Performs moderately complex administrative support with limited latitude for use of initiative and independent judgment under the supervision of a Lab Manager II. Work includes receiving incoming packages that can contain hazardous chemicals, biologicals, gases, prepared media items, and laboratory specific items; processing and shipping packages; stocking shelves; transferring stock inventory from a warehouse to a supply location; monitoring the in-house gas system. Maintains inventory in compliance with established security requirements and procedures. Ability to lift packages weighing up to 50 lbs. is required. Provides journey-level customer service to internal and external stakeholders. Can enter purchase requisitions in CAPPS Financials. Processes delivery reports through data entry into CAPPS Financials. Enters shipping data utilizing FedEx website. Prepares laboratory specific items to be shipped to local affiliated laboratories; coordinates the removal of hazardous waste from laboratory with the Laboratory Safety Office. Develops and maintains positive working relationships. Performs array of training of area personnel related to program assignment. Assists team lead in wide array of duties such as providing consultative services or technical assistance, preparation of reports comprehensive literature, reviewing program policies to identify areas needing change. Consistently complies with DSHS Laboratory, local, state and federal guidelines to ensure a safe functioning laboratory. Supports the creation of a laboratory-wide safety culture by serving as a liaison to the Safety Office to ensure a healthy and safe workplace. Assists program leadership to review program policies and procedures for any changes. Produces justification to program leadership for any policy gaps or hardships that merit changes. Assist in reviewing budget allocation for program area to ensure proper expenses are made. Must be knowledgeable of legislature sessions that could include individual, program or agency wide impacts; reviews and assists bullet points with program management.
Essential Job Functions:
Receives all incoming packages for the Laboratory and enters shipments into a Laboratory Inventory & Management System (LIMS). Ensures all perishable supplies are delivered immediately. Verifies that package contents match packing slip & verifies shelf life of dated products as stated on the purchase order. Enters receiving reports in CAPPS Financials. Delivers packages to appropriate Laboratory areas & obtains necessary signatures. Pulls items from Laboratory Supply & delivers orders to requesting sections based on assigned requisition receipts or supply requests generated by data entry into LIMS. Picks up packages from Specimen Acquisition Group, mail room or HHSC warehouse. Maintains bulk Laboratory supplies in the HHSC warehouse, by receiving & verifying shipments using packing slip, placing supplies in an assigned location and logging the location in the LIMS. Files shipping and receiving documentation in appropriate destination while adhering to agency document retention policy. Completes daily logs of completed program assignments and assists in identifying program operations for potential improvements. Enter requisitions for laboratory supplies in CAPPS Financials & process release orders for stock replenishments while adhering to budget allocation and ensure proper program expenditures are being made responsibly. Monitors legislative sessions that can potentially impact program procedures with assistance from program leadership for any amendments to program policy and procedures. Ensures tasks are completed with resourcefulness & efficiency. Provides journey level customer service verbally or written. Assists in review of program area operations to identify areas needing change. Research receipt of packages as requested by purchasers or Lab Accounting Staff. Assist program leadership in periodic reviews of program procedures to ensure policy encapsulates work landscape. (40%)
Processes & packages requests for priority shipments which could include chemicals, reagents, test kits & other specific lab items to local affiliated laboratories; ships outstanding orders as scheduled & ships out items requested by Laboratory personnel. Packages items for shipment according to instructions received & ensures proper labeling in accordance with USPS/ICOA/IATA/DOT/CDC guidelines. Uses Fed Ex website for shipments. Delivers packages to designated shipping locations in order to meet required delivery times. Utilizes Internet (UPS, FedEx, etc) to track delivery & receipt of packages. Records & tracks all shipments utilizing Microsoft Access. Coordinates removal & storage of hazardous waste with the Laboratory Safety Officer. Ensures continual observation of area to minimize the risk of job-related activities & monitors operations to eliminate hazardous activities. Reviews shipping policy and provides findings to program leadership for amendments or complete re-do of policy to demand. (25%)
Receive, tag/label, log & process receiving reports for gas cylinders & bulk gas deliveries; under supervision and assistance from Laboratory Safety Office. Monitors in-house Laboratory gas system which entails checking gas cylinder & bulk gas pressure gauges daily; under supervision and assistance from Laboratory Safety Office. Processes a receiving report for all incoming gas shipments and provides information to Laboratory Safety Office for data logs. Replaces empty cylinders & installs full cylinders utilizing proper safety procedures & personal protective equipment; under supervision and assistance from Laboratory Safety Office. Orders replacement tanks as needed; under supervision and assistance of Laboratory Safety Office. Assists Laboratory Safety Office to identify amendments in gas cylinder policy and/or safety procedures. (25%)
Other duties as assigned include but are not limited to actively participating and/or serving in a consultative/supportive role to meet the agency’s obligations for disaster response and/or recovery or Continuity of Operations (COOP) activation. Such participation can require an alternate shift pattern assignment and/or location. Safe operation of either a state-owned vehicle or personal vehicle is required to conduct state business & an acceptable driving record must be maintained in accordance with DSHS Policy OS-3901, Fleet Operations and Management & Procedures and standards developed by the Texas Department of Public Safety. (10%)
