Brief Job Description:
This is NOT a classroom/virtual trainer position. This position develops eLearning/multimedia training materials for delivery via a self-paced online course or streaming media channel.
Under the general guidance of the Learning Systems Unit (LSU) Division Administrator at the Center for Learning and Organizational Excellence (CLOE), the CLOE Training Specialist V/eLearning and Multimedia Developer (EMD) position performs advanced (senior-level) technical writing, online training development, and application analysis.
This position works closely with the eLearning and Multimedia Development (EMD) Manager who will delegate projects and assignments to the team. Assignment could include leading a project from start to finish under the project management and guidance of the manager and/or division administrator.
The LSU EMD team works on training deliverables for IT system projects, DFPS technology releases and cross program training courses. Deliverables will include: project plans, design documents, online training courses, supplemental training resources, and various reports. Training materials will be published to online locations including the DFPS Learning Station (MOODLE LMS), the intranet and internet following strict accessibly standards. Position will deliver training around IT systems, DFPS technology and cross program areas, and eLearning best practices. Position will use specialty software, including Articulate, Adobe Creative Suite, Adobe Captivate, Adobe Premiere, SoftChalk and MOODLE activities, along with enterprise applications (e.g. MS Office). Some video production work requires travel to off-site locations.
Essential Job Functions:

Participates in the planning, developing, reviewing, revising, and implementing training programs, policies, and procedures.

Develops training for e-learning environments; facilitates workshops and meetings.

Develops curricula, course outlines, instructional methods, training aids, manuals, and other instructional materials and products.

Participates in the planning and developing of specialized training, staff development, continuing education programs, and customized and technology-based training.

Compiles data and writes reports.

Performs training needs assessments to determine educational interventions and course development and recommends corrective action to management.

Analyzes training content for accessibility; and implements changes to make content accessible and remediates accessibility issues.

Serves as a professional resource for employees and managers regarding training programs; promotes the use of training services.
Knowledge, Skills and Abilities:
Knowledge of local, state, and federal laws and regulations relevant to a business function, division, or department; and the principles and practices of public administration and management.
Skill in using logic and reasoning to identify the strengths and weaknesses of alternative solutions, conclusions, or approaches to problems; and the use of a computer and applicable software.
Ability to manage business function, division, or department activities; to establish goals and objectives; to devise solutions to administrative problems; to develop and evaluate administrative policies and procedures; to prepare reports; to communicate effectively; and to supervise the work of others.
Registrations, Licensure Requirements or Certifications:
Preferred: Current certifications related to desktop support, educational/instructional technology, and accessibility.
Required: Formal training and job experience in these areas will be acceptable substitutes requiring verification.
Initial Screening Criteria:
Education and Work Experience MUST clearly document the following:

Experience in training and eLearning/multimedia development work. Graduation from an accredited four-year college or university with major coursework in human resources, organizational development, education, or a related field is generally preferred. Experience and education may be substituted for one another.

Experience developing communications and training materials for federal/state/local government.

Experience in technical writing or instructional design and curriculum development.

Experience using eLearning/multimedia authoring tools (i.e. Captivate, SoftChalk, Articulate, Adobe Creative Suite/Cloud, etc.) to produce online training deliverables or multimedia resources.

Experience developing activities in a learning management or content management systems (i.e. Blackboard, Moodle, Drupal, etc.).

Experience publishing materials in a learning management or content management systems (i.e. Blackboard, Moodle, Drupal, etc.).
-
Experience with Microsoft Office Suite, particularly Excel, Word, Power Point and Access; and Adobe Acrobat Pro.

Experience with adhering to accessibility requirements (i.e. WCAG, 508, ADA, etc.).

Experience working with subject matter experts to develop training materials and deliver online training.
Additional Information:
This position is full time telework. Travel to headquarters for onsite required events or production work is represented in the 10% travel.
