Brief Job Description:

The position performs contract management work within the area of Purchased Client Services, Residential Child Care Contracts Division. Work involves all aspects of the Contract Life Cycle as related to Child Specific Contracts.  Job duties include serving as a liaison between the contractor, agency staff, and other related partners as well as ensuring the accuracy of the Contract file, evaluating and mitigating risk, and conducting on-site reviews.  The position is responsible for overseeing multiple Contracts and providing guidance, feedback, and issuing Contract actions as needed.  The position routinely interacts with contractors, agency staff at all levels, Health and Human Services Child Care Regulation staff, third party review staff, and other stakeholders.

 

 

Essential Job Functions:

Serves as primary liaison between residential contractors and DFPS staff, providing technical assistance, guidance, training, policy/procedure clarification, and recommendations to both DFPS staff and 24-hour contractors regarding services provided to DFPS children. (25%)

Develops and manages contracts, and amendments, between DFPS and 24-hour child-care facilities, contract suspensions, corrective action/adverse actions, ensures compliance with policies, and maintains all pertinent information in each contract file. (25%)

Coordinates the risk assessment process for fiscal and program operations contract monitoring and planning, conducts onsite and desk review monitoring of contractors to determine compliance with DFPS fiscal and program operations contract accountability, prepares related reports, corrective actions, and conducts follow-up monitoring and maintains all pertinent information and documentation in each contract file. (10%)

Acts as advisor to contractors on staffing problems, responsibilities, and expectations, and works closely with Youth For Tomorrow and the HHSC Licensing Division to ensure the contractor maintains compliance with Service Level System and licensing standards. (15%)

Conducts annual needs assessments, reviews contract service needs to determine renewal considering contractor performance, DFPS policies, and maintains all pertinent information and documentation in each contract file. Works closely with DFPS Regional billing staff to resolve fiscal audit exceptions (proper payment adjustments). (10%)

Performs other duties as assigned and required to maintain unit operations. (5%)

Knowledge, Skills and Abilities:

Knowledge of Texas Department of Family and Protective Services policies and procedures.

Knowledge in developing, maintaining and evaluating 24-hour residential child-care contracts.

Knowledge of the contract management cycle, such as procurement, new application assessments, ongoing contract management and fiscal and programmatic monitoring.

Knowledge of Child Protective Services.

Knowledge of how residential child-care licensing standards and the Service Level System impact the contract.

Knowledge of generally accepted accounting principles.

Skill in establishing and maintaining effective working relationships.

Ability to organize and manage one’s time and meet deadlines.

Ability to perform duties without a high degree of supervision.

Ability to communicate verbally and in writing.

Ability to explain policies and procedures to the community at large.

Ability to operate a personal computer.

Ability to understand new information effectively and quickly. 

 

Registrations, Licensure Requirements or Certifications:

Certified Texas Contract Manager (CTCM) must be obtained within 12-18 months of hire.

 

Initial Screening Criteria:

Graduation from an accredited four-year college or university.  Required minimum 2 years recent DFPS field experience in one or more of the following program areas: Investigations, Conservatorship, and Family Based Safety Services.
