Brief Job Description:

The Records Management Group (RMG) regulates, safeguards, and delivers DFPS agency records; it is organized into teams to increase effectiveness and efficiency. The Manager V reports to the Division Director and is part of RMG’s senior management team, which provides the necessary leadership to achieve the mission and vision of DFPS through RMG's roles and responsibilities. The Manager V performs advanced (senior-level) managerial duties and works under limited supervision, with considerable latitude for the use of initiative and independent judgment.

The Manager V establishes specific and measurable goals and objectives for the staff assigned to the position. These will be based on historic and forecasted data as well as agency and division priorities. The Manager V assigns and approves action plans to meet goals and objectives; evaluates business functions and makes recommendations to improve policies and procedures within the parameters of relevant federal, state, and departmental statutes and rules regarding records and confidentiality; and is responsible for the full life-cycle of employee management (hiring, training, evaluating, disciplining, and terminating).

This position will work closely with the Director and will seek feedback from other RMG Managers to make final decisions regarding projects and program improvement activities. The Manager V will provide coverage for the Director when the Director is unavailable.

 

Essential Job Functions:

Manages day-to-day activities of staff within a large and/or highly complex business function(s), division(s), or department(s).
• Provides direct reports with work assignments, clear direction, and information on responsibilities and work performance expectations within division.
• Provides leadership to develop, review, improve and maintain business operations that support effective program and administrative activities within division.
• Provides technical assistance to ensure coordination, quality, efficiency, and effectiveness of division, policies, and program initiatives.
• Manages regular team meetings to establish status of division priorities and ensure workloads are distributed fairly and in a manner that maximizes the strengths of the team’s skill sets.
• Meets regularly with individual team members to discuss the status of individual workloads, provide guidance and support on staff assignments and to ensure individual staff assignments are coordinated effectively across the team and division.
• Meets regularly with the vendors and other divisions to align business activities across oversight and support functions within division, avoid duplication of effort, and to maximize the use of division resources.
• Meets regularly with the division Director to report on the status of business activities on the team, keep leadership informed of issues and developments related to contracting policy, training and technical assistance.
• Maintains ongoing support for division management areas, DFPS legal, DFPS Finance, Internal Audit, and DFPS Regional leadership by consulting on matters related to division policy, training and technical assistance.
• Reports quarterly to the Chief Operating Officer on accomplishments, emerging issues and the status of projects and initiatives included in the division operational plan.

Oversees the allocation of resources to achieve timely outcomes and measurable goals; and monitors and evaluates the effectiveness and efficiency of staffing levels.
• Oversees development and implementation of special projects, analyses, and workgroups to implement new program initiatives and procedures, and to evaluate the effectiveness of program functions
• Provides proactive guidance to stakeholders regarding policy interpretations and division services and functions.
• Coordinates regularly with Health and Human Services to address cross-agency issues related to the division services to DFPS.
• Coordinates with DFPS stakeholders across all divisions to implement and track agency wide division initiatives.
• Identifies, develops, assigns and oversees multiple division projects including the development of new policies, trainings, and consultations to mitigate division risks, and improve division practices.
• Serves as a main point of contact for division leadership and other stakeholders to address questions of policy, identify needs and evaluate the effectiveness of contracting practices.

Oversees the implementation of changes resulting from new legislation.
• Oversees implementation of legislation related to division.
• Conducts, reviews and approves legislative analysis to assess the impact of legislation on division/program.
• Conducts, reviews and approves cost estimates to capture the impact of legislation on division resources.
• Ensures coordination across agency divisions to communicate the impact of legislation on division programs is accurately reflected in decision making and
• Reports to the division Director on the status of legislative activities.
Oversees special investigations, research studies, special projects, internal audits, and the implementation of special initiatives.
• Oversees the division training program by performing needs assessments, planning and implementation strategies, and systematic delivery for agency-wide staff to ensure education on division expectations and policy.
• Sponsors multiple stakeholder workgroups to evaluate and mitigate systemic division risks.
• Oversees the development, planning and implementation of the annual division project including managing division resources, and delegating staff assignments as needed to perform related work activities.
• Coordinates division responses to audit inquiries, findings, and reports related to contract policies and trainings.
• Participates in cross-divisional workgroups and project teams in support of division initiatives.

Establishes goals and objectives; develops and approves schedules, priorities, and standards for achieving goals; and manages evaluation activities.
• Defines the division's scope, documents its processes, systems, and controls, and determines the effectiveness of its policies, procedures, trainings, and division initiatives.
• Provides leadership, direction, and support for continuous process improvements, development and implementation of the division's goals, guidelines, policies and procedures to ensure compliance with laws, rules, and policies.
• Provides oversight and guidance to ensure team deliverables are completed to meet intended objectives within established timelines and all related tasks and milestones are achieved.

Monitors compliance with policies and procedures; and provides input or approves new policies and procedures.
• Guides informed judgements and decision-making for effectiveness and applicability, and evaluates compliance with agency, division, and department policies and procedures.
• Facilitates the vetting process to update policies and rules and leads development of change management and communication strategies related updates.
• Assesses and makes recommendations for necessary policy updates and training opportunities.
• Identifies program risks, issues, and trends to manage the development and implementation of process improvements.

Prepares management and productivity reports; and reviews and approves documents and reports developed by employees to ensure professional quality and appearance, appropriate content, consistency, and responsiveness.
• Develops presentations, reports, research material, communications, and responses to requests for information related to division/program.
• Oversees the development of written notices and broadcasts regarding publications, updates, and releases.
• Oversees communications and materials involving the development and publication of policies, requirements, and processes that meet agency and divisional expectations.
• Oversees the development and provision of face-to-face and web-based division/program training, contracting basic skills development, and ad hoc requests.
• Coordinates data collection activities to analyze risks and address necessary policy clarification and process development.

Develops and implements techniques for evaluating business function, division, or department activities.
• Develops strategies to oversee the planning, development, and improvement of policies and procedures; including analysis of federal, state, requirements, audit findings, trends and best practices, and opportunities to optimize division activities.

• Oversees the technical assistance program to provide consistent and sound guidance pertaining to the review and assessment of state and federal laws, regulations and policies affecting policy development, and advises program leadership as appropriate.
• Monitors and analyzes prosed federal and state law revisions for impact to program.

Identifies areas of needed change and makes recommendations to improve operations.

• Identifies program issues and trends and manages the development and implementation of process improvements.

Registrations, Licensure Requirements or Certifications:

Currently accepted as a Candidate to become a Certified Records Analyst (CRA) or Certified Records Manager (CRM) is preferred, but not required. Applicant must pass Parts 2-4 of the examinations within one year of employment.

 

Initial Screening Criteria:

A bachelor’s degree from an accredited four-year college or university is required unless the candidate has already been accepted to pursue certification as a Certified Records Analyst (CRA) or Certified Records Manager (CRM).

 

Work experience must include at least three years in a managerial, supervisory, or team lead capacity within DFPS Records Management Group.

 

Professional experience with state government in planning, and policy and procedures development, including experience with Records Management programs, services, and procedures, policy interpretation, project management, and government organization and administration.

 

Experience in the development of outcomes and performance measures, developing and presenting analyses, and managing the development of reports.

 

Current employment within DFPS Records Management Group is required.

 

Preferred Qualifications

Experience managing multiple supervisory level direct reports.

Project Management Professional training.

At least four years of experience, demonstrating growth in responsibility, complexity of duties, and/or supervisory roles.

 

Additional Information:

This position may be housed in Austin, Houston, or San Antonio; however, best candidate will be selected regardless of location. This position will report to the RMG Director, Roseana "Rosie" Greene.
