Job Description:

Under limited direction of the Data Analytics & Special Projects (DASP) Director IV, the Director I, will perform advanced managerial work providing performs advanced (senior-level) managerial work providing direction and guidance in the strategic operations and planning of the Congenital Syphilis (CS) Operations, including management of staff at the Department of State Health Services Central Office in Austin. Directs all planning for the Branch, including strategic planning, identifying key performance measures, goal setting, grant development and funding, assurance of the CS Hotline case management system and continual quality improvement. Ensures scientific integrity of registry methods, data collection, compilation, analyses, and dissemination. Provides administrative and strategic direction to the program team assuring cooperation of medical providers and collaboration with local and regional health departments, other external agencies, community members and researchers. Develop and implement policy and procedures for the Branch. Develops, reviews and approves the Branch budget. Coordinates responses to assignments from Section and Division. Represents the agency at hearings, trials, legislative sessions, conferences and seminars or on boards, panels, and committees. Works with external partners to set CS hotline consultation and prevention priorities and represents CS Operations on local, regional, state, and national level. Has extensive latitude for the use of initiative and independent judgment. To perform these job duties, this position may require working extra hours needed to meet defined deadlines and support the agency’s mission critical reporting requirements.

 

Essential Job Functions:

Attends work on a regular and predictable schedule in accordance with agency leave policy and performs other duties as assigned. 

 

40% Provides day-to-day direction of program activities within the Congenital Syphilis (CS) Operations. Directs development of methods, procedures, and operating instructions for a coordinated statewide Congenital Syphilis Provider Consultation Hotline. Directs preparation of program plans, processes, goals and objectives, program implementation, monitoring, evaluation, and process improvement. Serves as program representative in Congenital Syphilis Expert Workgroups. Develops and manages the Branch budget, reviews and manages program expenditures. Assures the Branch is in line with state and federal legislative mandates. Coordinates responses to assignments as required by the Section or Division. Oversees assignments related to state legislation, including development of Exceptional Item requests, bill analysis, cost estimates, and legislative inquiries.

 

25% Provides overall direction to the including the collection, maintenance, analysis according to national standards and accepted methods. Uses strategic planning to achieve and maintain Congenital Syphilis Provider Consultation Hotline, establishes goals and objectives, and provides vision and leadership. Develops and implements appropriate dissemination of data and promoting Congenital Syphilis Provider Consultation Hotline data for evaluation and research purposes. Conducts and/or collaborates Congenital Syphilis studies of state and national interest and publishes study findings. Presents study findings at scientific and professional meetings. Represents the agency at hearing, trials, legislative sessions, conferences and seminars or on boards, panels, and committees.

 

20% Serves as spokesperson for the Congenital Syphilis Provider Consultation Hotline and acts as liaison to other state agencies, special public and private groups, health and medical communities and associations, the legislature, the media and other professionals concerning the functions, policies and procedures related the hotline and related data. Actively participates and represents the  Congenital Syphilis Provider Consultation Hotline on state and national meetings or conferences such as the Annual STD Centers for Disease Control and Prevention, Syphilis Prevention workgroups and CDC, and committees to promote achievement of shared goals and objectives Congenital Syphilis prevention.

 

15% Supervision and management of staff. Responsible for hiring and selection, plans, assigns, and supervises the work of direct reports and guides the development of staff priorities, initiatives, and work schedules to achieve objectives and performance indicators. Conducts performance evaluations, recommending personnel disciplinary actions, scheduling and approving leave and monitors the ongoing activities of staff.

 

(5%) Other duties as assigned include but are not limited to actively participating and/or serving in a supporting role to meet the agency’s obligations for disaster response and/or recovery or Continuity of Operations (COOP) activation.  Such participation may require an alternate shift pattern assignment and/or location. To perform these job duties, this position may require working extra hours needed to meet defined deadlines and support the agency’s mission critical reporting requirements.

Initial Selection Criteria:

 

Graduation from an accredited four-year college or master’s degree in public health or public administration preferred.

A minimum of 3 years’ experience in supervision of employees including hiring, staff development and evaluation, counseling, and identification and implementation of human resource activities.

A minimum of 2 years’ experience of training staff and providing guidance in a call center setting, preferred.
A minimum of 2 years' experience in operations, logistics or related field, demonstrating modern problem solving and decision-making techniques.
