Brief Job Description

Functional Title: Management Analyst-CBC IT and Data Liaison

Performs advanced (senior-level) professional organizational and policy analysis work conducting organizational studies and evaluations, analyzing systems and procedures, conducting work simplification studies, and preparing operations and procedures manuals to assist management in operating more efficiently and effectively. Works under limited supervision, with considerable latitude for the use of initiative and independent judgment.

This position is responsible for coordinating Community-Based Care (CBC) readiness, implementation and operations activities at the catchment and statewide level, especially related to CBC specific functionality and utilization within Information Technology (IT) systems.   This position serves as the CBC Information Technology and data liaison from the program perspective to all Single Source Continuum Contractors (SSCC) and CBC staff. This position coordinates IT related readiness and transitions for CBC, and ongoing planning, initiation and coordination of CBC related or impacted functionality projects. This position works under the direction of the Director of Implementation in the Office of Community-Based Care Transition. The position interacts routinely with DFPS staff, the SSCC, other agencies in the community, and the public.

ESSENTIAL JOB FUNCTIONS (EFJs):

Coordinates, plans, and directs organizational studies and evaluations.

  • Gathers stakeholder information for ongoing process evaluations and other statewide studies.
  • Provides and coordinates relevant information as Subject Matter Experts to inform various studies and evaluations.

 

Develops new or modifies existing operational program policies, procedures, goals, and objectives.

  • Develops, monitors, analyzes and maintains Community-Based Care-related process documents and resource guides.
  • Establishes and retains standard operating procedures and policies and modifies when changes occur.

 

Develop solutions to organizational issues and concerns, develops organizational change strategies and plans, and/or conduct training for implementation of organizational solutions, strategies, and plans.

  • Plans, organizes, and facilitates meetings and workgroups with internal and external stakeholders to develop solutions, change strategies, and develop training  for readiness/implementation of Community-Based Care and ongoing CBC operations.

 

Design, evaluate, recommend, and approve changes to forms and reports.

  • Maintains Community-Based Care specific forms and reports and makes change recommendations.
  • Submits Data Request Intake and Tracking (DRITs) to meet the unique data needs of CBC including identifying form and report layout, requirements, and analyzing for quality assurance.
  • Analyzes and disseminates CBC specific DRITs
  • Reviews required Community-Based Care reports
  • Reviews and serves as point of contact for DFPS reports related to CBC IT projects ensuring content is accurate and up to date.

 

Advises management on agency studies.

  • Provides feedback and recommendations to leadership on Community-Based Care research performed by DFPS.
  • As the IT liaison of Community-Based Care, provides recommendation studies for readiness and implementation barriers. 
  • In collaboration with DFPS Subject Matter Experts, provides SSCCs with guidance and clarification when navigating complex situations.

 

Facilitates meetings with stakeholders from all areas and levels of the agency to gather necessary information for guidance documents.

  • Serves as liaison in building effective partnerships with the Single Source Continuum Contractor (SSCC), DFPS, and stakeholders; especially related to Information Technology and Data systems.
  • In collaboration with DFPS Subject Matter Experts, gathers information, creates and maintains guidance documents to assist SSCCs with navigating technical, complex situations, and protocols.
  • Leads various workgroups for Community-Based Care readiness and ongoing operations to obtain necessary information to determine if changes are necessary.
  • Provides technical assistance, guidance, and resolution on CBC related IMPACT/system functions for DFPS, SSCC staff, and others to include CBC SME for program support team.

 

Conducts readiness assessments for change initiatives, analyze results, and report findings to management.

  • Manages the readiness work stage for CBC transitions and SSCC certification, specifically leading the Information Technology workgroup during transition and ensuring that all requirements are met.
  • In coordination with various divisions, analyzes transitions, reports findings and makes recommendations to leadership about SSCCs readiness to assume contractual obligations.

Reviews industry developments and makes recommendations for possible agency applications.

  • Reads and reviews relevant literature, research, and industry developments regarding  CBC program implementation and technology to stay  current on emerging trends and best practices, and leverages this knowledge to provide informed  recommendations for program enhancement.

 

Collects and analyzes data in areas such as workload, operational, business, and managerial practices; staff utilization; organizational structure and development; and space utilization.

  • Gathers, tracks and reports relevant data or procedures in response to information requests, using operational and organizational analysis to recommend improvements in staffing and space utilization.

Monitors and reviews current organizational, procedural, and operational systems for effectiveness, efficiency, and conformance to established guidelines.

  • Confers with program staff, SSSC staff and other community stakeholders to review and identify trends and resolve Community-Based Care concerns to ensure program’s established protocols are being met in an effective and efficient manner.
  • Works with stakeholders to understand their technology needs and issues in performing their day-to-day work.
  • Recognizes and monitors deficiencies in system functionality and ensures compliance with departmental guidelines in Information Technology systems that hinder operations or business processes.

 

Consults with management to initiate studies; identify priorities; and define study scope, purpose, objectives, time frames, and resource requirements.

  • After consulting with program leadership, assists in execution of process evaluations related to Community-Based Care readiness and implementation designing updates to program objectives and necessary time frames.
  • Working jointly with leadership to evaluate readiness studies, tools and activities following Implementation of Stage I and Stage II Community- Based Care in each new area, identifies area priorities and resource needs.
  • Identifies system enhancements, priorities, and new project needs by Community-Based Care transition and operations teams, SSCCs, and other DFPS divisions related to CBC.
  • In collaboration with management, initiates and coordinates identified projects through entire project life cycle.

 

Researches historical, current, and projected data to identify problems, causes, and areas for which procedural or system changes are indicated.

  • Collects and reviews historical and current data, reports or procedures to track patterns and highlight areas of concern.
  • Utilizes available data including stakeholder feedback, to identify problems, gaps or contradictions in procedures and makes recommendations for changes.
  • Analyzes program policies and business best practices to provide recommendations and ideas for addressing technology requests, needs, and solutions.

 

Researches new or improved business and management practices for application to agency programs or operations.

  • Researches post-readiness of Community-Based Care model implementation, conducts survey and focus groups with stakeholders for readiness process improvement
  • Maintains and researches designated community area Community-Based Care tools, documents, and protocols

 

Analyzes new or proposed legislation or regulations to determine their effect on program operations and management.

  • Gathers and analyzes information to evaluate impact and inform responses related to legislative and policy changes.
  • Conducts research, interprets trends, determines program impact and provides input and consultation to analyze and track legislation.
  • Identifies system enhancements and new functionality that may be required of information technology systems for program to carry out new or proposed legislation.

Analyzes agency functions and activities being considered for conversion to contract operations.

  • Coordinates, plans, implements, and monitors Community-Based Care readiness, conversion to contract operations, and ongoing implementation at the catchment/community levels.
  • Coordinates with DFPS programs and CBC Operations to analyze agency functions for conversion to Community-Based Care contracted operations.

Develops recommendations for improvement and corrective action to standardize or improve organizational systems.

  • Employs data-driven analysis of trends to guide Implementation/Quality Improvement and system enhancement activities.
  • Participates in and delivers presentations at State level Community-Based Care meetings to gather insights, exchange knowledge, and formulate recommendations for system improvements.
  • Identifies gaps in technology, systemic issues, policy conflicts, knowledge and process gaps and deficiencies, and provides management with proposed changes and improvements to resolve them.

 

Conducts studies of employee or organizational efficiency and productivity and recommends changes or improvements in organization, staffing, work methods, and procedures.

  • Conducts resource studies by gathering data to inform resource transfer planning with DFPS for Community-Based Care transitions
  • Recommend staffing adjustments based on resource data analysis in collaboration with CPS Program and Position Control.

 

Prepares comprehensive technical records and reports to present and interpret data, identifies alternatives, and makes and justifies recommendations.

  • Compiles and interprets data for Senior/Executive Leadership reports and advises on potential courses of action.
  • Detects trends and recommends targeted interventions while identifying alternative courses of action.

 

Prepares operations and procedures to improve organizational effectiveness.

  • Provides ad hoc training and technical assistance to SSCCs and DFPS staff regarding user acceptance testing activities, new and existing information technology functionality, procedures, policies, and standards.
  • Creation and upkeep of Guides/ Job Aides related to IMPACT Functionality

KNOWLEDGE, SKILLS, AND ABILITIES (KSAs):

Registrations, Licensure Requirements or Certifications:

N/A

Initial Screening Criteria:

Experience in methods analysis, management, organizational development, or methods and systems work. Graduation from an accredited four-year college or university with major coursework in social services, business administration, organizational leadership, industrial organizational psychology, or a related field is generally preferred.

Four years full-time experience in working with children and youth in foster care; utilization of complex case management information systems, experience in working with teams; experience in working collaboratively with communities and partner agencies.

Preferred: Experience utilizing Information Management Protecting Adults and Children in Texas (IMPACT), ideally CBC functionality. Two years experience as a DFPS supervisor or above.
