Brief Job Description:

Under the direction of the Maternal and Child Health (MCH) Section Director, the Children and Youth with Special Health Care Needs (CYSHCN) Branch Manager oversees the daily operations and activities of the CYSHCN Branch staff.  Plans, assigns, and supervises branch activities; establishes branch goals and objectives; develops and approves branch schedules, priorities, and goal standards; and manages branch staff and program evaluation activities. Plans, implements, coordinates, monitors, and evaluates branch policies and procedures including agency human resources activities and monitors compliance with branch policies and procedures. Develops branch funding allocation methodologies, monitors branch program and grant expenditures, and provides branch budgetary oversight. Collects, organizes and analyses monthly unit productivity reports, and completes performance measure reports. Makes branch recommendations including section legislative appropriations requests. Develops, reviews, and proposes legislative branch initiatives for programs. This position also holds the federal designation of Texas Title V CYSHCN Director. Represents the branch at meetings, conferences, legislative hearings and serves on public committees. Manages the coordination of various MCH contracts and grants. Provides guidance to staff regarding the contract and grant administration processes. Works under limited supervision with moderate latitude for the use of initiative and independent judgment.  

Essential Job Functions (EJFs):

Attends work on a regular and predictable schedule in accordance with agency leave policy and performs other duties as assigned. 

 

Supervises and staff management. Directs the daily operations within the CYSHCN Branch. Manages activities of the program to verify implementation of program requirements. Guides the development of staff priorities, initiatives, and work schedules to achieve branch objectives, performance indicators, and project deadlines. Hires staff including posting vacancies, reviewing applications, interviewing candidates, and recommending a final candidate for approval to hire. Conducts staff performance evaluations, monitors the ongoing activities of staff, and initiates and follows through with human resources activities. (35%)

 

Develops, implements, and evaluates CYSHCN Branch goals and objectives and coordinates with the other MCH Units and Community Health Improvement (CHI) Division Sections consistent with the DSHS strategic plan. Develops, implements, monitors and evaluates branch standards, policies, and rules to support essential operations and to confirm compliance with state and federal laws and regulations. Analyzes statistical and operations data, interprets results, prepares reports and makes presentations to diverse groups. Initiates and guides special studies to assess program evaluation outcomes. (30%)

 

Serves as the CYSHCN Branch lead on staff coordination of grant and contract development. Confirms staff follows agency procedure for submitting grant applications, interagency agreements, and requests for proposals. Monitors the status of grants, interagency agreements and requests for proposals to confirm progress through stages of approval for timely implementation. Represents the Branch, MCH Section, CHI Division, and Department of State Health Services at meetings, hearings, conferences, and seminars or on boards, panels, and committees. Provide technical assistance/consultation to MCH programs and stakeholders as needed specifically regarding CYSHCN. (25%)

 

Participates in reviewing and analyzing legislation related to MCH Section and CHI Division priorities including tracking legislative bills, identifying and writing DSHS legislative CHI division initiatives, and serves as a program contact for branch bill analysis and program impact statements. Serves as a resource for legislators, other elected officials, governmental entities and the public at legislative meetings. (5%)

 

Other duties as assigned include but are not limited to actively participating and/or serving in a supporting role to meet the agency’s obligations for disaster response and/or recovery, Continuity of Operations (COOP) activation, and/or serving on the State Medical Operations Center (SMOC) team.  Such participation may require an alternate shift pattern assignment and/or location. (5%)

Knowledge, Skills and Abilities (KSAs):

Knowledge in supervision of employees; such as, hiring, staff development and evaluation, and counseling of employees, and identification and implementation of human resource activities.

Knowledge of public health policy, state and federal agency laws and regulations related to community health services.

Knowledge of the principles and practices of public health administration and management.

Knowledge of the legislative process and state and federal laws pertaining to public health.

Knowledge of community health care delivery needs and barriers among diverse Texas populations.

Knowledge of grant funding processes and competitive awarding of funds.

Knowledge of best practices in community health service delivery.

Knowledge of population-based health and maternal child health and extensive experience working with children and youth with special health care needs.

Registrations, Licensure Requirements or Certifications:

Initial Screening Criteria:

Graduation from an accredited four-year college or university in a science or liberal arts major with a master’s degree in public health or public administration preferred.

 

A minimum of 2 years’ experience working in the field of maternal and child health or similar program with a public health perspective working with children and youth with special health care needs.

 

A minimum of 2 years’ experience in supervision of employees including hiring, staff development and evaluation, counseling, and identification and implementation of human resource activities.

Experience in program planning and management.

Experience in program evaluation quality improvement implementation.
