Brief Job Description:
This position conducts specialized analysis of operations contracted with DFPS for the placement of children, writes reports, and issues papers as assigned by CPS management. The primary responsibility of this position will be gathering information about contracted residential child care facilities by reviewing IMPACT and CLASS records, regularly communicating with CPS Field staff, Residential Child-Care Licensing, Residential Child Care Investigations, Residential Child Care Contracts, local law enforcement, local schools, and reviewing reports.
Through the gathering of information, this position will brief state office directors and members of the executive team on any trends and findings identified as part of the quality assurance process review. This position will complete assignments related to subsequent actions from State Office meetings such as the Facility Intervention Team Staffing meetings and ensure cohesive communications between CPS State Office, Residential Child Care Licensing and Residential Child Care Contracts. This position responds to short term or emergency requests with little turnaround time for completion. This position may represent CPS by serving on community and professional groups and other governmental agency workgroups to further the program goals and mission.
This position works closely with Residential Child Care Contracts, Residential Child Care Licensing, Residential Child Care Investigations, CPS Program and Single Source Continuum providers to share and gather information about contracted placements. The position routinely interacts with all internal and external stakeholders involved in each of the assignments, including DPFS Sate Office staff from all divisions, field staff and all levels, staff from other state and federal agencies, and providers of services for children in DFPS conservatorship. This position must complete other duties as assigned.
Essential Job Functions (EJFs):
- Researches, analyzes, and develops written reports regarding any facility reviewed by the Facility Intervention Team Staffings (FITS). Research includes reviewing records of children placed in the facilities. This review includes, but is not limited to, reviewing monthly contacts, Child Plans of Service (CPOS), Service Levels, placement logs, Health Passport, Treatment Plans, Applications for Placement, conducting interviews with caseworkers assigned to the children’s cases, reviewing compliance history and abuse/neglect investigations in the Child Care Licensing automated Support System (CLASS), discharge rates from the facilities, regional FITS notes, and reviewing survey monkey results. This position develops weekly reports for the Division Administrator and Director of Placement outlining the findings from the research. The reports consist of facts discovered through the research, as well as an assessment and recommendation regarding child safety and potential next steps for the facility and the children in the facility. This position will also develop surveys for staff to conduct safety visits into facilities, as needed. 45%
- Participates in all regional FITS meetings by providing updates regarding state office FITS meeting discussions and recommendations, gathering the written notes from the regional FITS meetings, and analyzing both the information from the regional FITS meetings and the state office FITS meetings. Develops a weekly report outlining issues discussed in the regional FITS meetings, including an analysis of the impact on child safety. 20%
- Receives, researches, analyzes, and develops a report for all requests for disallowance of placement for foster homes. Review and research consists of reviewing the following: concerns submitted in the request for disallowance review, records of children currently and previously placed in the foster home, monthly contacts, Child Plans of Service (CPOS), Health Passport, Treatment Plans, Applications for Placement, conducting interviews with caseworkers assigned to the children’s cases, reviewing compliance history and abuse/neglect investigations in the Child Care Licensing automated Support System (CLASS), reviewing home history with other child placing agencies (if applicable), and discharge rates and reasons. All of the information is analyzed to determine impact on child safety and appropriateness of foster home to care for children in DFPS conservatorship. This position develops a report for the Division Administrator and Director of Placement including an assessment and recommendation for disallowance and/or continued use of the foster home. 5%
- Compiles all reports and collects all data regarding Children without Placement. Contacts regional staff to inquire about each individual child, including barriers to securing placement, and generates daily reports to executive team. daily Child This positions ensures accuracy of information provided by verifying information in IMPACT by reviewing placement information, Child Plans of Service (CPOS), Application for Placement, and monthly narratives. . This position compiles a monthly report including data points about the child’s characteristics, service level, legal region and county, age, gender, and barriers to placement. This position will generate reports as needed. 15%
- Attends and participates in trainings/meetings/staffings/workgroups and provides presentations, as needed. 5%
- Provides professional guidance, consultation, and consulates with caseworkers, supervisors, field managers, contract staff, child care licensing staff, and child care investigative staff. 5%

Initial Screening Criteria:
- Graduation from high school or equivalent.
- Graduation from an accredited four-year college or university.
- Five years full-time consultative, managerial, social services, professional or technical work which must include: analysis of work problems having an administrative aspect and interpretation of complex written material; or planning, organizing, and coordinating requirements for support services or program operations where a wide range of demands are involved, including interpretation of complex written material or Texas Department of Family and Protective Services experience.
