Performs advanced managerial work overseeing the daily operations and activities of the Congenital Syphilis Epidemiology and Surveillance program. Work involves managing highly specialized employees; oversight of strategic planning and program implementation; establishing goals and objectives; developing guidelines, procedures, policies, rules and regulations. Monitors compliance with procedures, policies, rules and regulations; managing evaluation activities; developing and approving schedules; developing and evaluating budget requests, monitoring budget expenditures and making adjustments as necessary; and setting priorities and developing project plans with timelines and delineation of responsibilities and standards for achieving established goals and objectives.
Essential Job Functions (EJFs):
EJF 1: Oversees the development and evaluation of systems to manage funds and oversees staff responsible for execution of the CS epidemiology and surveillance systems in collaboration with HIV/STD Prevention and Surveillance staff. Develops, implements, and evaluates all systems and policies for providing services related to CS epidemiology and surveillance. Represents the programs in strategic planning activities/meetings related to the provision of services and systems capacity building. Oversees the development of programmatic and reporting rules in coordination with the Unit, Section, and Office of General Counsel. Oversees internal and external audits and special investigations relative to areas of responsibility, in coordination with the Unit and Section. (30%)
EJF 2: Develops and monitors implementation of strategic plan for delivery of program services for people with applicable diagnosis CS; oversees use of federal grant funds and general revenue funds for CS epidemiology and surveillance. Oversees the development of the operational plans and reports as required by Unit Director, federal funding agencies, DSHS, HHSC and the Texas Legislature. Examines program performance indicators and progress towards goals and works with program staff to develop improvement plans. Oversees development of special projects for CS surveillance. (25%)
EJF 3: Planning, assigning, and overseeing the work of program staff; interviewing and selection; developing performance standards; ensuring appropriate orientation processes for new staff; conducting performance evaluations; ensuring the priority goals and objectives for each employee are met; providing performance counseling, mentoring and guidance and staff development opportunities. Develops procedures and work systems to manage heavy workloads with frequent deadlines. Ensures staff complete agency required trainings. Conducts individual and group meetings with staff on a regular basis to communicate information and oversee activities (25%)
EJF 4: Develops and evaluates budget requests to support CS epidemiology and surveillance activities. Oversees and provides analysis of program budget projections. Creates program expenditure plans for federal and state; works with program staff to monitor program expenditures to assure that requirements for administrative caps and earmarks are met. (15%)
EJF 5: Other duties as assigned include but are not limited to actively participating and/or serving in a supporting role to meet the agency’s obligations for disaster response and/or recovery or Continuity of Operations (COOP) activation. Such participation may require an alternate shift pattern assignment and/or location. (5%)
Knowledge, Skills and Abilities (KSAs):
- Knowledge of local, state, and federal laws and regulations relevant to HIV/STD/HCV; and of the principles and practices of public administration and management.
- Knowledge of HIV/STD/HCV disease management, diagnosis, epidemiology, transmission, and prevention.
- Knowledge of the disease processes of HIV and STDs.

Registrations, Licensure Requirements or Certifications:
N/A
Initial Screening Criteria:
1. Graduation from an accredited four-year college or university with major course work in public health, social work, nursing, community health improvement, biology, or related field. Relevant Master’s or Doctoral degree preferred. Two years of full-time relevant work experience may substitute for education on a year-for-year basis.
2. Two or more years work experience in public health, public administration, policy development, grants development, or a related field. HIV/STD or related experience required.
3. At least two years full-time work experience in development and production of oral, written and/or electronic communication products.
4. Experience with budgeting process, RFA process, contract development and grant writing preferred.
5. Experience with infectious disease management, diagnosis, epidemiology, transmission, and prevention. Direct experience with HIV or STDs preferred.
