Job Description:

Performs highly complex (senior-level) nursing work and complex nursing and consultative work for the Congenital Syphilis Group/Team, under the supervision of the Congenital Syphilis Operations Director I. This position will support the Congenital Syphilis Prevention Hotline, providing consultation and guidance to healthcare providers regarding congenital syphilis questions, diagnosis, and care. Responsibilities include:

  • Responding to inquiries from physicians, nurses, hospital staff, and other healthcare professionals through the hotline.
  • Offering evidence-based recommendations and clarifications on syphilis and congenital syphilis management, treatment protocols, and reporting requirements.
  • Coordinating with regional congenital syphilis nurses to ensure appropriate follow-up on specific syphilis and congenital syphilis cases.
  • Assisting with the development and modification of policies, procedures, and protocols related to congenital syphilis prevention and care.
  • Participating in the creation and delivery of written and verbal program communications and educational materials for healthcare providers and stakeholders.
  • Supporting program enhancements aimed at improving efficiency and service evaluation.
  • Attending consultant meetings, educational workshops, and symposiums relevant to congenital syphilis prevention and treatment.
  • Performing “On Call” duties during holidays and weekends on a rotating basis.

This position works under general supervision, with moderate latitude for the use of initiative and independent judgment. To perform these job duties, this position may require working extra hours needed to meet defined deadlines and support the agency’s mission critical objectives related to congenital syphilis. 

 

Essential Job Functions:

Attends work on a regular and predictable schedule in accordance with agency leave policy and performs other duties as assigned. 

(40%) Provides professional consultation to healthcare providers regarding congenital syphilis diagnosis, treatment, and management. Responds to inquiries via the congenital syphilis hotline and offers evidence-based guidance. Coordinates with regional nurses to ensure appropriate follow-up on specific cases, including re-testing and evaluation as needed. Maintains close liaison with other state and agency programs [DSHS Laboratory, Children with Special Health Care Needs (CSHCN) Services Program, etc.] to ensure coordination.

 

(20%) Serves as team lead, resource, and backup for congenital syphilis hotline nursing staff. Trains staff, monitors and coordinates daily hotline operations and case-related communications, collects performance evaluation data, and recommends personnel actions. Ensures staff adherence to established protocols for congenital syphilis consultation and case coordination. Communicates the need for referral to specialists, re-testing, and coordination of care by hospitals, primary care and specialty physicians, public health officials, and case managers. Develops and executes training for new staff.

 

(10%) Develops, executes, monitors, and modifies congenital syphilis consultation and quality assurance program processes.
Determines service quality and compliance with regulations, protocols, policies, and procedures to support continuous quality improvement and continuous review of the efficacy of services. Monitors and ensures adherence with HIPAA and other regulations regarding confidentiality.

 

(10%) Assists in developing, monitoring, modifying, and executing policies, procedures, and protocols for congenital syphilis prevention and care.
Evaluates program enhancements designed to improve efficiency of services.

 

(10%) Prepares project updates, summaries, reports, and briefing papers.
Assists with development and delivery of program education for professionals and laypersons, including materials, literature, and presentations at educational workshops and symposiums. Assists with annual meetings for medical specialists.

 

(5%) Collects, tabulates, evaluates, and analyzes data for program planning and evaluation of congenital syphilis services. Maintains statistics to respond to information requests and to prepare reports and correspondence. Coordinates with other state programs (DSHS Laboratory, CSHCN Services Program, etc.) to ensure data consistency.

 

(5%) Other duties as assigned may include but are not limited to actively participating and serving in a supporting role to meet the agency's obligations for disaster response and recovery or Continuity of Operations (COOP) activation.  Such participation may require an alternative shift pattern assignment and location. To perform these job duties, this position may require working extra hours needed to meet defined deadlines and support the agency’s mission critical reporting requirements.

Certifications:

 

Registered Nurse in the State of Texas or other state participating in the Nurse Licensure Compact

 

 

Initial Screening Criteria:

 

Experience in communicating program policy, procedures and medical reports and tests via telephone or in person.

Experience handling confidential issues and materials, including medical records.

Experience in using computer systems or databases, Electronic Medical Records 

and word processing and Spreadsheets.

Experience in STI treatment or sexual health clinical settings, preferred.
