Serves as Team Lead of the Laboratory Supply Team. Works under minimal supervision under the Lab Supply Group Manager. Oversees all warehouse functions and inventory transactions. Performs complex planning, organizing, decision-making and oversight of activities. Ensures warehouse, inventory procedures and guidelines are implemented and adhered to throughout the laboratory. Develops short-term, mid-term and long-term goals and objectives; develops standards for achieving strategic operations and goals. Establishes, maintains, and oversees warehouse and inventory systems, procedures, and controls. Assists in the evaluations of Lab Supply Team personnel. Maintains a perpetual inventory system. Enters requests for laboratory supply items, and maintains records of items purchased, received, prepared, issued, and shipped. Writes, revises, and develops standard specifications for approximately 300 supply items for the laboratory. Receives, logs, issues, and organizes inventory stock. Prepares required financial, inventory, management reports, summaries, and tabulations. Completes special projects as assigned by the Lab Supply Group Manager. Exercises independent judgment and professional discretion with extensive latitude for the use of initiative and independent judgment to administrate, advise, plan, coordinate, and direct warehouse and inventory operations. Consistently comply with DSHS Laboratory, local, state, and federal guidelines to ensure a safe functioning laboratory.

Essential Job Functions:

Oversees a high-volume, centralized receiving and supply area. Review and approve all supply requests for the laboratory before issuing and delivering stock orders. Ensures all orders are properly received according to agency guidelines. Provides consultative assistance and knowledge transfer and direction for warehouse and receiving issues for the Laboratory Supply Team. Provides consultative services and serves as an advisor to the laboratory regarding technical specifications of products and vendor sources. Provides assistance to laboratory personnel, local health departments, regions, purchasers, and fiscal division regarding policies, procedures, and regulations. Monitors staff assignments as necessary to maintain balanced workloads to maximize productivity and completion of daily staff assignments as well as the accuracy of work by employees. Ensures adequate supplies are on hand while making efficient use of available storage space. Determines operational minimum and maximum inventory levels of supply items. Develops, documents, and implements guidelines, policies, and procedures for warehouse activities and standards and evaluation criteria. Plans, coordinates, and develops procedures for receiving, storing, delivering, and issuing warehouse and non-warehouse items. Establishes, installs, and directs the maintenance of efficient systems for controlling, recording, and reporting warehouse inventory transactions and laboratory supply records. Resolves day-to-day warehouse, receiving, and delivery problems. (40%)

Maintains and oversees warehouse and inventory systems, procedures, and controls; detailed records of items purchased, received, prepared, and issued; a perpetual inventory system; current vendor catalogs to research new or equivalent products. Updates Excel spreadsheet showing the number of items on hand or on order and develops blanket and standing orders for laboratory stock items. Enters requests for laboratory supply items and submits release orders. Rejects items not meeting specifications. Initiates emergency requests when necessary. (30%)

Guides staff in the development of new methods and procedures. Trains personnel on warehouse functions and inventory procedures. Monitors department policies relating to area personnel. Ensures continual observation of the area to minimize the risk of job-related activities and monitors operations to eliminate hazardous activities. Requests information and clarification on safety requirements from Safety Office before changing or implementing new procedures. Ensures the required safety and health documents, periodic inspections of all safety equipment, and other safety measurements are complete and up to date. Assists Safety Office in accident investigation and proposes corrective actions. Assists with job descriptions, performance standards, evaluations and interviewing, screening, and selecting applicants. Supervises shipments of media items to local affiliated laboratories while adhering to ICOA/IATA/DOT/CDC shipping regulations. Conducts physical inventory of lab supply items. Audits inventory records and researches associated problems. Researches program requests for information regarding receipt or return of items; develops policy and procedure manuals; makes improvements to facilitate the receipt and delivery of goods and services. (25%)

Performs other duties as assigned. Other duties as assigned include but are not limited to actively participating and/or serving in a supporting role to meet the agency’s obligations for disaster response and/or recovery or Continuity of Operations (COOP) activation. Such participation may require an alternate shift pattern assignment and/or location. Safe operation of either a state-owned vehicle or personal vehicle is required to conduct state business and an acceptable driving record must be maintained in accordance with DSHS Policy OS-3901, Fleet Operations and Management & Procedures and standards developed by the Texas Department of Public Safety. (5%)

Knowledge of automated inventory systems, inventory control, stock control record keeping, and reporting procedures.
Knowledge of public administration, fiscal methods, pertinent training techniques of management, and dealing with healthcare professionals and the general public.
Knowledge of governmental accounting practices and generally accepted accounting principles.
Knowledge of automated accounting systems and budget control.
Knowledge of shipping systems.
Knowledge of purchasing methods and procedures, purchasing sources, prices, and product characteristics.

Initial Screening Critieria:

Experience in the area of inventory control (including supporting, ordering, stocking, issuing and delivering).
Experience ordering supplies.
Experience in providing customer service.
Experience in shipping regulations and/or shipping systems preferred.
Experience in creating and/or submitting requisitions, purchase orders and/or release orders against purchase orders preferred.
Experience as team lead, manager or supervisor preferred.
Graduation from an accredited four-year college or university is preferred.

 

Additional Information:

Work Schedule: Must be able to work hours other than 8am – 5pm.
Transportation: Employee must provide transportation. If an employee operates a personal or state motor vehicle in the performance of their official duties, the employee must possess a current valid Texas driver’s license for the appropriate type of vehicle.
