The License and Permit Specialist I in the Environmental and Sanitation Licensing Branch, Environmental Section performs routine to moderately complex journey level licensing and permitting work related to the certifying, licensing, permitting, registration of Individuals and Businesses in the Asbestos, Lead, Abusable Volatile Chemicals (AVC), Hazardous Consumer Products Registration (HazPro), Tattoo and Body Piercing (TBP), and Youth Camps Programs. Performs entry-level to moderately complex data entry using the Regulatory Automation System and word processing functions using letter templates in MS Word. Works under general supervision with limited latitude for the use of initiative and independent judgment. Performs other duties not listed as assigned.   

ESSENTIAL JOB FUNCTIONS:

Attends work on a regular and predictable schedule in accordance with agency leave policy and performs other duties as assigned.

EJF 1. (30%) Initial Applications. Receive, review, and process initial online and paper applications for Asbestos, Lead, AVC, HazPro, TBP and Youth Camps Programs. Request supporting documentation such as Certificates of Insurance, Training Certificates, and Verifiable lists of Experience. Input applicants’ demographics, apply remits, validate supporting documentation, and approve applications. Communicate verbally and in writing with applicants, licensees, other government agencies, other divisions and sections within DSHS and the public. Provide customer service/help desk functions. Interpret and explain license requirements, such as Individual and Business requirements according to current DSHS standards in law, rule and department policy. Develop and send correspondence to applicants by letter, email and telephone about requirements. Document applicant communication activity in department’s database. Follow established policies for applications that do not meet approval standards. Ensure confidentiality of information based on department’s policies and procedures.

EJF 2. (40%) Renewal Applications. Receive, review, and process renewal online and paper applications for Asbestos, Lead, AVC, HazPro, TBP and Youth Camps Programs.  Requests supporting documentation such as Certificates of Insurance, Training Certificates, and Verifiable lists of Experience. Input applicants’ demographics, applies remits, validates supporting documentation, and approves applications. Communicate verbally and in written format with applicants, licensees, other government agencies, other divisions and sections within DSHS, and the public. Handle customer service/help desk functions by providing information to applicants, licensees and the public. Interpret and explain license requirements, such as education and facility requirements according to current DSHS standards in law, rule and department policy. Develop and send correspondence to applicants by letter, email and telephone about requirements. Document customer contact in department's database. Follow established policies for applications that do not meet approval standards. Ensure confidentiality of information based on department’s policies and procedures.

EJF 3. (25%) Administrative support: Answer main phone line calls. Receive, sort, date stamp, scan, and distribute mailed in applications. Process and sort returned mail, search the database for other addresses, contact applicant or licensee to verify mailing information, and search the internet for new addresses on return mail. Process the daily remittance. Fiscal remittance may be in paper or electronic formats. Reconcile fee payments as needed. Reconciliation involves researching payments, mail logs and working with other divisions within the department to account for payments and ensure they are assigned to correct budgets. Determine when applicants or licensees have made over-payments and generate refund requests. Create certificates and licenses using established policies. Assist with mass printing and mailouts.  Assist other personnel as required.

EJF 4. (5%) Performs other duties as assigned including but not limited to actively participating and/or serving in a supporting role to meet the agency's obligations for disaster response and/or recovery or Continuity of Operations (COOP) activation. Such participation may require an alternate shift pattern assignment and/or location.

Knowledge of application processing

Skill in using MS word, outlook, Excel, SharePoint, and Adobe Pro.

Ability to use database systems  

Ability to provide excellent customer service

Ability to communicate effectively, both verbally and in writing

Ability to handle multiple task assignments in a day

INITIAL SELECTION CRITERIA:
Experience working in an office environment and/or experience in approving applications.

Experience using database systems 

Experience providing customer service

Able to travel a minimum of 5% of the time
