Brief Job Description:

The Training Specialist V, under the general guidance of a Manager II of the Learning and Development Division, performs highly advanced and/or managerial (senior/supervisory-level) training work, primarily for the Child Care Investigations (CCI) program. Work involves planning, designing, organizing, conducting, and evaluating educational training programs for agency staff; analyzing training needs; project planning; developing and preparing training materials, including tools/technology resources for courses that may be three days or longer; coordinating and/or conducting training sessions; and promoting the use of training services, methods, and techniques. Educational training materials prepared is primarily for the Child Care Investigations (CCI) division, however, may also be applicable for other major programs within DFPS (Child Protective Investigations, Child Protective Services, Adult Protective Services, and Statewide Intake). Likewise, training is primarily delivered to Child Care Investigations (CCI) staff but may be delivered to other program area caseworkers or supervisors.

 

Essential Job Functions:

Work involves using the ADDIE curriculum development process under fairly short timelines, while working with subject matter experts (SMEs). Develops curriculum to be used in the classroom and in blended learning situations. May plan, assign, and/or supervise the work of others. Works with stakeholders to identify performance outcomes, existing staff competencies, available resources, goals and objectives for training requirements. Participates in workgroups and meetings. Maintains professional, cooperative and problem-solving attitude in workgroups and meetings. Completes special projects and develops ad hoc reports upon request of division director or division administrator. Works under minimal supervision with extensive latitude for the use of initiative and independent judgment. 

 

Knowledge, Skills and Abilities:

Knowledge of training procedures and adult training techniques, educational principles, instructional design, group dynamics, and classroom management.

Knowledge of DFPS programs and services (or related field) and the ability to apply knowledge to training development.

Experience using a learning management system, preferably Moodle.

Knowledge of how information technology software and products impact course development.

Knowledge of and demonstrate skill in applying training and adult education principles, practices, and techniques to both a classroom and blended learning environment.

Knowledge of and demonstrate ability to apply instructional design and curriculum development principles, to create and evaluate training programs.

Knowledge of and demonstrate ability to facilitate using group process, group dynamics, and interpersonal skills.

Demonstrate skill in instructing others.

Demonstrate ability to communicate effectively; orally and in writing.

Demonstrate ability to manage a project team in design, development, and deployment of training products.

Demonstrate ability to assess training needs.

Skill in working collaboratively and cooperatively with diverse groups.

Ability to prioritize time and work on multiple projects with multiple deadlines.

Initial Screening Criteria:

Graduation from an accredited four-year college or university with major course work in human resources, organizational development, education, or related field is required. 

A minimum of 4 years of CCI, CPI, CPS, CCR, or CCL Program experience (experience may be combined).

Experience in writing, formatting, or editing large documents.

Experience delivering distance learning or in person training.

Experience in supervision within CCI, CCR or CCL program preferred.

This position may be located in any DFPS office location in Arlington, Austin, Dallas, Fort Worth, Houston, or San Antonio based upon office space availability.  Other locations may also be considered.
