Brief Job Description:
Under the general direction of the Division for Regional and Local Health Operations (RLHO) Associate Deputy Commissioner (ADC), the Administrative and Human Resources (HR) Coordinator (Program Supervisor VI) serves as an integral part of the foundation of the RLHO Division which represents one-third of the agency and is comprised of 1500 positions across the state. This position serves as the RLHO Division subject matter expert and liaison with DSHS and HHS support areas such as HR, Operations, Payroll, Time and Leave, Legal, and other areas with administrative impact on Division staff or programs. This position coordinates and advises Division Leadership and staff on special projects, assignments, HR and personnel issues, and serves as the Division subject matter expert for position related requests employee and contractor requests, and salary policy exception requests including, but not limited to, reviewing, editing, analyzing, tracking, and providing consultation regarding position classification issues, staffing requests, and new employee salary requests. Research and consult with subject matter experts to escalate and resolve complex administrative and HR issues.
Essential Job Functions (EJFs):
Attends work on a regular and predictable schedule in accordance with agency leave policy and performs other duties as assigned.
35% Subject matter expert for HR and Administrative policies, requests, and issues: Provides senior-level consultative support and technical assistance on administrative and human resource related issues to RLHO Leadership and staff within the RLHO division, which includes the eight Public Health Regions, the Center for Health Emergency Preparedness and Response, the Office of Border Public Health, the Texas Center for Infectious Disease, and the RLHO Division Office. Coordinates and advises Division Leadership and staff regarding special projects, assignments, HR and personnel issues, and HHS, DSHS, and RLHO policies and procedures. Serves as the Division subject matter expert for HR, position, employee and contractor requests, and salary policy exception requests. Reviews, analyzes, edits, and tracks position classification issues, staffing requests, and new employee salary requests. Consults with RLHO Operations and Business Services to resolve employee, contractor, position, and salary actions for the Division. Research and consult with subject matter experts to escalate and resolve complex administrative and HR issues. Provides high-level advice and counsel by interpreting administrative and HR policies, procedures, rules, regulations, and standards to ensure compliance. Supports the ADC and Division Leadership to identify areas of improvement and makes recommendations for change.
30% Administrative Team Supervisor: Supervises the Division Office Admin Team, which consists of two Administrative Assistant V positions. Provides oversight, guidance, direction, and support to the Admin Team and the SSO V for the RLHO Deputy Commissioner. Oversees and provides direction and resources necessary for day-to-day administrative operations and assignments, projects, and activities in the Division office. Sets administrative team goals by leading Admin Team meetings on a regular basis, coordinates and assigns work of the administrative staff and sets deadlines to ensure timely and accurate completion of assignments. Manages counseling and performance evaluations as well as merit activities. Serves as an advisor to Staff Services Officers (SSO) and lead administrative staff in the RLHO division regarding administrative and HR policies and procedures. Holds regular meetings with Division SSOs and lead admins. Assists RLHO Leadership, including PHRs, with development of job descriptions, screening criteria, and interview materials for administrative support positions across the Division. Participates on interview panels for administrative support positions across the Division. Supports the ADC and Division office managers with hiring, employee onboarding and offboarding, and orientation activities for employees and contractors. Develops and coordinates orientation for new RLHO Leadership.
15% Technical Writing and Editing and Program Communication: Ensures that Division correspondence, reports, presentations, and other documents meet HHS Style Guide and DSHS writing standards, including appropriate formatting, structure, and accessibility. Collaborates with Division directors, managers, writers, and other DSHS Divisions to ensure documents are in final form before submission to the Commissioner. Provides guidance on correspondence format, procedures, and protocol using various meeting and communication formats and Microsoft Office products. Liases and communicates routinely with DSHS and HHS support areas such as Human Resources, Program Operations, Payroll, Time, and Leave, HR Legal, and other areas with administrative impact on Division staff and programs. Represents the RLHO Division on cross-agency workgroups. Develops and maintains documents, resources and activity tracking through various web-based applications such as SharePoint to ensure communication is broadly available and disseminated. Works routinely with highly confidential with HR and personnel issues and documents.
10% Develops, reviews, and maintains internal (Division office) and external (Division-wide) policies and procedures related to administrative and HR functions that align with HHS and DSHS policies. Ensures coordination with appropriate subject matter experts both in and outside of RLHO to ensure that policies align with DSHS, HHS, and/or Comptroller policies. Ensures that RLHO Leadership and staff are informed of current and accurate HR and administrative policies and procedures and communicates changes timely and accurately. Oversees development and maintenance of the Division Office Administrative Operations Manual. Assists with the development and coordination of Division orientation materials and presentations. Performs coordination and oversight of staff support for RLHO Leadership meetings. Oversees development and planning of quarterly in-person meetings with Division leadership and prepares agendas by coordinating with DSHS leadership and a variety of internal and external partners. Serves as backup to the RLHO Division Legislative Liaison for DSHS Policy Council activity coordination. Identifies through regional feedback additional training needs related to administrative and HR practices. Coordinate meetings with DSHS and HHSC partners to support the need for additional knowledge, refresher, trainings, etc.
5% Special Projects Coordination and Engagement: Oversees, coordinates, and participates in a wide variety of routine and special projects and assignments affecting areas across the agency and Division. Serves as a resource for legislative inquiries, inquiries and complaints from the public, business services, and public health projects and activities. Represents the RLHO Division in cross-division workgroups initiatives such as employee awards program, Survey of Employee Engagement, and State Employee Charitable Campaign.
5%. Emergency response: May be required to work other than normal business hours in a direct response to public health emergencies. Actively participate and serve in a supporting role to meet the agency’s obligations for disaster response and recovery or Continuity of Operations (COOP) activation. Such participation may require an alternate shift pattern assignment and/or location.

Initial Screening Criteria:
Education and Experience: A Bachelor’s degree from a four-year college or university in human resources, business, or a related field is preferred. Experience may substitute for education on a year-for-year basis.
Minimum three years of experience providing executive level administrative support required.
Minimum of 1 year experience working in human resources management required.
Additional Information:
A written in-basket exercise will be performed as part of the interview process. In-person interviews are preferred.
