Brief Job Description:
Plans, prioritizes, and performs of a variety of technical, training, research, planning, policy, program assessment, and administrative activities for assigned program(s) including overseeing the delivery of services; provides high-level technical assistance for a program; and creates efficiencies where opportunities occur.
- Plans, prioritizes, and performs the development, implementation, and monitoring of projects related to Investigations and Alternative Response and Family Group Decision Making policy and practices.
- Coordinates the collection, organization, analysis and preparation data in order to produce reports and findings.
- Researches and analyses information for the purpose of providing recommendations on program planning and development.
- Collaborates with internal data teams on larger data reporting projects that involve impacts on the child welfare system.
- Consults and provides technical assistance to field staff, Regional Leadership, State Office staff, and State Office Leadership
- Provides training, written guidelines, and interpretation of policy and procedure to both agency staff and external stakeholders.
Essential Job Functions:
Coordinates the collection, organization, analysis, and preparation of materials in response to requests for program information and reports.
- Develops and implements effective quality assurance procedures for evaluating Investigations/Alternative Response and Family Group Decision Making policy, procedures and practices, and conducts quality reviews on cases and projects.
- Works with State Office Leadership, Regional Leadership, and Child Safety Specialists to best assess case related safety issues and family needs.
- Reads cases from across all regions of the state to ensure consistency in policy and practice interpretation.
Completes and monitors required administrative and performance reports, studies, and specialized projects; and recommends appropriate changes to programs.
- Consults with and advises management on agency studies and reports related to Investigations/Alternative Response and Family Group Decision Making case reads.
- Identifies priorities and defining study scope, purpose, objectives, time frames and resource requirements.
- Provides updates on the status of studies and reports.
Ensures compliance with program policies and procedures, statutes, and rules; and takes corrective action(s) as needed.
- Reviews and updates Investigation/Alternative Response and Family Group Decision Making policies to ensure compliance with any current statutes and rules.
- Works with interagency teams on Investigation/Alternative Response and Family Group Decision Making protocols that impact the policy and practice of multiple agencies.
- Develops recommendations for policy and procedural changes.
- Works with Legal and Program on legislation implementation requirements
Provides high-level advice and counsel by interpreting policies, procedures, rules, regulations, and standards related to the program.
- Serves as a subject matter expert regarding Investigation/Alternative Response and Family Group Decision Making case practice and policy

Analyzes legislation to develop recommendations for policy in programmatic issues relating to the implementation, improvement, and/or expansion or reduction of program funding; and assists in responding to legislative and external inquiries and requests.
- Analyzes, evaluates and interprets state and federal legislation and judicial mandates.
- Analyzes and evaluates the impact of legislation, regulation, and policies affecting current policies and practices.
- Completes child abuse and child welfare related bill analysis during legislative sessions.
- Develops recommendations for policy and procedural changes.
- Develops policy changes to ensure compliance with revised state and federal legislation.
- Works with Legal and Program on legislation implementation requirements
Speaks to community and professional groups to coordinate, improve, and stimulate interest in the program(s) and to secure support for program(s).
- Participates in various external stakeholder workgroups to promote collaboration.
- Networks with state and national governments, associations, advocates, and academia to improve program operations.
- Provides information on current state practices to national groups to identify areas of similar and dissimilar state practices on various substance use prevention initiatives.
- Evaluates national trends and stays abreast of current research regarding child abuse investigations and Family Group Decision Making processes.
Consults with public and private agencies involved in the programs to resolve problems, identify training needs, and discuss program effectiveness.
- Develops working relationships with internal and external stakeholders.
- Serves on cross agency workgroup on projects that have a connection to Family Group Decision Making in child welfare
- Participates in interagency collaborative teams to problem solve barriers to treatment and intervention resources for families served by DFPS.
Assists management with developing program policies, procedures, standards, and manuals; and planning program activities in accordance with program objective and goals. - Assists CPI management with policy and procedural changes that impact both CPI and CPS practice
- Ensures that current or developed policies or procedures do not adversely affect compliance with program needs of another stage of service.
- Ensures that staff guidance manuals are consistent with policy and practice
Assists management with developing and implementing effective techniques for evaluating agency programs, identifying the need for new programs, and providing guidance to staff in the development and integration of new methods and procedures.
- Works with State Office Leadership, Regional Leadership, and Child Safety Specialists to best assess case related safety issues and family needs.
- Reads cases from across all regions of the state to ensure consistency in intervention and policy interpretation and implementation.
May serve as the lead on implementation and ongoing management of complex program initiatives.
- Serves as lead on any implementation plans related to Family Group Decision Making related legislation that impacts DFPS
Provides status reports on the implementation of initiatives and ensures compliance with legislatively mandated timeframes
May serve as a lead worker providing direction to others.
- Serves as a subject matter expert regarding Investigation/Alternative Response and Family Group Decision Making case practice and policy to provide direction to field and agency staff.

Registrations, Licensure Requirements or Certifications:
Preferred- LPC, LCSW, LMSW, or related.
Initial Screening Criteria:
Graduation from an accredited four-year college or university.
Three years full-time consultative, supervisory, managerial, social service, medical, professional, social science, or technical work which must include: analysis of work problems having an administrative aspect and interpretation of complex written material; or planning, organizing, and coordinating requirements for support services or program operations where a wide range of demands are involved, including interpretation of complex written material or, social service support, administrative support or DFPS experience.
