Brief Job Description:
Works under limited direction of the Contract Administration Manager I with extensive latitude for exercising initiative and independent judgment. Performs contract fiscal monitoring including planning of ongoing, periodic, or unscheduled monitoring activities that determine and ensure DSHS and contractor compliance with the contract terms, contract management guidelines, and state and federal regulations. Work involves review of budget and accounting records, and financial statements to ensure compliance with federal and state laws as well as DSHS policies and regulations. Assists with planning and coordination related to contractual monitoring schedules and identifying financial reviews. Interprets agency policies; creates and documents processes and procedures; and recommends, implements, and evaluates process improvements related to contracts. Analyzes and interprets budget data and creates reports for management. Performs advanced (senior-level) financial analysis related to contractor billing, reconciling expenditures to the contractor general ledger. Work involves administering financial processes and systems; reviewing, analyzing, and evaluating financial data; preparing reports and responding to inquiries. Analyzes and interprets budget and financial data and creates reports for management. Coordinates the analysis and review of financial data and applicable business, financial, and/or regulatory plans. Provides high-quality customer service to external and internal customers. Works under minimal supervision, with considerable latitude for the use of initiative and independent judgment.
Essential Job Functions (EJFs):
Attends work on a regular and predictable schedule in accordance with agency leave policy and performs other duties as assigned.
EJF1: Responsible for conducting monitoring of assigned Contractors within the Contract Management Section. Reviews contractor invoice requests for reimbursement and reconciles against the contractor general ledger. Provides determination of compliance with applicable statutes, departmental rules, and contractual requirements. In addition, provides interpretation on technical financial questions of compliance with applicable state and federal statutes and regulations. Coordinates with CMS finance staff, program staff, and contractor accounting staff for invoice corrections and adjustments when appropriate. Completes highly technical review of contractor expenditures. Financial resource for contractors, program staff, and other agency staff regarding contractor invoice corrections and adjustments, and on issues related to contractor reports. (35%)
EJF2: Provides high-quality customer service to external and internal customers by prompt responses to inquiries, taking the initiative to solve problems, exercising flexibility, and continuing to seek improvements within the contracting section and program areas. Interprets agency, enterprise, and state policies related to contracts financial reviews. Monitor Contractor expenditures to ensure activities are allowable with funding. Maintains contract files, data entry into agency contract management database, reconciles expenditures for client services contracts, and maintains centralized filing structure. (25%)
EJF3: Monitors and evaluates general ledger and/or contractor invoices. Provides ongoing updates to Contract Managers, Program areas, finance manager, and others ars applicable of any identified issues with the invoice or general ledger. Provides training on processes of financial review process. (15%)
EJF4: Prepares financial and expenditure progress reports by coordinating the development and analysis of data. Develops and maintains comprehensive sources of examination-related policies and procedures. Develops, coordinates and adheres to policies, procedures and guidelines for programs within the agency in relation to fiscal contract management. (15%)
EJF5: Prepares contract financial management ad hoc reports related to financial reviews, correspondence and other materials on client service contracts such as expenditure summary reports and analysis of spending trends for each contractor. (5%) EJF 6. Performs other duties as assigned, including but not limited to actively participating and/or serving in a supporting role to meet the agency’s obligations for disaster response and/or recovery or Continuity of Operations (COOP) activation. Such participation may require an alternate shift pattern assignment and/or location. (5%)

Knowledge, Skills and Abilities (KSAs):
Knowledge of DSHS programs, applicable standards, policies, functions, and the mission and agency role in meeting the program's health objectives and priority health outcomes.
Thorough knowledge of contracting regulations, of business administration and accounting principles and practices, and of policies and procedures of contract management and administration.

Registrations, Licensure Requirements or Certifications:
Certified Texas Contract Manager (CTCM) is preferred or must be obtained within first year of employment.
