Brief Job Description:
The CPS Accounting Technician II is responsible for establishing and maintaining the financial records for children in the Texas Department of Family and Protective Services (DFPS) Children’s Income Account. This position ensures that accounts for state, federal, and private sources of funds are properly handled, and that various accounting records and general ledgers are accurately maintained. The technician will audit, reconcile, approve reports, process foster care pre-bills and payments, and post financial transactions. Additionally, they provide detailed financial and analytical reports, contributing to the financial management of the DFPS program.
Essential Job Functions (EJFs):
- Establish accounts for new clients in the Child and Adult Protective System.

Verify social security income awarded to children in foster care.
- Process Foster Care pre-bills and payments, ensuring the accuracy of billing information.

Address and resolve discrepancies in supplemental and/or back billing.

Post financial transactions to the accounting system.
- Review, audit, and proof various accounting reports for accuracy and compliance.

Prepare and provide financial reports to the appropriate stakeholders, detailing the status of accounts and financial activities.
- Maintain both automated and manual files related to transactions and payments.

Ensure all records are accurate and up-to-date.
- Interact with DFPS staff, facility representatives, foster homes, and the general public to resolve inquiries related to financial issues.
- Respond to inquiries, both verbally and in writing, regarding various accounting issues.
- Perform other duties as required to support unit operations.
- Maintain regular attendance and adhere to agency leave policies.
- Demonstrate appropriate respect for cultural diversity in interactions with coworkers and external contacts.
Knowledge, Skills and Abilities (KSAs):
Knowledge of:
- Knowledge of generally accepted accounting principles and procedures.
Skill in:
- Proficiency in the use of computers and accounting software.
- Strong verbal and written communication skills.
Ability to:
- Ability to analyze, consolidate, and interpret accounting data.
- Ability to ensure accuracy in numerical work and financial records.
Registrations, Licensure Requirements or Certifications: N/A
Initial Screening Criteria:
Graduation from high school or equivalent.
Experience:
- Two years of full-time experience in accounting, auditing, bookkeeping, financial operations, banking, or related fields, or
- 60 semester hours from an accredited college or university can substitute for the required experience.
