Brief Job Description:
This position requires highly skilled organization, coordination, project planning, management, and monitoring. The Division Administrator will provide consultative and technical assistance to program and other agency staff. This position will review data, identify trends and make recommendations for improvement as needed. This position will assist with writing policies and procedures related to Transitional Living Services for transition-aged youth and young adults. The position performs consultative services and provides technical assistance to Regional and SSCC staff, service providers, community organizations, and/or the general public. This position will conduct training, make community presentations, and interact with internal and external stakeholders. The position routinely interacts with the Department of Family and Protective Services state office staff, staff from other state and federal agencies, providers of services for Child Protective Services clients, stakeholders, attorneys, judges and legislators. This position will respond to inquiries from the field, other divisions, other states, and legislative staff. The position assists in determining the annual budgets for transitional living services programs. The position will work under limited direction with extensive latitude for the use of initiative and independent judgment to ensure project, program, and agency goals are met.
Essential Job Functions (EJFs):
- Provides guidance and assistance by interpreting policies, procedures, rules, regulations, and standards related to Transitional Living Services.
- Performs project management of complex initiatives through developing multifaceted implementation plans, setting goals and/or deliverables and overseeing implementation of the project plan.
- Plans, develops, and revises program procedures and policies, in accordance with project implementation.
- Gathers, organizes, analyzes, and/or prepares documents in response to requests for program information and reports.
- Attends, schedules and leads meetings when required and as needed.
- Serves as a subject matter expert and provides guidance and assistance by interpreting policies, procedures, rules, regulations, and standards related to services for transition-aged youth.
- Makes presentations to internal and external stakeholders.
- Evaluates and interprets state and federal legislation and judicial mandates.
- Develops working relationships with internal and external stakeholders.
- Networks with state and national governments to improve program operations.
- Performs other duties as assigned and required to maintain unit operations.
- Attends work on a regular and predictable schedule in accordance with agency leave policy.

Initial Screening Criteria:
- Minimum Qualifications
- Graduation from high school or equivalent.
- Graduation from an accredited four-year college or university.
- Five years' experience with child protective services or related child welfare experience with expertise in working with young people, ages 14-21.
- Acceptable Substitutions
- Graduate degree in social work or related field may be substituted for the required experience, with a maximum substitution of two years.
- Preferred Selection Criteria
- Minimum two years' experience in working in PAL or specializing casework with transition-aged youth.
- Experience in project management/implimentation.
- Experience in providing training and/or presenting to staff or community stakeholders.
- Experience in managing staff.
