Brief Job Description:
The Department of Family and Protective Services (DFPS) Division Administrator (DA/Manager IV) for Child Protection Investigations (CPI) Family Group Decision Making (FGDM) reports to the CPI Deputy Director of Family Investigations & Alternative Response and works closely with the State Office team to provide support in the area of planning and developing policies, procedures, and protocols to expand FGDM and administering internal quality assurance and compliance activities to help increase family-centered practice to overcome safety, permanency, and well-being barriers. Performs highly complex (senior-level) managerial work administering the daily operations and activities of an agency’s business function, division, or department. Work involves establishing goals and objectives; developing guidelines, procedures, and policies; developing schedules, priorities, and standards for achieving established goals; coordinating and evaluating business function, division, or department activities; developing and evaluating budget requests; and monitoring budget expenditures. Represents CPI at meetings, workgroups, conferences, committees and panels as needed. Supervises the work of others. Works under limited supervision, with moderate latitude for the use of initiative and independent judgment.
Essential Job Functions:
Manages day-to-day activities of staff in a business function(s), division(s), or department(s).
- Performs advanced managerial work administering the daily operations and activities of the Child Protection Investigations (CPI) Family Group Decision Making (FGDM) program.
- Identifies and evaluates CPI Family Group Decision Making operations, practice improvement, program trends and issues within regions, and manages the development and implementation of corrective measures.
Establishes goals and objectives; develops and approves schedules, priorities, and standards for achieving goals; and manages evaluation activities.
- Oversees the design and implementation of workflow and productivity measures to meet organizational needs and program requirements.
- Establishes reporting requirements for oversight of regional activities to ensure that FGDM case read measures are met.
Confers with executive management to develop strategic plans and long- and short-term goals for the department.
- Ensures Family Group Decision Making program objectives are compliant with federal, state and local legislatively mandated standards and meet program, district and agency goals and objectives.
- Provides oversight, guidance, and monitoring to ensure continuous program process improvements, development, and implementation of long- and short-term program goals, guidelines, policies and procedures, and ensures compliance with applicable state and federal laws, rules, regulations, guidelines and policies.
Develops and implements techniques for evaluating business function, division, or department activities.
- Directs the development and deployment of analyses, audits and other program studies designed to evaluate the effectiveness of program policies, processes and client service activities in the regions through quality assurance reads.
- Develops process improvement techniques to identify and implement new strategies, activities and process improvements to expand FGDM practices.
- Identifies areas for improvement in program policies and performance, researches and recommends innovative techniques and solutions to achieve efficiencies and consistency throughout regional areas, and monitors progress and develops reports of project status.
Plans and develops a budget, evaluates budget requests, monitors budget expenditures, and makes adjustment as necessary.
- Oversees the Family Group Decision Making budget to ensure that expenditures are in line with budget allowance and that the unit remains within the operating budget.
Plans, implements, coordinates, monitors, and evaluates policies and procedures; and monitors compliance with policies and procedures.
- Plans, implements, provides guidance, technical assistance and policy interpretations regarding the CPI policy to regional management, and in response to internal and external inquiries.
Prepares management and productivity reports; and reviews and approves documents and reports developed by employees to ensure professional quality and appearance, appropriate content, consistency, and responsiveness.
- Directs preparation of reports and data to communicate program analysis results and recommendations for changes or program improvements in the regions.
Identifies areas of needed change and makes recommendations to improve operations.
- Identifies areas for improvement based on quality assurance reads in program policies and performance, researches and recommends innovative techniques and solutions to achieve efficiencies and consistency throughout regional areas, and monitors progress and develops reports of project status.
- Identifies and evaluates CPI Family Group Decision Making practice improvement program trends and issues within regions and manages the development and implementation of corrective measures.
Provides technical expertise and guidance regarding questions related to the business function, division, or department.
- Makes presentations and provides information to regional, program and agency leadership, community partners and stakeholders, and other organizations regarding CPI Family Group Decision Making program improvement.
- Provides technical assistance regarding the review and assessment of state and federal laws, regulations, policies and trends affecting the program and advises program management, staff and caseworkers.
- Provides guidance, technical assistance, and policy interpretations regarding Family Group Decision Making to regional management, and in response to internal and external inquiries.
May oversee the implementation of changes resulting from new legislation.
- Plans, develops, implements, and monitors special projects, legislative requirements and other initiatives associated with CPI program strategy.
May oversee special investigations, program analyses, research studies, and internal audits.
- Manages and coordinates the completion of special investigations, specialized research projects, reports and issues papers regarding the implementation of legislative mandates affecting CPI.
- Facilitates the development and completion of studies, analyses, research, assessments and evaluations of investigations program strategies, policies and procedures, and other investigations program initiatives and activities, and develops written findings and recommendations.
Supervises the work of others.
- Hires, manages, and provides guidance and professional development for CPI Family Group Decision Making staff.
- Provides direct reports with work assignments, clear direction and information on responsibilities and work performance expectations.
- Manages employee time and leave responsibilities and carries out other related human resources activities with program staff.
- Provides leadership to employees using a performance management strategy and development process to provide an overall context and framework to encourage employee contribution and includes goal setting, feedback, and performance development planning.
Performs related work as assigned.

Initial Screening Criteria:
Experience in the management of a business function, division, or department relevant to the assignment. Graduation from an accredited four-year college or university with major course work in a field relevant to the assignment is generally preferred. Experience and education may be substituted for one another.
