Brief Job Description:
Manages the Vital Statistics Section (VSS) Registration and Records Management groups daily program activities; providing direction and guidance. Oversees the preparation of weekly management and productivity reports and studies related to the Registration and Records Management program areas. Work involves establishing program goals and objectives, developing and approving activity timelines and schedules, setting priorities and standards for achieving goals; and managing evaluation activities. Directly supervises a multidisciplinary Registration and Records Management staff. Serves as the liaison to the Department of State Health Services (DSHS) Governmental Affairs program regarding legislative inquiries made by State Legislature. Acts as liaison and provides consultation and technical assistance to stakeholders including local registrars, county clerks, funeral directors, birth registrars, midwives, doctors, and justices of the peace. Assists the Registration & Reporting Branch Director in developing and reviewing legislative bill and cost analysis pertaining to records issuance. Advises and consults with the Registration & Reporting Branch Director on standard customer applications received requesting registration and records management information. Works under general supervision, with moderate latitude for the use of initiative and independent judgement.
Essential Job Functions (EJFs):
35% Manages activities of VSS staff, which include providing direct assistance to customers by disseminating complex technical information via telephone, direct contact, E-mail or correspondence; reviewing, evaluating, and making technical/ judgmental decisions regarding vital record issuance; determining acceptability of customer requests for services, fees and legal documentation insuring compliance with Texas Statutes, rules and regulations; utilizing complex automated applications/programs for information retrieval, data entry and issuance and processing of vital records; utilizing word processing software to compose and prepare routine and non-routine correspondence; and developing, coordinating and maintaining record keeping and filing systems. Oversees the preparation of Registration and Records Management productivity and management reports and studies. Oversees VSS Registration and Records Management special investigations, research studies, and internal audits which include fact gathering and documenting information; researching the issue/situation; conducting interviews/meetings and making recommendations. Establishes goals and objectives, schedules, and evaluation activities for the VSS Registration and Records Management areas. Assists the Registration & Reporting Branch Direcort in developing and reviewing legislative bill and cost analysis pertaining to records issuance.
30% Directly supervises a multidisciplinary Registration and Records Management staff. Supervision includes screening, interviewing, and hiring positions, assigning work, developing performance standards, completing performance evaluations, and counseling, recommending personnel or disciplinary actions and leave approvals. Manages staff development to ensure and encourage high standard of work output. Works on continuous process improvement in assigned work areas.
25% Advises and consults with the Registration & Reporting Branch Manager on non-standard customer applications received requesting issuances. Advises the Registration & Reporting Branch Director on production status and program development of Registration and Records Management activities on a regular basis and recommends procedures for more effective utilization and/or corrective actions. Serves as the liaison to the DSHS Governmental Affairs program regarding legislative inquiries made by State Legislature regarding constituent requests for issuing vital records or application status. Represents the business functions of the Registration and Records Management areas at meetings, hearings, trials, conferences, and seminars, or on boards, panels, and committees.
10% Performs other related duties, as assigned. Performs duties in the absence of the Registration & Reporting Branch Director. DSHS employees are expected to support this mission either by actively participating and/or serving in a supporting role to meet the agency's obligations for disaster response and/or recovery or COOP activation.

Registrations, Licensure Requirements or Certifications:

Initial Screening Criteria:
Graduation from an accredited four-year college or university with major course work in public health, administration or social science is required.
Three years experience interpreting vital statistics policies, procedures and regulations, or interpreting local, state and federal.
Three years experience communicating verbally and in writing with diverse professionals, customers, government officials and/or the general public.
Three years work experience developing reports and presentations using Microsoft Word, Excel, Visio, PowerPoint.
Additional Information:
This position is required to be on-site and to ensure business continuity. This position DOES NOT have option for telework.
