Brief Job Description:
Performs highly complex (senior-level) managerial work administering the daily operations and activities of an agency’s business function, division, or department. Work involves establishing goals and objectives; developing guidelines, procedures, and policies; developing schedules, priorities, and standards for achieving established goals; coordinating and evaluating business function, division, or department activities; developing and evaluating budget requests; and monitoring budget expenditures. Supervises the work of others. Works under limited supervision, with moderate latitude for the use of initiative and independent judgment.
Essential Job Functions (EJFs):
Manages day-to-day activities within a business function(s), division(s), or department(s).
- Oversees Supervisors to ensure consistency and provide guidance by planning and managing staff in a large geographic area to achieve program objectives for service delivery to ensure compliance with monitoring investigation activities and working with supervisory staff.
- Establishes and ensures appropriate case routing to maintain equity within program areas.
- Manages time, leave, travel, and other administrative duties of program.
- Provides feedback to team members regarding their job performance and abilities.
- Collaborates with Regional Systems Improvement to improve processes and identify areas of strength and concern and makes recommendations for improvement.
- Collaborates with CCI Division Administrators to identify strengths and concerns and makes recommendations for improvement.
- Reviews and maintains minimum staffing levels for program areas.
- Provides review and consultation on complex, sensitive, or high profile investigations and staff issues.
Manages staff development plans and activities.
- Manages staff and ensures consistent productivity of assigned units.
- Hires, supervises, and evaluates Supervisors, to achieve department goals and division goals and priorities and evaluates effectiveness of unit activities.
- Manages employee time and leave responsibilities and carries out other related human resources activities with program staff.
- Provides leadership to employees using performance management strategy and development process to provide an overall context and framework to encourage employee contribution and includes goal setting, feedback, and performance development planning.
- Leads employees to meet the organization's expectations for productivity, quality, and goal accomplishment.
Establishes goals and objectives; develops and approves schedules, priorities, and standards for achieving goals; and manages evaluation activities.
- Develops goals and expectations for staff to create awareness of job duties and performance metrics.
- Ensures compliance with policy, procedure, and law to determine quality of work and safety of children.
- Ensures compliance with Foster Care Litigation and Remedial Orders to provide feedback to CCI field.
- Ensures the Strategic Operations plan is followed to ensure consistency with other DFPS operations.
- Provides timelines and due dates for tasks to staff to ensure compliance with policy, procedure and law.
- Works in conjunction with CCI Management and FCL team to identify target goals and develops priorities to ensure goals are met.
- Completes performance evaluations and read-behinds to evaluate work products for compliance and accuracy.
- Promotes growth and development of management and direct delivery staff by discussing performance goals and objectives.
Develops and implements techniques for evaluating business function, division, or department activities.
- Participates in the development of tools and strategies for evaluation and improvement of program activities and ensure department goals align with DFPS goals.
- Implements tools and strategies by training investigative staff on their use and function to ensure compliance with policy and procedures.
- Completes performance evaluations to assess supervisors and the activities of their units.
Evaluates budget requests, monitors budget expenditures, and adjusts as necessary.
- Manages overtime by reviewing monthly reports from CAPPS to ensure the department budget remains within compliance.
- Manages travel requests to ensure travel is conducted appropriately and in compliance with DFPS travel policy and regularly reviews budget to ensure that there are funds available for expected travel.
Provides input in the development of new policies and procedures, and monitors compliance with policies and procedures.
- Provide feedback and recommendations for policy edits and new policy, in collaboration with the CPI Policy Team.
- Provides guidance to CCI staff for policy changes and additions and monitors and ensures compliance with adopted policies and procedures.
- Evaluates work product to ensure compliance with policy and procedures by conducting read behinds for Supervisors and provides guidance on compliance. Provides case feedback and guidance as needed on open and closed investigations to ensure compliance with policy and procedures.
- Maintains knowledge of policy and legislation affecting both residential and daycare investigations by reviewing and discussing with Supervisors.
Provides technical expertise and guidance regarding questions related to the business function, division, or department.
- Bolsters the work of investigations staff by answering questions and provide guidance regarding investigations or departmental situations.
- Provides notification and trains staff on policy, procedure, and tools used in work to ensure compliance with policy, procedures, or law.
- Serves as a subject matter expert in CCI policy, law, and procedure to provide technical guidance on application of policies, laws, and procedures.
Identifies areas of needed change and makes recommendations to improve operations.
- Analyzes data from staff and reports to determine areas of improvement and develops a plan to improve.
- Gathers feedback from coverage areas via conversations, meetings, and ride-alongs and works to make positive change.
- Compiles and analyzes data from data warehouse performance metrics and identifies areas needing change and makes recommendations for improvement in processes.
- Provides explanations to leadership regarding data metrics and provides recommendations in areas needing improvement.
Prepares management and productivity reports.
- Identifies trends and patterns from productivity reports on a monthly basis and provides feedback to CCI management to help with decision-making.
- Tracks compliance with policy, procedure, and remedial orders and prepares management reports to present to leadership.
Provides professional oversight and guidance to other occupations or support staff, including management-level staff, to ensure compliance with and adherence to regulatory standards and established procedures.
- Oversees tracking of program activities by reviewing and approving documents and reports developed by staff to ensure clarity and compliance with agency policy.
- Actively engage in workgroups focused on purchasing to foster a clear understanding and alignment with purchasing policies, while also assessing and recommending improvements to existing departmental procedures to enhance efficiency and compliance.
Review and approve documents and reports developed by employees to ensure professional quality and appearance, appropriate content, consistency, and responsiveness.
- Reviews open and closed investigations, as necessary, to ensure professional quality and responsiveness to outcomes.
- Reviews information received from Quality Assurance Surveys to ensure appropriate content and consistency to reports.
Plan and develop a budget for a business function, division, or department.
- Participate in workgroups to discuss budgets for conferences and training for staff, ensuring that the department has an appropriate budget.
Confer with executive management to develop strategic plans and long- and short-term goals for the department.
- Meets with CCI Director and Deputy Director to plan and develop strategies to meet key performance metrics.
- Participates in executive level meetings to provide feedback regarding overall quality of work in CCI and to discuss long and short-term goals for the department.

Manage the preparation, development, review, revision, and implementation of legislation.
- Reviews updates and changes to legislation, ensuring staff are thoroughly informed and aware of any implications through regular meetings, written communications, and other effective channels, while working collaboratively with the CPI Policy Team to guarantee alignment with regulations and maintain organizational compliance.
- Facilitates the implementation of legislative changes by disseminating notifications, organizing targeted training sessions, conducting comprehensive meetings, and providing consistent updates, in partnership with the CCI Leadership Team, to ensure all necessary adjustments are seamlessly integrated into organizational practices and staff processes.
Oversee the implementation of changes resulting from new legislation.
- Offer comprehensive guidance, strategic input, and constructive feedback to the CCI Leadership Team regarding the effective implementation of new legislation, ensuring that all processes are designed to meet regulatory requirements while supporting operational goals and addressing potential challenges.
- Ensure full compliance with legislative requirements by meticulously tracking, reviewing, and analyzing work products, monitoring adherence to standards, and effectively communicating relevant updates, procedural adjustments, and critical information to staff to maintain clarity and consistency across all levels of the organization.
Oversee special investigations, program analyses, research studies, and internal audits.
- Completes special projects as assigned by CCI management to identify trends and patterns and provides reports to leadership to make informed decisions.
- Conduct research studies as needed to identify trends and patterns and makes recommendations to leadership on areas of improvement.

Knowledge, Skills and Abilities (KSAs):
Ability to maintain the security and integrity of the infrastructure per Governor Abbott Executive Order GA-48.
Knowledge of local, state, and federal laws and regulations relevant to a business function, division, or department; and the principles and practices of public administration and management.

Initial Screening Criteria:
- Current DFPS or SSCC employee.
- Three years full-time supervisory or managerial experience in a social service environment which must include: analysis of work problems having an administrative aspect; interpretation of complex written material; planning, organizing, and coordinating requirements for support services or program operations where a wide range of demands are involved including interpretation and implementation of policy and procedure.
- Graduation from an accredited four-year college or university.
- Professional experience may substitute for the required education on a year for year basis with maximum substitution of four (4) years.
Preferred:
- Experience completing and supervising child abuse and/or neglect in residential or daycare settings with Texas DFPS.
- Experienced in managing managers.
