Brief Job Description:
CPS KIN Supervisor supervises a unit of Kinship Development Workers responsible for providing services to Kinship families. The position oversees the unit in accordance with Child Protective Services Handbook, Title III of the Texas Family Code and Minimum Standards of child placing agencies. The position interacts routinely with clients, children, State Office Staff, community representatives, and other partner agencies.
The KIN Supervisor develops staff by providing ongoing training and support. The position ensures that services to the families are set up timely and directed towards child safety, permanency, and well-being. The KIN Supervisor ensures documentation is thorough and concise. The position tracks the provision and utilization of services available through community resources and state agencies for families providing care. The position attends related meetings, and case staffing. This position may be filled at any level from a CPS KIN Supervisor I and II. Factors such as education and experience may be considered when establishing the starting salary.
Essential Job Functions:
- Plans and manages unit operations to achieve project goals and objectives for services delivery by monitoring caseloads, consulting with staff on case issues, approving leave, and holding unit meetings
- Selects, manages, and develops staff through field visits with staff, review of performance data, conferences, training, and performance appraisal.
- Interprets program policy and procedures to unit staff, other agency staff, clients, other stakeholders, and the general public.
- Evaluates unit performance through case readings, computer reports, and observation of unit operations to ensure unit compliance with policy amd procedures.
- Develops and maintains effective working relationships between Child Protective Services staff, Child Welfare boards, the general public, legal, medical, educational, and other community resources.
- Attends work regularly in accordance with agency leave policy.
- Knowledgeable of community services and resources available to kinship caregivers
- Coordinates services and resources for kinship caregivers to maintain kinship placements for children in the conservatorship of DFPS.
- Develops and provides training to CPS staff and families on placement issues for children on both an individual and formal classroom basis.
- Assists staff in case planning activities as it pertains to identifying and preparing families to meet the needs of children that have been abused and neglected, including individual case staffing with DFPS staff and attending Permanency Planning Team meetings as needed.
- Provides input to CPS staff on best practice philosophy in the area of kinship care.
- Promotes and demonstrates appropriate respect for cultural diversity among coworkers and all work-related contacts.

- Knowledge of resources and services available for Kinship caregivers
- Knowledge of agency policies and procedures.
- Skill in effective verbal and written communication.
- Ability to operate a personal computer and use various software packages
- Ability to prepare clear and concise reports.
- Ability to gather, assemble, correlate and analyze facts
- Conservatorship knowledge and experience
- Skill in establishing and maintaining effective working relationships.
- Skill in problem solving techniques.
- Ability to be on call on a rotating basis and work irregular hours.
Initial Screening Criteria:
• Child Protective Services Supervisor I: A bachelor’s degree from an accredited college or university, plus eighteen months of full-time experience in Child Protective Services or Child Placement Services in a public social services agency OR Currently employed as a Child Protective Services Supervisor I in Family and Protective Services.
OR previously employed as a Child Protective Services Supervisor I in Family and Protective Services.
• Child Protective Services Supervisor II: Completion of Phase I Child Protective Services Specialist Certification and completion of the Child Protective Services Supervisor Certification OR Currently employed as a Child Protective Services Supervisor II in Family and Protective Services OR Currently employed in a Family and Protective Services management position in the Child Protective Services program at a level above Child Protective Services Supervisor AND prior experience as Child Protective Services Supervisor in Family and Protective Services OR previously employed as a Child Protective Services Supervisor II.
