Brief Job Description:

Serves as the Radiation Safety Officer for the department’s radioactive materials license. Working under limited supervision, with considerable latitude for the use of initiative and independent judgment. Ensures compliance with applicable radiation control laws and regulations for protection of the public and the environment against harmful effects of radiation. Performs advanced (senior-level) health physics and radiation control work. Work involves surveying facilities using sources of radiation to ensure compliance with radiation safety and environmental laws; coordinating health physics activities; and conducting research and development. Develops and provides technical guidance on rules, policies, and procedures based on health physics knowledge, radiation control functions, and statutory authority. Develops, recommends, and implements radiation safety policies, procedures, and guidelines. Measures emissions from different types of radiation and radioactive materials; determines and predicts the movement of radioactivity through the environment; and evaluates plans and facilities for radiological safety of equipment, processes, and the environment. Performs and/or coordinates scientific and technical reviews of radiation safety plans, operations, and facilities. Performs risk assessments based on quantitative relationships between radiation exposure and biological damage. Prepares and approves correspondence, technical reports, environmental assessments, impact statements, or programmatic assessments. May consult and coordinate with representatives of other state and federal radiation control, security, and emergency agencies; special interest groups; the public; or department personnel on radiation and environmental issues. Participate in emergency drills in cooperation with other state and federal agencies. Performs related work as assigned.

 

Essential Job Functions (EJFs):

EJF 1 30%

Attends work on a regular and predictable schedule following agency leave policy and performs other duties as assigned.

Performs the duties of a radiation safety officer as required by 25 TAC §289.252(f) including establishing and overseeing operating, safety, emergency and ALARA procedures; training and overseeing others who use radioactive materials within the Radiation Program; performing radiation surveys and leak tests of possessed and impounded radioactive material sources; instituting corrective actions; maintaining records; performing source inventories; ensuring compliance with all state and federal regulations.  Receiving and processing radioactive waste shipment notifications.

 

EJF 2 30%  Designs and implements the radiation detection calibration program for equipment routinely used by the Radiation Program.  Calibrates detection equipment.  Maintains a database on instruments and calibration dates.  Analyzes the radiological detection needs of the Radiation Program and recommends procurement of detection instruments, monitors the purchasing, receiving, and distribution of new equipment.  Works with procurement and contracting to obtain the best pricing and services utilizing state resources.  Collects and disposes of outdated equipment.

 

EJF 3 20% Designs and implements the personnel, area and environmental radiological monitoring program.  Analyzes dosimetry results to ensure occupational and public doses are below the allowable limit.  Analyzes environmental samples to ensure compliance with environmental laws and provides recommendations on findings.  Prepares quarterly and annual environmental monitoring reports.  Issues annual personnel dosimetry reports.  Provides radiologic dose assessments to personnel upon request.

 

EJF 4 15% Performs highly advanced radiological dose assessments, serves as a resource person to the Radiation Program in matters relating to radioactive waste disposal, transportation of radioactive materials or wastes, and US EPA requirements for emissions of radioactive materials from licensees. Oversees the disposal of impounded radioactive materials.  Reviews licensee complex decommissioning reports and advises the radioactive materials licensing program on findings.  Provides public speaking and training on advanced health physics and radiation protection. 

 

EJF 5 5% Other duties as assigned include but are not limited to actively participating or serving in a supporting role to meet the agency’s obligations for disaster response and recovery or Continuity of Operations (COOP) activation. Such participation may require an alternate shift pattern assignment or location. Performs Emergency Response functions during exercise and actual emergency conditions. Maintains personal and assigned equipment ready for emergency response/deployment. Participates as a lead worker or member of the Department’s and Radiation Emergency Response Team during exercise and actual emergency responses. Coordinates training through the radiation control program's training coordinator, the Nuclear Regulatory Commission (NRC), and approved training courses to maintain required proficiency for assigned emergency response duties.

Registrations, Licensure Requirements or Certifications:

N/A

Initial Selection Criteria:

Graduation from an accredited four-year college or university with major coursework in health physics, nuclear or environmental engineering, environmental or natural sciences, chemistry, or a related field. Experience and education may be substituted for one another.  Six months of experience equals 15 education credit hours.  Must be able to travel 20% of the time.

Preferred Criteria

The following criteria are generally preferred but are not required; the hiring supervisor may consider any applicant that does not meet any or all the generally preferred criteria for this position, and may give preference to an applicant that meets one or more of the generally preferred criteria:

Experience in health physics, radiation sciences, or nuclear engineering work

3 years of experience working as an RSO

3 years of experience working with state radioactive material regulations

Experience calibrating radiation detection equipment

Licensed Medical Physicist or Certified Health Physicist
