Brief Job Description:

Manager II: Performs routine managerial work administering the daily operations and activities of the Learning and Development Adult Protective Services (APS) training delivery team.

Work involves establishing goals and objectives; developing guidelines, procedures, rules and regulations; and developing standards for achieving established goals. The position is accountable for developing the performance of employees who report directly to the position or are assigned to the position's area-of-responsibility. The position manages workflow to ensure timeliness, quality and consistency of training programs, which includes advising staff in resolving training problems. Ensures training products and services meet learner, program and division expectations. The Training Delivery Manager is accountable for improving training quality by providing high quality professional development opportunities and coaching for instructors and monitoring instructional quality.

Work requires direct coordination and collaboration with APS state office and district management to implement requests for program training. Works with state and district leadership to establish and achieve training goals and objectives of APS program. Works with the Learning and Development APS Development Manager to deploy all new training statewide. Develops training policies, guidelines and procedures.

Performs advanced (senior-level) training work including planning, designing, organizing, scheduling, conducting, analyzing and evaluating training programs; analyzing training needs; oversees the development of teaching methods and training materials; ensuring the collection and reporting of training data; coordinating and/or conducting training sessions; and promoting the use of training services, methods, and techniques. Plans, assigns, schedules, and supervises the work of others, including hiring, and dismissal decisions. Responsible for the training and supervision of training delivery staff including managing work plans and budgets. Will be required to perform other duties as assigned. Works under general direction with extensive latitude for the use of initiative and independent judgment.

 

Essential Job Functions:

  • Plans and directs training and education programs, services, and activities. Manager plans with stakeholders to ensure the training objectives for APS Training are met by participating and providing insight in state training during program improvement meetings.
  • Directs training by supervising the delivery of asynchronous and synchronous online as well as blended and classroom delivery methods.
  • Develops and approves schedules, priorities, and standards for achieving goals; and manages evaluation activities.
  • Manages time, budget and staff to provide effective outcomes.
  • Oversees the development of teaching methods and outlines, training aids and text materials
  • Monitors workflow to ensure timeliness, quality, and consistency of training programs, which includes advising staff in resolving training problems.

  • Participates in Learning and Development management and strategic planning; represents Learning and Development on agency and enterprise committees and workgroups; provides leadership and chairs committees and workgroups.
  • Designs, develops and/or evaluates training in a classroom, through distance learning, or in an e-learning environment.  
  • Designs, develops and/or implements methods for the assessment and evaluation of the effectiveness of training, including attainment of learning objectives.  
  • Plans, develops, reviews, revises, and implements training programs, policies and procedures related to training programs and ongoing delivery programs by analyzing evaluation reports and providing feedback to the Learning and Development APS Training Director and stakeholders.
  • Supervises work of Training Specialists. Hires, manages, and develops training delivery staff and implements appropriate personnel actions to foster a fair, honest and equitable work environment. Provides direct reports with work assignments, clear direction and information on responsibilities and work performance expectations.
  • Develops work performance plans and conducts performance evaluations at least annually. Oversees the development and advancement of staff through training and effective use of employee development plans.
  • Collaborates and communicates with local and state experts to formulate and develop plans, procedures, and programs to meet specific training needs, including both long- and short-term goals.
  • Participates in internal and external stakeholder engagement initiatives and awareness efforts and identifies barriers to effective customer service. The manager notifies the appropriate people in a timely manner of situations that could generate legislators, or general public interest. Ensures that staff provides timely response and feedback to internal and external stakeholders. Collects data and submits requested reports timely. The Training Delivery Manager is accountable for developing a training program that is clearly aligned with organizational goals.
  • Evaluates the successful completion of training programs and is the local authority to determine if expectations for successful course completion have been adequately met.
  • Disseminates information and management decisions to staff regarding relevant departmental activities. Works within agency constraints to provide staff with tools and information needed to carry out their responsibilities and to succeed in their work. Reviews and approves leave and carries out other expected human resources activities with direct reports. Provides direction to staff regarding activities and operations of functional areas and oversees the improvement of the program operations.
  • Designs, prepares, and revises curricula & course outlines; develops instructional methods and materials; writes curriculum with learning objectives related to participant job duties, assessment and evaluation methods, instructional methodologies for identified learning objectives that are varied, balanced, appropriate for adult learners, encompassing all learning styles; curriculum documentation is clear, complete, and usable by other staff; curricula are complete and delivered according to due dates.
  • Plans, implements, coordinates, monitors, and evaluates policies and procedures.
  • Evaluates data and reviews reports.
  • Prepares management and productivity reports.
  • Facilitates workshops and meetings.
  • Attends work on a regular and predictable schedule in accordance with agency leave policy and performs other duties as assigned.

Registrations, Licensure Requirements or Certifications:

Initial Screening Criteria:

Graduation from an accredited four-year college or university with major course work in human resources, organizational development, education, or related field.  

Experience in supervising others required.  

Three years of experience in Texas Adult Protective services, demonstrating increasing responsibilities required.

Experience delivering distance learning and/or classroom training preferred.

Experience in the management of a training function preferred.
