Brief Job Description:
Under the direction of the Regional Medical Director, the Tuberculosis Program Manager Nurse (TB PMN) works under limited supervision with considerable latitude for the use of initiative and independent judgment. Advanced project coordination and management skills are needed to accomplish the activities of this position. The TB PMN performs routine managerial and clinical work administering the daily operations and activities of the DSHS Public Health Region 2/3 (DSHS PHR 2/3) TB program. Develops and implements regional program processes and procedures, in collaboration with the DSHS Central Office TB Program team, and the Regional Public Health Nurse Team when clinical activities are involved. Managerial activities may include interviewing, hiring, onboarding, coaching, professional development, evaluation, and disciplinary action of direct reports in accordance with agency policy. Plans, assigns, supervises the work of four direct reports on the TB program: TB community coordinator, TB case registry coordinator, TB contact investigator, and TB accounts payable coordinator. Ensures that TB program activities are in accordance with agency privacy policy. Reviews epidemiologic and clinical data for accuracy and validity, interprets statistical information, prepares programmatic reports for submission to central office. Develops and implements data collection and quality assurance processes for the Regional TB Program activities. In collaboration with the PHR 2/3 Public Health Nurse Leadership team, reviews and updates the region's Standing Delegation Orders (SDOs) each year, to ensure high- quality case management and clinical services are provided in the field, while meeting TB Program requirements. In collaboration with the Public Health Nurse team, develops and updates processes to guide nursing case management for patients of the TB program. Maintains and grows relationships with partners in the region, facilitating their access to training and program activity guidance. In collaboration with the Accounts Payable Coordinator, coordinates program expenditures budget and purchases, ensuring program funds are tracked and spent according to agency policy, and in order to meet program requirements. As backup and in the case of a public health emergency, may provide clinical nursing services for other public health nurse activities such as immunizations and adult health. The TB PMN will be a part of the Regional Health Medical Operations Center (if activated) in response to public health emergencies. Must comply with HHS, DSHS, Texas Department of Public Safety applicable policies/procedures/standards.
Essential Job Functions (EJF's):
Attends work on a regular and predictable schedule in accordance with agency leave policy and performs other duties as assigned.
Program Management: Provides program and project management for day to day operations of TB Program. Develops and implements program goals, objectives, work flows, processes, procedures, work outputs, and deliverables in collaboration with the Regional Medical Director. Establishes program and project timelines, develops and approves schedules, priorities, and standards for achieving goals. Oversees program and process monitoring and evaluation activities. Identifies programmatic and operational issues, provides timely updates to Regional Medical Director. Ensures TB data security and confidentiality protocols and procedures are followed, and all programmatic activities are in compliance with regional, state, and federal regulations and laws. Ensures training and access to requires databases is provided to new team members. Coordinates training and support for TB Program education as requested by community partners. Oversees the timely and accurate preparation and submission of reports to Central Office TB Program. Responds to requests for information and queries from leadership and partners in a professional and timely manner. Acts as a liaison between the Central Office TB program and partner agencies in DSHS Public Health Region 2/3 (PHR 2/3). May represent PHR 2/3 at meetings and conferences. Collaborates with the Public Health Nurse Leadership team to update SDO's annually. Collaborates with Public Health Nurse team to ensure smooth coordination and efficient communication between the regional TB program team and Public Health Nurses to ensure that patients get excellent services in a timely manner, in accordance with TB program requirements. The completion of these Essential Job Functions requires independent travel throughout the state of Texas. (35%)
Management of People: Oversees PHR 2/3 TB program member's performance and professional development. Provides overall program accountability for the TB program. Interviews, hires, on-boards new TB team members. Provides professional development opportunities and day- to day guidance to TB team members, as well as completing performance reviews and HR actions such as disciplinary actions in accordance with agency policy and in collaboration with regional leadership team. Follows agency policy regarding HR actions and time labor and leave, and ensures that team members understand and follow both agency policy and regional guidance. Plans, implements, coordinates, day to day processes of the regional TB team. Collaborates with other members of the Senior Program Managers team to implement region-wide initiatives and projects. (30%)
Clinical and Case Management: Oversees complex TB investigations and case follow-ups and compiles summary reports for submission. Coordinates communication about complex cases with Central Office TB program team. Coordinates submission of consults to TB expert team as needed. Provide nursing case management oversight for patients referred to Region 2/3 TB program in coordination with the Regional Medical Director and the Public Health Nursing team. Coordinates and leads the region's internal TB Case Conferences. May provide directly observed treatment for TB and direct clinical services for TB (and other public health nurse activities such as immunizations and adult health services) as a back-up to the Public Health Nurse team. Ensure that Electronic Disease Notification System (EDN) cases are evaluated and dispositioned. The completion of these Essential Job Functions requires independent travel throughout the state of Texas. (20%)
Budget management:
Guides the TB Accounts Payable coordinator regarding budget, expenditures and purchases for the program, following agency fiscal policy and procedures, including coordinating the processes for clinical service claims and invoice submission and processes. Collaborates with Public Health Nurse team regarding puchases, travel, and supply ordering. (10%)
Regional Support and Disaster Response/Recovery: Participates in special or supplemental projects for the program. May be required to work other than regular business hours to meet business needs or respond to public health emergencies. Actively participates and serves in a supporting role to meet the agency's obligations for disaster response and recovery or Continuity of Operations (COOP) activation- requires completion of at least ICS 100, 200, 300, 400, 700, and 800. Maintain compliance with DSHS policy, Fleet Operations and Management & Procedures and Standards, current valid Texas Driver's License. The completion of these Essential Job Functions requires independent travel throughout the state of Texas. (5%)

Registrations, Licensure Requirements or Certifications:
Required: Must be currently licensed to practice as a Registered Nurse in the State of Texas or a state that recognizes reciprocity through the Enhanced Nurse Licensure Compact.
Required:Must maintain current Basic Life Support certification.
Required:Must possess a valid Class C Texas Driver’s license or equivalent from another state.
Preferred: Bachelor's degree
Initial Screening Criteria:
- Required: Documented in application at least 5 years working experience as a Registered Nurse.
