Brief Job Description:

The Regional Director II under the direction of the Division Director of Field Operations. Performs advanced (senior-level) managerial work providing direction and guidance in strategic operations and planning within the designated region of the state. Work involves establishing the strategic plan and goals and objectives; developing policies, procedures, and guidelines; establishing priorities, standards, and measurement tools for determining progress in meeting goals; coordinating and evaluating program activities or business functions; and reviewing and approving budgets within departments or divisions. Supervises the work of others. Works under minimal supervision, with extensive latitude for the use of initiative and independent judgment

The Regional Director will understand the gravity of the program's mission to protect children and will set high expectations of program staff and management to fulfill that mission. The Regional Director should lead the region with integrity and transparency.

 

Essential Job Functions (EJF):

Directs program activities and/or business functions within a department or division.

•       Directs planning, implementation, coordination and evaluation of agency program services to promote positive client outcomes related to child safety, permanency and well-being.

•       Responsible for case outcomes, ensuring tasks are completed timely, and that agency program policy and procedures are followed.

•       Implements practice and policy changes without disruption to delivery of agency program services.

 

 

Develops and implements techniques for evaluating program activities and/or business functions within a department or division; and identifies need for changes.

•       Develops, implements, and monitors plans, procedures, and techniques to ensure effective allocation and management of regional resources. 

•       Develops and implements quality assurance procedures, standards, and methodologies to assess compliance with program policies and procedures.

•       Manages the development of analyses including audits, studies, projects, and workgroups designed to evaluate the effectiveness of program’s processes and functions.

•       Identifies and evaluates CPS regional trends and issues and manages the development and implementation of changes.

•       Oversees the development and implementation of regional workflow, productivity, and quality assurance measures to meet organizational needs and program requirements.

 

Develops and establishes goals and objectives consistent with the agency’s strategic plan.

•       Communicates and monitors regional activities to ensure agency goals and objectives are met.

•       Ensures CPS regional goals and objectives support the agency’s strategic plan.

•       Manages the CPS regional work planning and scheduling, and develops unit priorities, goals, objectives, guidelines, and rules.

•       Ensures regional goals and objectives are congruent with CPS and agency leadership’s goals and objectives.

 

 

Develops, reviews, and approves budgets and major expenditures; and ensures that requirements of funding sources are met.

•       Responsible for regional program budget planning.

•       Responsible for fiscal responsibility of regional program budget including expenditures, salaries, etc.

•       Ensures that the CPS regions are operated within the budgetary constraints provided by the DFPS Finance Division.

•       Develops CPS regional budget requests, monitors expenditures, and makes budget recommendations.

•       Reviews for approval expenditures in the CPS regions for affordability, fiscal responsibility, and correct funding source.

 

Develops policies, procedures, and guidelines; and monitors compliance.

•       Develops, implements, and monitors plans, procedures, and techniques to ensure compliance to promote positive client outcomes related to child safety, permanency and well-being.

 

Plans, develops, and approves schedules, priorities, and standards for achieving goals; and directs evaluation activities.

•       Develops, implements, and monitors priorities and standards to ensure agency goals and strategies related to child safety, permanency and well-being are met are met.

•       Evaluates regional activities to ensure agency goals and strategies related to child safety, permanency and well-being are met.

•       Directs regional staff in the review and study of CPS related trends by interpreting historical, current, and projected data to identify problems, causes, or areas where changes are needed

•       Plans, leads, organizes, and motivates CPS staff to achieve tasks, complete projects, and meet deadlines.

•       Oversees scheduling of assigned staff to ensure staffing levels appropriate with the CPS regional needs.

•       Provides data and technical guidance in coordination with CPS leadership to manage resources and priorities.

 

Represents the agency at business meetings, hearings, trials, legislative sessions, conferences, and seminars or on boards, panels, and committees.

•       Active and cooperative partner with community stakeholders including, but not limited to: child and family advocacy organizations, law enforcement, faith-based organizations, health care and other service providers, children, youth and families.

•       Represents the Division of Investigations on various boards, task forces, and committees.

•       Reviews and approves regional program management, productivity, and financial reports and studies through the feed-back received at the meetings attended. Assists in preparation for and responses to elected officials, external compliance agencies, and other external stakeholders.

•       Participates in management directed reviews for agency executives, as requested, and provides recommendations, direction and guidance.

 

Provides professional oversight and guidance to other occupations or support staff, including executive and/or management-level staff, to ensure compliance with and adherence to regulatory standards and established procedures.

•       Creates and maintains a work environment that supports high performing teams, retention of staff, learning, and continuous improvement. Maintains a stable, well-trained, motivated, and dedicated staff.

•       Responsible for all aspects of staff development, including the program's use of performance data, consultation, training, and performance appraisals. Responsible for the development, support, and guidance of all staff. Responsible for the selection, training, support, development, and monitoring of the regional management team. 

•       Responsible for timely and appropriate communication to field staff and to the Director of Field and other state office staff as well as accurate reporting on the status and progress of Investigation operations in the region.

•       Identifies and strengthens regional program areas requiring improvement.

•       Provides direction to employees to meet the agency’s expectations for productivity, quality, and accomplishment of program and agency goals.

•       Directs the program’s plans and goals through evaluation and analysis of statewide programs and initiatives to identify compliance issues and trends and develops systemic solutions for the programs.

•       Provides leadership, strategic direction and planning for the designated regional teams and develops standards to achieve goals and objectives.

•       Coordinates with division and agency leadership, and agency program and operations management to implement program policies for agency workforce support operations to ensure compliance while meeting agency goals and objectives.

Licensure, Certification, or Registration:

Child Protective Services - The selection must hold or obtain a Child Placing Agency Administrator License within 90 days of hire.  The selection must maintain this licensure while in the position.

 

Initial Screening Criteria:

Graduation from high school or equivalent.

Graduation from an accredited four-year college or university.

Five (5) years full-time consultative, supervisory, managerial, professional or technical work which must include: analysis of work problems having an administrative aspect and interpretation of complex material; or planning, organizing, and coordinating requirements for support services or program operations where a wide range of demands are involved, interpretation of complex written material or Texas Department of Family and Protective Services experience.

Acceptable Substitutions:
• One additional year full-time consultative, supervisory, managerial, professional or technical work which must include: analysis of work problems having an administrative aspect and interpretation of complex material; or planning, organizing, and coordinating requirements for support services or program operations where a wide range of demands are involved, interpretation of complex written material or Texas Department of Family and Protective Services experience may be substituted on a year-for-year basis for the required education, with a maximum substitution of four years.

• Graduate degree may be substituted for the required experience, with a maximum substitution of two years.
