Brief Job Description:

The Program Specialist VI coordinates and executes agency operational support functions in the Program Support Operations Unit in the Operations Division.

This position involves providing consultative services, guidance, and technical assistance to agency program areas; analyzing requests; developing plans to meet program needs; and consulting with internal and external partners, contractors, lessors, and public officials to resolve problems and ensure service delivery in support of the agency. Duties include reviewing facility agreements and leases, conducting routine facility inspections, coordinating office maintenance activities, managing assets, overseeing and enforcing the parking policy, collecting and analyzing data, and preparing reports and presentations.

The Program Specialist VI works under limited supervision, with considerable latitude for the use of initiative and independent judgment. The ability to establish and maintain effective working relationships with a variety of internal and external stakeholders is required to be successful in this role. Additionally, applicants must be able to communicate effectively both orally and in writing, build and maintain relationships with all levels of multiple organizations, respond and report on urgent situations even after hours and on weekends as necessary to ensure leadership has adequate information to make appropriate decisions, and be proficient in Microsoft Office Suite Products including Outlook, Excel, and Power Point to complete essential job functions.

 

Essential Job Functions (EJFs):

EJF1: Conducts facility reviews and ensures all emergency and routine maintenance and safety issues are identified and resolved promptly; counsels and may train program staff on available services, methods for requesting assistance and/or equipment, and how to monitor and report safety/security concerns appropriately. (40%)

EJF2: Coordinates with IT, Telecom, HHSC Facilities Operations & Support Services, and the Texas Facilities Commission on DSHS' daily operational needs, analyzes and reviews the use of space, parking facilities, and common areas, evaluates options to increase efficiency and make improvements, and works with internal stakeholders to review, prioritize, and document space needs, resolve space concerns, and budget for improvements. (20%)

EJF 3: Works with the HHS Asset Management Office, Warehouse Services, and DSHS programs to efficiently surplus equipment, review annual inventories, and reconcile reports. (20%)

EJF 4: Assists with developing and implementing policies, procedures, and special projects to improve DSHS Program Support Operations' ability to meet the needs of the agency. (10%)

EJF 5: Acts as a lead during emergencies such as utility service disruptions, evacuations, internal/external lockdowns, etc., works with partner agencies and leadership to identify the cause and provide timely communication to leadership on the nature and scope of the emergency. (10%)

 

Knowledge, Skills, and Abilities (KSAs):

Knowledge of laws and regulations relevant to business services, facility operations, risk management, and asset management; the principles, practices, and techniques of facility management, project management, leasing, and space planning.

Skill in planning, organizing, implementing, and evaluating large multi-faceted projects and program support activities; effective communications, including negotiating, resolving conflicts, consulting, training, and preparing reports; the use of standard computer hardware and software, such as Microsoft Office Suite.

Ability to manage multiple tasks with competing deadlines and produce quality deliverables; take corrective action and resolve situations that may affect employee and client safety and security; identify problems, evaluate options, and implement effective solutions; respond to emergencies even after hours; and travel locally and across the state, which may include overnight stays.

 

Registrations, Licensure Requirements, or Certifications:

  • Valid Class C Texas Driver's License.

 

Initial Screening Criteria:

  1. A High School diploma or GED is required.
  2. Experience in a customer service role.
  3. Experience in the facility management field.
  4. Experience managing projects.
  5. Experience with governmental entities is preferred.
