The License and Permit Specialist II in the Environmental & Sanitation Licensing Branch Environmental Section performs journey-level administrative support and licensing processing work related to the certifying, licensing, permitting, and registering of Individuals and Businesses in the Asbestos, Lead, Abusable Volatile Chemicals (AVC), Hazardous Consumer Products Registration (HazPro), Tattoo & Body Piercing (tbp), and Youth Camps Programs. Performs moderately complex data entry using the Regulatory Automation System (RAS), VERSA, and word processing functions using letter templates in MS Word. Monitors open applications and withdraws applications in accordance with established branch polices.  Initiates refund requests in accordance with state rules.  Forwards work logs to the team lead for quality assurance (QA)/ quality control (QC) checks.  Assists with the development and maintenance of standard operating procedures (SOPs).  Works under general supervision with limited latitude for the use of initiative and independent judgment. Attends work on a regular and predictable schedule under agency leave policy. Performs other duties not listed as assigned.  

 

ESSENTIAL JOB FUNCTIONS:

EJF 1. (40%) Initial Applications: Process and create initial applications for Asbestos, Lead, AVC, Hazpro, Tbp, and Youth Camps programs.  Input demographics, contact history, supporting documentation validation, and after-action reports into VERSA database.  Request and validate supporting documentations such as certificates of insurance, training documentation, zoning verifications, lists of experience, and standard operating procedures for application processing.  Create and issue deficiency letters in accordance with agency rules when applications do not meet requirements for approval. Monitor open applications in order to withdraw applications that have past the applications processing time frames and initiate compliance actions on those applications.  Monitor deficient applications to ensure that application processing time is maintained and initiate compliance actions as necessary.  Submit work performed lists to the team lead for QA/QC actions.  Interpret and apply federal laws, state rules, and branch policies in the performance of duties.  Provide customer service to agency staff, other agency staff, applicants, licensees, and the general public in a timely a courteous manner.  Forward applications with holds to the team lead for action. Initiate refund requests in accordance with agency rules and forward to the team lead for action. 

EJF 2. (40%) Renewal Applications: Process and create renewal applications for Asbestos, Lead, AVC, Hazpro, Tbp, and Youth Camps programs.  Input demographics, contact history, supporting documentation validation, and after-action reports into VERSA database.  Request and validate supporting documentations such as certificates of insurance, training documentation, zoning verifications, lists of experience, and standard operating procedures for application processing.  Create and issue deficiency letters in accordance with agency rules when applications do not meet requirements for approval. EJF 3. (15%) Administrative support: Answer main phone line calls in accordance with assigned schedules. Assist the team lead with the creation and maintenance of SOPs. Monitor supply usage of office stock and Notify branch manager or designee when stock levels are low. Assist the Team Lead in monitoring application processing time frames for assigned programs. Receive, sort, date stamp, scan, and distribute mailed in applications. Process and sort returned mail, search the database for other addresses, contact applicant or licensee to verify mailing information, and search the internet for new addresses on return mail. Process the daily remittance for assigned programs, remittance may be in paper or electronic formats, reconcile fee payments as needed. Reconciliation involves researching payments, mail logs and working with other divisions within the department to account for payments and ensure they are assigned to correct budgets. Maintain Electronic and Paper records in accordance with the DSHS retention schedule.  Assist with mass printing and mailouts.  Assist other personnel as required.

EJF 4. (5%) Performs other duties as assigned including but not limited to actively participating and/or serving in a supporting role to meet the agency's obligations for disaster response and/or recovery or Continuity of Operations (COOP) activation. Such participation may require an alternate shift pattern assignment and/or location.
