Job description:

 

Information Technology (IT) Business Analyst III

APS IT Liaison

THIS POSITION MAY BE FILLED ANYWHERE WITHIN THE STATE OF TEXAS AND IS TELEWORK.

 

The APS IT Liaison is part of the multidisciplinary Adult Protective Services (APS) Program Support Team and performs highly complex (senior-level) business analysis and project management work by serving as APS Subject Matter Expert (SME) for DFPS applications and as liaison for APS with IT. The position reports to the Manager of the Adult Protective Services (APS) Program Support and works closely with the APS Information Technology (IT) Product Owner, who manages and coordinates IMPACT projects for APS. This position is under the APS Deputy Associate Commissioner.

 

The APS IT Liaison will coordinate projects that support a 500 plus mobile caseworker program and is responsible for obtaining and/or maintaining current knowledge of the APS program. This position routinely interacts with all levels of agency staff, business users, subject matter experts (SMEs) as well as DFPS IT and vendor IT staff to solicit information for projects to ensure implementation meets program and agency goals.

 

The APS IT Liaison position will coordinate the DFPS caseworker case management system upgrade project by attending meetings, providing input, elevate decisions, and provide regular updates. This project is projected to last several years, and the position will manage throughout the duration of the upgrade project.  

 

Work involves coordinating the planning and initiation of diverse projects at various levels of completion, monitoring the progress and schedule of projects, and communicating with project stakeholders, leadership, field staff, and other relevant parties. Work also includes gathering, developing, and documenting user requirements and reviewing, assessing, and developing APS business processes and requirements, creating and validating user acceptance testing, performing post-implementation support of systems, representing APS in IT-related meetings, and providing ongoing support throughout the software implementation.

The APS IT Liaison works under limited supervision with considerable latitude for the use of initiative and independent judgment.

The selected candidate will support the purchase of software or hardware technology to enable mobile case work staff to provide quality casework and ensure client safety.

 

Essential Job Functions (EJFs):

 

  • Serves as a liaison by providing consultation, documentation, and direction to other areas regarding analysis, design, configuration, testing, and policy changes.
  • Responsible for obtaining and/or maintaining current knowledge of the APS program.
  • Responsible for obtaining and/or maintaining current knowledge of the DFPS APS case management system for caseworkers (IMPACT).
  • Communicates updates with stakeholders on projects. 
  • Coordinates with outside vendors and contractors as needed to complete projects and service requests; and defines, assigns, and evaluates their work.
  • Gathers, analyzes, and documents user requirements, business processes, and problems to automate or improve existing systems; elicits and documents business needs for new systems.
  • Analyzes program policies and procedures to determine their effect on automated systems and system functional areas. Develops and/or reviews complex system documents to convey business requirements and support efficient system design. Assists with developing, documenting, and revision of system design procedures, test procedures, and quality standards.
  • Manages and oversees the initiation of IT projects to improve existing systems and to add new capabilities. This involves (in collaboration with APS and IT) discovery, visioning, and preliminary planning for the IT portion of APS projects to meet program needs. This includes documenting, maintaining, and assuring the quality of the documentation,
  • Defines and manages scope and customer expectations, devises communication plans and reports metrics.
  • Identifies a project’s potential risks and difficulties and designs strategies to mitigate or avoid them.
  • Assures quality control by implementing change management processes and documenting and applying lessons learned.
  • Monitors the maintenance and enhancement of routine computer systems to ensure proper functionality and identifies opportunities to improve business processes through use of software and technology and helps prepare proposals to develop new systems.
  • Evaluates project scope statements, projected costs, quality measures and deliverables and conducts projects collaboratively with IT and ensuring program/customer satisfaction.
  • Identifies, manages, and documents issues and risks and participates in their mitigation to avoid adverse impacts to the agency or project outcomes.
  • Ensures stakeholder engagement and evaluates and communicates potential impacts to projects.
  • Supports team processes through creating and delivering status reports to leadership and staff using the systems.

 

Attends work on a regular and predictable schedule in accordance with agency leave policy and performs other duties as assigned.

 

Registrations/Certifications

Prefer: Business Analyst, Project Management Professional, Scrum Alliance or related certification or related experience and the willingness to obtain a certification.  

 

Knowledge, Skills, Abilities (KSIs):

 

  • Knowledge of Project Management Methodology (PMBOK)
  • Knowledge of Business Analysis Methodology (BABOK) and requirements collection and documentation.
  • Working knowledge of agile, waterfall, and mixed system design, development, and deployment methodologies.
  • Knowledge of best practices for using technology in mobile casework.
  • Knowledge of the DFPS cost and size estimation process, to include determining timelines.
  • Working knowledge of productivity software including Microsoft Office Suite to include MS Word, TEAMS, Excel, PowerPoint, MS Project, SharePoint, Visio. 
  • Skill managing interpersonal relationships, including working with diverse populations, staff with different IT knowledge levels, and people under pressure.
  • Skill in resolving conflicts and establishing and maintaining effective working relationships with various levels of staff and governmental organizations.
  • Ability to analyze and manage IT projects and diverse teams.
  • Ability to prioritize and manage multiple responsibilities.
  • Ability to work independently as well as part of various teams.
  • Skilled in strong oral and written communication while adapting to various audiences from technical and non-technical staff to executives.
  • Skilled in facilitating meetings and speaking publicly.
  • Ability to plan, direct, and assign responsibilities for the work of others.
  • Ability to problem solve by completing a root cause analysis and negotiate problem resolutions.
  • Skill in developing process improvements within program business needs.
  • Skill in researching, analyzing, correlating, and summarizing key ideas to prepare reports and make recommendations for actions. 

 

Initial screening criteria:

Bachelor’s degree is required.

Experience in IT project management and/or business analysis is preferred.

Experience in APS policy and processes is preferred.

Experience in IMPACT DFPS case management system is preferred.

Additional Information:

This position is classified as a full-time position (40 hours a week) that includes other State of Texas benefits. Work outside of regular hours may be required. Travel to Austin and other offices(s) may be required. Works under minimal supervision, with considerable latitude for the use of initiative and independent judgment.
