Job Description:

This position serves as the Dual Status Juvenile Justice Coordinator for Region 6A and will report to Program Administrator Cynthia Stewart.

The Dual Status Juvenile Justice Coordinator works closely with TJJD, Juvenile Probation and Adult systems throughout the state to determine the status and nature of charges & involvement for youth involved with CPS.  This includes youth who are active with CPI, FBSS and CVS, therefore, knowledge of and the ability to effectively work with all three stages of service on an ongoing basis will be required. A basic understanding of the Juvenile and Adult Criminal Justice Systems is required in order to understand charges and the process through which a youth moves through these systems in order to clearly communicate this information to the youth’s team.  This role requires strong facilitation skills as many of the meetings between Probation systems, DFPS, attorneys, Child Advocates and various other stakeholders and service providers will be initiated and facilitated by the DFPS Juvenile Justice Coordinator.  This will include facilitating and leading conversations between DFPS and Juvenile Probation management to address barriers and make changes to systems in order to best meet the needs of Dual Status Youth.  Additionally, the applicant will need to be able to navigate conversation while simultaneously documenting notes from the conversation and identify barriers and tasks to be completed while determining who is responsible for the task and when it would need to be completed.  This position will require a high level of organization and the ability to work independently with minimal supervision. The coordinator will need to identify cases and situations in which a staffing or call is required to further plan for and address barriers for Dual Status Youth to assure their safety, placement and permanency without the guidance or recommendation of management. The coordinator is also responsible for tracking Dual Status Youth, maintaining up to date information, statistics and the status of a youth’s involvement with an adult or juvenile probation system in order to provide this data for statewide tracking, provide to Dual Status partners and for immediate inquiry by management. The Dual Status Juvenile Justice Coordinator will need to be able to respond to inquiries from various entities timely both via email and by phone.  Timely responses are imperative in many situations involving Dual Status Youth.  This role will require strong verbal and written communication skills and the ability to effectively work with individuals from various agencies, counties, different levels of management, attorneys, Judges and at times give presentations to the community. 

Essential Job Functions:

  • Respond to requests via phone and email as to whether cases are open with CPS and provide contact person information for Juvenile Probation and vice versa with CPS staff for Juvenile Probation Officers. Includes monitoring and responding to emails in the Dual Status Mailbox.  This often includes reviewing prior history with Department to determine if specific allegations have already been made and investigated, clarify abuse/neglect history and provide pertinent information regarding youth who are on probation or are detained.
  • Send out Information Request Sheets on behalf of Juvenile Probation to CPS staff, monitor receipt of information within 72 hours and check that information is correct (prior history) before sending to Dual Status Team which also initiates the Dual Status FGC scheduling process.
  • Assist in coordination and logistics of out of region staff and youth placed out of region/area, send requests for re-set’s due to out of state placement or hospitalization.  Answer questions for out of region CPS staff with youth who are placed here or have juvenile case here.
  • Respond to Juvenile Probation daily regarding youth who have been detained and are ready for release or have a pending release date.  Contact caseworker/supervisor and follow up with placement of youth to provide probation ETA of when child will be picked up from detention center, assure medications are ready and will be provided along with RX for additional 2 weeks dosage and receive/distribute any testing completed by probation to CPS staff.
  • Notify INV of incoming cases that are dual status, request FTM, track FTM’s and confirm they take place, participate in FTM and help coordinate tasks specific to dual status if case becomes a legal case. **If case becomes a custody, assist in guiding INV staff in tasks specific to dual status legal cases as well as assist in filling out paperwork, common app, placement paperwork, etc).
  • Maintain list of Dual Status Youth, set up and facilitate introductory calls on newly identified Dual Status Youth between CVS Team and JPO Team.
  • Send notice to suspend Medicaid for youth in 6a in custody who are detained and released.  Weekly update of detained youth for state office. Participate in monthly scan call for TJJD and Medicaid Tracking. Check placements for youth detained to double check if released and follow up with staff to update placement.
  • Attend Bi-Monthly Dual Status Staffing’s with the judge, create Dual Status Professional’s staffing schedule, send email and calendar invite to participants, facilitate, take notes during staffing, document in IMPACT and follow up with identified tasks. 
  • Work with Child Advocates to assist in getting advocates assigned to each youth identified as Dual Status.
  • Work with PAL to increase relationship between PAL staff, resource and community providers and their work with Dual Status Youth.
  • Plan/Work on scheduling/logistics of fun events (i.e. Christmas Party, various events, training, trips, etc) for dual status youth. 
  • Organize/Facilitate Professional’s Staffing’s for youth in CPI, FBSS and CVS who are active with Probation to include assisting with probation departments outside of Harris County (ex. Placement, change of placement, behaviors, detainment, runaway or CST involvement).These calls serve as an opportunity for both departments to acquire information, get on the same page and develop a coordinate plan of action for next steps for that youth.  Subsequent calls are scheduled until barriers/outcome are resolved.
  • Schedule, Re-Schedule, Facilitate & Document 72 Hour CWOP TPM’s for youth entering CWOP,  45 day follow up meeting & return from AWOL.
  • Assist TJJD with youth identified in Harris County as well as assist surrounding counties where there is not a liaison to make plans for youth being released from TJJD facilities.
  • Assist staff with making contact with various probation departments, both juvenile and adult to coordinate release, obtain court dates, attorney information and facilitate calls between those agencies and CVS staff.
  • Provide assistance with facilitating FTM’s, FGC’s, COS’s, PRT’s and TPM’s when needed.

Registration or Licensure Requirements:

Must hold a current, valid Type C Texas Driver's License. The selected candidate will be expected to successfully complete a 32-hour FGDM Certification Course which may be held outside the region.

Applicants with at least 5 years FBSS, Investigations, or CVS casework experience, SME or progressive responsibilities involving Child Protective Services.
