Brief Job Description:
The Advanced Analytics Branch (AAB) Senior Epidemiologist reports to the Maternal and Child Health (MCH) Epidemiology Director and serves as the subject matter expert in advanced analytics and epidemiological study methods on MCH populations. The Senior Epidemiologist performs highly advanced (senior-level) managerial work providing direction and guidance on day-to-day operations and planning for the Advanced Analytics Branch. Provides leadership and direction that fosters teamwork, harmony, professional collaboration, and partnership. Oversees the establishment of AAB and AAB staff goals and objectives. Performs routine management and oversight activities on advanced analytics and the processing of vital event data to ensure data quality, integrity, and completeness. Develops, establishes, and implements data standards, particularly on the reporting of MCH populations across the agency. Directs and conducts advanced quantitative and qualitative epidemiological studies to identify factors for health conditions and behaviors in MCH populations to prevent and control public health problems. Works under minimal supervision, with extensive latitude for the use of initiative and independent judgment.
Essential Job Functions (EJFs):
Attends work on a regular and predictable schedule in accordance with agency leave policy and performs other duties as assigned.
Directs and conducts advanced epidemiological studies, both quantitative and qualitative, to identify factors for health conditions and behaviors in MCH populations to prevent and control public health problems. Develops and integrates cutting-edge epidemiological methods and innovative statistical analyses into current surveillance and research studies. Uses specialized software, such as SAS, Python, SQL, Tableau, ArcGIS, and Microsoft Access to analyze and display data. Prepares scientific publications, briefings, technical reports, and presentations. Oversees the development of data dashboards using SAS/SAS Viya and Tableau. Reviews data programming, reports, publications, and presentations prepared by AAB staff to verify the accuracy of analysis and results. (30%)
Provides leadership and direction that fosters teamwork, harmony, professional collaboration. Manages activities of staff to foster a culture of high-quality data products, reports, presentation, and dashboards. Oversees the establishment of AAB and AAB staff goals and objectives. Develops and approves schedules, priorities, and standards for achieving goals. Oversees staff development plans and activities. Plans, assigns, measures, and supervises the work of others. Responsible for hiring and selection, assigning work, completing performance evaluations, recommending personnel disciplinary actions, and scheduling and approving leave. (20%)
Develops, establishes, and implements data standards, particularly on the reporting of MCH populations across the agency and addressing privacy and data reliability concerns. Incorporates these standards into routine data management plans and educates other unit staff through the development of new protocols and trainings to ensure that scientific and standardized systems and processes are implemented uniformly. Implements automation processes using advanced statistical software and techniques (e.g., SAS Macros or SQL) to reduce data errors and expand unit staff capacity for analytic support and MCH data systems. (15%)
Manages data requests with other Branch Managers to ensure that data requests and reports are successfully completed. Coordinates with other Branch Managers to maintain/update DUAs with the Center for Health Statistics, the Vital Statistics Section, and other departments as needed. Ensures proper storage/retention of vital records/data in possession of the Unit. (5%)
Other duties as assigned include but are not limited to actively participating and/or serving in a supporting role to meet the agency’s obligations for disaster response and/or recovery, Continuity of Operations (COOP) activation, and/or serving on the State Medical Operations Center (SMOC) team. Such participation may require an alternate shift pattern assignment and/or location. (5%)
Knowledge, Skills and Abilities (KSAs):
Knowledge of epidemiologic/public health research design, methods, principles, and techniques
Knowledge in Institution Review Board (IRB) applications and processes
Knowledge of health outcomes such as adverse reproductive outcomes, infant/child health outcomes, adolescent health outcomes, obesity or other chronic diseases
Knowledge of measurement, testing, and evaluation procedures
Knowledge of data linking techniques
Knowledge of the publication process from submission to publication
Knowledge of computer software package applications, including statistical packages and programs such as SAS, SAS Macros, Python, SAS Viya, and SQL; Microsoft products (Word, Excel, PowerPoint, Access), Adobe Professional, Tableau, and ArcGIS software
Skill in the use of statistical measurement techniques, research design and implementation, problem-solving methods and techniques
Skills in project management skills to organize major complex project activities into a logical sequence with a reasonable and achievable schedule of deadlines
Skills in advanced SAS programming logic and scripting for statistical analysis of large data sets (100,000 records or more)
Skill in technical writing to communicate project/research information clearly and succinctly for correspondence with state and federal agencies
Skill in creating data dashboards that simplify complex ideas to lay audiences and for internal and external consumption
Skill in critical thinking and problem-solving
Ability to work independently and show initiative
Ability to develop and effectively deliver training and technical assistance about research/data methods, procedures or DSHS policies
Ability to conduct complex statistical analyses.
Ability to interpret complex statistical data, charts, and tables and translate detailed information into simpler terms orally and in writing
Ability to assess the reliability, validity, and appropriateness of proposed data collection methods and epidemiologic designs.
Ability to develop visualizations utilizing specialized software, such as SAS, Python, SQL, Tableau, and ArcGIS for presentations and reports
Ability to develop and analyze measuring instruments with respect to reliability, relevance, and validity
Ability to formulate reasonable hypothesis and structure research designs to account for variables
Ability to establish and maintain effective working relationships and work with others as part of a team
Ability to lead and supervise the work of other staff
Ability to organize and manage program/project activities and establish goals and objectives
Ability to identify problems, evaluate alternatives, and implement effective solutions
Registrations, Licensure Requirements or Certifications:
SAS Certification in SAS Programming is preferred, but not required.
Initial Screening Criteria:
Graduation from an accredited college or university and graduate education resulting in the receipt of a doctoral degree in epidemiology, public health, biostatistics, social science, or health informatics. Experience and education may be substituted for one another.
At least four years of job experience analyzing data using SAS or SAS Viya.
At least two years of disseminating data results.
Experience using advanced statistical packages and programs (e.g., SQL, Python, SAS/SAS Viya).
Prior management experience preferred.
