Brief Job Description:

CCI Quality Assurance Specialist III - The position conducts quality assurance activities related to performance management in the Child Care Investigations Division (CCI). The Quality Assurance Specialist performs highly complex consultative and analysis of investigation activities in order to make recommendations for program improvement. The Quality Assurance Specialist designs criteria and methodology for data collection; collects data through conducting case reviews; analyzes data, including identifying trends and patterns; writes formal reports; and makes recommendations regarding CCI policy and procedures, training, and program structure. Decision-making is based on sound judgment and on quality investigative practice. The Quality Assurance Specialist maintains and manages a fluid workload, responding to field and administrative requests on a timely, and sometimes emergency basis to ensure compliance with agency time frames and guidelines for response. The position may assist with developing program policy and procedures and providing training to internal and external stakeholders. In performing these duties, the Quality Assurance Specialist works with all levels of agency staff, external stakeholders, and the general public.  

 

Essential Job Functions (EJFs):

Conducts and coordinates case reviews that evaluate CCI activities to determine program compliance with appropriate laws, rules, policies and procedures, including the development of techniques and methodology for data collection and data analysis. Completes or oversees the completion of written and verbal reports to CCI management regarding reviews, including case information and recommended actions, and monitors implementation of final recommendations. Conducts analysis of monthly and annual program metrics and prepares management reports identifying trends, patterns, strengths, and opportunity for program improvement. Monitors the quality assurance activities conducted by program staff, including assisting in the development of quality assurance tools used by staff. Analyzes trends and patterns and communicates results to management in a manner that facilitates further program improvement. Provides input into the development of CCI policies and procedures, training, program planning, and implementation. Communicates CCI quality assurance activities to internal and external stakeholders. Performs other duties as assigned. Attends work regularly in accordance with agency leave policy. Promotes, monitors and ensures that respect is demonstrated for cultural diversity.  

 

Knowledge, Skills, and Abilities (KSAs):

  • Knowledge and experience related to child abuse, neglect, and exploitation investigations and applying and evaluating the applicable laws, rules and policies.
  • Ability to gather, assemble, correlate, and analyze facts; to devise solutions to problems; and to prepare concise reports.
  • Ability to interpret policies and procedures.
  • Skill in analyzing data, developing methodologies, and using critical analysis to identify and evaluate trends and patterns.
  • Skill in establishing and maintaining effective working relationships, both internally and externally.
  • Skill in effective verbal communication, including the ability present data to internal and external stakeholders.
  • Skill in effective written communications, including the ability to write formal communications and to prepare clear and concise reports.
  • Ability to make sound decisions under pressure and to work independently with minimal supervision.
  • Ability to prioritize and manage multiple responsibilities.

Initial Screening Criteria:

Required: Two years experience in Child Care Investigations (RC, DC, or combination). Graduation from an accredited four-year college or university.

 

Preferred: Experience in reading abuse/neglect cases, technical work that includes interpretation of complex written materials and assessment skills. Experience with planning, organizing, and coordinating requirements for support services or program operations.
