Brief Job Description:
Under the supervison of the Tuberculosis (TB) Program Manager, this position performs entry-level administrative, accounting and program support activites for the DSHS Public Health Region 2/3 (PHR 2/3) TB Program. This position performs routine public health work, under moderate supervision, with limited latitude for the use of independent judgement. Work involves tracking and organizing accounting and financial documents as well as documentation of program expenditures, under the guidance of the TB Program Manager. Develops and prepares budget reports for review by Program Manager. Receives, organizes, and processes invoices for services provided to patients with TB. Researches and reconciles discrepancies in accounts. This position also supports the other regional TB program team members in completing surveillance data activities, completing contact investigations, and organization of program data. Assists in the organization and distribution of educational materials to partners. Provides administrative assistance to regional TB program. Maintains and organizes program records according to HIPAA standards and agency record retention schedule.
This position serves as the initial contact for community partners and the public who are contact the PHR 2/3 TB program. Assists regional TB program members in coordinating communication with community partners. Assists TB Community Coordinator with monthly and quarterly Jail report communications. This position is office-based in the Arlington Office, Monday- Friday, 8 am- 5 pm. Must comply with HHS, DSHS, Texas Department of Public Safety applicable policies/procedures/standards.
Essential Job Functions:
Attends work on a regular and predictable schedule in accordance with agency leave policy and performs other duties as assigned.
Accounts Management: Performs monitoring and coordinates financial activities associated with TB program expenditures. Coordinates and submits invoices for client services according to regional and program processes. Coordinates documentation of contractual agreements with healthcare providers which provide client services to TB clients. Maintains a database for client services expenditures, financial program activities, and contract agreements. In coordination with the TB Program Manager, develops and prepares budget summary report and spreadsheets. Works with other programs as needed to complete budget activities; Conducts an annual inventory of equipment and property and updates this inventory throughout the year. (30%)
Administrative program support: Serves as the initial point of contact for the PHR 2/3 TB program for general inquiries from regional partners. Under the guidance of the TB program manager, distributes information about the TB program and services to regional partners (Local Health Departments, groups settings such as correctional facilities, and community members). Maintains filing system of program records and follows agency record retention policy. Assists TB program manager with coordination of communication with other PHR 2/3 programs such as Public Health Nurse team and other field office teams. Performs internal administrative support work such as filing, answering and routing phone calls, routing mail, and ordering and maintaining program supplies. Coordinates rental of vehicle for TB team activities. Assists other PHR 2/3 TB Program team members with data entry as needed. Attends and provides support at community education and outreach events. Independent travel is required throughout the state of Texas to complete these essential job functions. Assists in coordinating communication about patient referrals to public health nurse team as needed. (40%)
TB program activities support: Collaborates with the TB Program manager and TB Community Coordinator to gather monthly TB Correctional Facility screening/surveillance reports; reviews for completeness and compliance. May travel to support TB Community Coordinator during visits to facilities. Enters surveillance reporting data into databases per regional and program processes, as needed to assist the TB Case Registry Coordinator. Coordinates communication between correctional facilities and regional field office regarding orders for TB testing supplies and tuberculin. May provide support at off-site locations to support the TB Contact Investigator as needed, as well as assisting TB Contact Investigator with investigations. Independent travel throughout the state of Texas is required to complete these essential job functions. (25%)
Regional Disaster Response/Recovery: Participates in special or supplemental projects for the program. May be required to work other than regular business hours to meet business needs or respond to public health emergencies. Actively participates and serves in a supporting role to meet the agency's obligations for disaster response and recovery or Continuity of Operations (COOP) activation- requires completion of at least ICS 100, 200, 700, and 800. Maintain compliance with DSHS policy, Fleet Operations and Management& Procedures and Standards, current valid Texas Driver's License. (5%)
Registrations, Licensure Requirements or Certifications:
Required: Bachelor’s degree in a public health related field from an accredited institution.
Must possess a valid Class C Texas driver's license, or equivalent from another state, reflecting an acceptable driving record in accordance with Fleet Operations and Management & Procedures.
