals. Exercises independent judgment and professional discretion with extensive latitude for the use of initiative and independent judgment to administrate, advise, plan, and coordinate duties.

Essential Job Functions (EJFs):

Attends work on a regular and predictable schedule in accordance with agency leave policy and performs other duties as assigned

Coordinates the interstate communications necessary to ensure the reporting and investigation of potential HIV and STD cases which transverse state boundaries are complete and timely for the following tasks:

(25%) Conducts out of state record searches for HIV/STD cases. 

(25%) Sends field records for out of state contacts of HIV/STD cases diagnosed in Texas. 

(20%) Initiates incoming field records for public health follow up for partners of out of state HIV/STD cases. 

(5%) Supports epidemiologists by researching and resolving aberrant data findings and records while understanding the reporting limitations of the data collection process.  Verifies entered HIV/STD data by reviewing, correcting, deleting, or reentering data; combining data from multiple systems and multiple data sources when reporting information is incomplete; purging files to eliminate duplication of data. 

(5%) Provides consultative services and technical assistance to regional and local ICCR sites accordance with state and national goals to ensure the accuracy, completeness, and timeliness of data gathered.  Identifies and addresses training needs of ICCR sites, and aids in the evaluation of the effectiveness of program systems to improve accuracy, prevision, completeness, fidelity, and efficacy of ICCR.

(10%) Assists with projects and ongoing data cleaning and QA as assigned or as applies to ICCR data including but not limited to deduplication (merging), workflow management, and data entry. 

(5%) Assists with on-boarding and training process of staff to new roles and projects, as needed.

(5%) Other duties as assigned include but are not limited to actively participating and/or serving in a supporting role to meet the agency’s obligations for disaster response and/or recovery or Continuity of Operations (COOP) activation. Such participation may require an alternate shift pattern assignment and/or location. 

Knowledge, Skills and Abilities (KSAs):

  • Skill in organizing and interpreting data.
  • Skill in preparing reports.
  • Skill in verbal and written communication.
  • Ability to deliver public health presentations.
  • Ability to work with others to resolve complex issues.
  • Ability to train and provide technical assistance for data collection and data entry.
  • Ability to maintain HIPAA confidentiality requirement. 
  • Knowledge of word processing, database software applications, and spreadsheet software applications.
  • Knowledge of infectious diseases, specifically HIV and STDs.

Initial Screening Criteria:

Graduate from a four-year college with coursework in public health, epidemiology, biology, social science or related subjects preferred. One year of full-time experience may be substituted for one year of education.

One year of experience in public health or health related specialty preferred.
