Brief Job Description:
Under the general direction of the Manager for the Tobacco, Asthma, and Cancer (TAC) Branch in the Health Promotion and Chronic Disease Prevention Section, serves as the Cancer Control Coalition Coordinator (Program Specialist IV) of the Texas Comprehensive Cancer Control Program (TCCCP). Works under the direction and guidance of the TCCCP Team Lead. Performs highly complex (senior-level) program planning, development, and implementation of TCCCP activities. Coordinates, supports, and facilitates the statewide cancer control coalition, the Cancer Alliance of Texas (CAT), and its workgroups to implement the Texas Cancer Plan. Assists with the development of federal grant applications and continuation applications, activities, deliverables, work plans, projects, and progress reports. Serves as a subject matter expert on cancer control and policy, system, and environmental change efforts. Provides guidance and technical assistance to internal and external stakeholders. Participates in statewide, regional, and/or local coalitions to support the implementation of evidence-based cancer control interventions and related conditions and risk factors. Develops program materials, reports, briefings, fact sheets, publications, and other documents and ensures compliance with Health Promotion and Chronic Disease Prevention Section and Community Health Improvement Division policy. Works under limited supervision with moderate latitude for the use of initiative and independent judgment. Due to the work of the TAC Branch, the person filling this position must not use tobacco products (combustible or non-combustible), including e-cigarettes/electronic nicotine delivery devices.
Essential Job Functions (EJFs):
(30%) Coordinates, supports, and facilitates the statewide cancer control coalition, the CAT, and its committees and workgroups to implement the Texas Cancer Plan. Plans and convenes CAT meetings with input from the TAC Branch Manager, TCCCP Team Lead, and the CAT Executive Committee. In collaboration with the TCCCP Team Lead, plans and facilitates CAT committee and workgroup meetings. Serves as the main TCCCP point of contact for and liaison to the CAT. Identifies new opportunities for partnership development and engagement to build CAT coalition membership. Ensures CAT activities align with the Texas Cancer Plan and TCCCP federal grant and are completed timely. Plans, drafts, and distributes the quarterly CAT newsletter, the CATalog.
(20%) Under the direction and guidance from the TCCCP Team Lead, plans, develops, implements, and evaluates evidence-based interventions to address comprehensive cancer control. Assists with the development of federal grant applications and continuation applications, activities, deliverables, work plans, projects, and progress reports. In collaboration with the TCCCP Team Lead, works with the Texas Cancer Registry and Breast and Cervical Cancer Services Program. Participates in routine meetings with the Centers for Disease Control and Prevention’s National Comprehensive Cancer Control Program.
(20%) Serves as a subject matter expert on cancer control and policy, system, and environmental change efforts. Works collaboratively with other programs in the Health Promotion and Chronic Disease Prevention Section to implement evidence-based strategies and activities for cancer control. Provides guidance and technical assistance to internal and external stakeholders, including TCCCP staff, TAC Branch staff, other Health Promotion and Chronic Disease Prevention Section programs, and partner organizations.
(15%) Participates in statewide, regional, and/or local coalitions to support the implementation of evidence-based cancer control interventions and related conditions and risk factors (e.g., tobacco use). Establishes and fosters inter- and intra-agency relationships for collaboration and information sharing with other program areas and works on special projects addressing cancer control.
(10%) Develops program materials, reports, briefings, fact sheets, publications, and other documents and ensures compliance with Health Promotion and Chronic Disease Prevention Section and Community Health Improvement Division policy. In collaboration with the TCCCP Team Lead, reviews and provides feedback on CAT-produced materials. Prepares and presents information at meetings, conferences, and trainings. Speaks to community and professional groups to coordinate, improve, and stimulate interest in and to secure support for TCCCP initiatives and cancer control work. Gathers and interprets information to identify best practices for the program and makes recommendations to the TAC Branch Manager. Ensures compliance with program and agency policies and procedures, state statutes, and rules.
(5%) Performs other duties as assigned, including but not limited to actively participating and/or serving in a supporting role to meet the agency's obligations for disaster response and/or recovery or Continuity of Operations (COOP) activation. Such participation may require an alternate shift pattern assignment and/or location. To perform these job duties, this position may require working the extra hours needed to meet defined deadlines and support the agency’s mission critical reporting requirements.

Initial Screening Criteria:
Graduation from an accredited four-year college or university required. A degree in public health, health education, or related field preferred. Master's degree in a related field preferred. At least two years of experience working in cancer control, chronic disease, health promotion, public health, or other related field. Experience coordinating coalitions, managing projects, and stakeholder or community engagement preferred.
