Brief Job Description

DSHS is seeking a dedicated and detail-oriented Facilities Project Manager to join our Program Support Operations team. The successful candidate will be able to coordinate project activities, track budgets, and liaise with various stakeholders to ensure efficient execution and effective communication.

Key Responsibilities of this position will include the following.

  • Coordinates project activities with internal stakeholders, other state agencies, private sector partners and contractors.
  • Tracks project budgets, resource requirements, schedules, for assigned projects.
  • Performs building and space assessments for facilities coming up for lease renewals.
  • Acts as a liaison with partner agencies HHSC, TFC, DIR, and others to facilitate communication and achieve operational goals of DSHS.
  • Provides consultation to DSHS leadership for operational needs including, facility management, space management, risk management, asset management, and fleet management.
  • Assists with maintaining reports, creating ad-hoc reports, and presentations for DSHS leadership as needed.
  • Act as a team lead for Program Support Operations and assist automated mail room staff, and staff services officer as needed.
  • May analyze legislation and impacts to PSO and DSHS.

 

Essential Job Functions

(40%) Coordinates project activities with internal stakeholders, other state agencies, private sector partners and contractors.

(20%) Performs building and space assessments for Central Office Campus and Regional facilities.

(10%) Assists PSO Director with Asset Management, Risk Management, & Fleet Management Activities

(10%) Prepares, maintains, and creates ad-hoc reports for Program Support Operation activities.

(5%) Reviews Program Support Operation procedures, Service level Agreements, Interagency Contracts, Leases, and other agreements to ensure they meet the agency’s needs and goals.

(5%) Other duties as assigned include but are not limited to actively participating and/or serving in a supporting role to meet the agency’s obligations for disaster response and/or recovery or Continuity of Operations (COOP) activation. Such participation may require an alternate shift pattern assignment and/or location.

 

Knowledge Skills & Abilities

Knowledge of local, state, and federal laws related to the program area. Knowledge of DSHS, HHSC, and TFC policies, procedures. Knowledge of industry standard property management, space management, project management, and risk management practices.

Skill in managing projects, organizing large data sets in a digestible manner, and effectively communicating these with all levels of an organization.

Ability to read and comprehend, leases, blueprints, scopes of work, service level agreements, and legislation.

 

Initial Screening Criteria

  1.  Experience managing large projects (Preferably Construction/Facility related)
  2.  5 years of combined experience in facility management, risk management, and project management
  3. Experience working with State Agencies is preferred.
