Brief Job Description:
Deputy The Director I position, under the direction of the Radiation Section Director, provides oversight and direction of planning, implementation, supervision, and monitoring of all operational activities of the Radiation Licensing, Registration, Billing, and Operations Branches, ensuring optimal day-to-day performance of essential business functions. Provides counsel and advice to the Section Director, Deputy Commissioner, and Associate Deputy Commissioner in establishing operational goals and objectives, coordinating and evaluating operational activities, and implementing process improvements for all Licensing, Registration, Billing, and Operational activities within the Radiation Section. Serves as an advisor to the Radiation Section Director, providing coordination and technical guidance on Section activities.
Directly manages Licensing, Registration, Billing, and Operations Branch Managers, geographically dispersed over the state. Oversees and directs pragmatic activities within the Unit, plans and assigns the work of others. Interprets state and federal statutes, regulations, and standards and provides technical assistance to managers, staff, and the regulated community. Conducts strategic budget review and approves expenditures for the Section. Assists the Section Director and Division leadership in monitoring the budget and expenditures. Has wide latitude for independent judgment, decision-making, and direction of activities. This position requires working outside of normal business hours, as needed.
Essential Job Functions (EJFs):
Attends work on a regular and predictable schedule in accordance with agency leave policy and performs other duties as assigned.
(35%) Directs the management, coordination, and oversight of the statewide Radiation Section operations and staff. Responsible for the overall implementation, coordination, and evaluation of Licensing, Registration, Billing, and Operations activities within the section. Provides counsel and advice to the Section Director regarding strategic operations of section programs and their impact; establishes strategic goals and objectives and ensures effective and efficient surveillance activities; facilitates alignment and coordination of section functions toward goals and objectives; evaluates section operations and makes recommendations to develop and implement process improvements; performs strategic budget review and expenditure approval; works with Division leadership to implement solutions. Oversees the planning, development, and implementation of procedures that guide the operations for the statewide Radiation Section.
(25%) Serves as a member of the Radiation Section’s leadership team, coordinating with the Deputy Commissioner, Associate Deputy Commissioner, Section Director, and division financial team. Provides guidance and direction to branch managers and program staff throughout the Radiation Section on policy, planning, priorities, and operations. Works with Section leadership to identify and resolve risks and issues. Provides project management and direction on key projects, as well as leadership of section-wide workgroups. Ensures assignments and deliverables are accurate, complete, and deadlines are met.
(20%) Manages and provides direction to highly specialized managers within the Radiation Section who are geographically dispersed across the state. Plans, assigns, and supervises the work of others. Directs, manages, and develops staff through review of performance data, consultation, training, and performance appraisal. Responsible for hiring and selection, assigning work, completing performance evaluations, approving personnel disciplinary actions, and scheduling and approving leave.
(15%) Interprets and applies state and federal statutes, regulations, and standards. Reviews and evaluates the impact of proposed federal and state laws on program objectives. Ensures the regulations and standards established by the department are fair, equitable, and consistent with state and federal law. Monitors compliance with regulations and standards by regulated individuals and entities. Represents the department by making presentations, providing information and testimony, and collaborating with consumer advocacy associations, other state agencies, and federal partners. Responds to requests by legislators and other public officials.
(5%) Performs other duties as assigned. Other duties as assigned include but are not limited to actively participating and/or serving in a supporting role to meet the agency’s obligations for disaster response and/or recovery or Continuity of Operations (COOP) activation. Such participation may require an alternate shift pattern assignment and/or location.

Initial Screening Criteria:
Graduation from an accredited four-year college or university with major coursework in health physics, nuclear or environmental engineering, radiologic or environmental sciences, or a related physical science field. Experience and education may be substituted for one another on a year for year basis with a maximum substitution of 4 years. One year of experience equals 30 education credit hours. Five years of experience directly supervising technical staff.

Preferred Criteria
The following criteria are generally preferred but are not required; the hiring supervisor may consider any applicant that does not meet any or all the generally preferred criteria for this position, and may give preference to an applicant that meets one or more of the generally preferred criteria:
5 years of experience in health physics, radiation sciences, or nuclear engineering work
5 years of experience working with state or federal radiation regulations
Experience working on legislative processes
